New Unemployment Claims SURGE, Hit Highest Level Since November 2009

WASHINGTON (AP) -- New applications for unemployment insurance reached the half-million mark last week for the first time since November, a sign that employers are likely cutting jobs again as the economy slows.

The Labor Department said Thursday that initial claims for jobless benefits rose by 12,000 last week to 500,000, the fourth increase in the past five weeks. Wall Street economists forecast that claims would drop.

The four-week average, a less volatile measure, rose by 8,000 to 482,500, the highest since December. There were no special factors that distorted the numbers, a Labor Department analyst said.

The increase suggests the economy is creating even fewer jobs than in the first half of this year, when private employers added an average of about 100,000 jobs per month. That's barely enough to keep the unemployment rate from rising. The jobless rate has been stuck at 9.5 percent for two months.

Stock futures fell on the news. The Dow Jones industrial average futures had risen more than 50 points before the report was released. They dropped quickly and were down as much as 20 points afterward.

Jobless claims declined steadily last year from a peak of 651,000 in March 2009 as the economy recovered from the worst downturn since the 1930s. After flattening out earlier this year claims have begun to grow again.

The number of people continuing to receive benefits fell by 13,000 to 4.5 million, the department said. The continuing claims data lags initial claims by one week.

But that doesn't include millions of people receiving extended unemployment insurance, paid for by the federal government. About 5.6 million unemployed workers were on the extended unemployment benefit rolls, as of the week ending July 31, the latest data available. That's an increase of about 300,000 from the previous week.

During the recession, Congress added up to 73 extra weeks of benefits on top of the 26 weeks customarily provided by the states. The number of people on the extended rolls has increased sharply in recent weeks after Congress renewed the extended program last month. It had expired in June.

Private employers added only 71,000 jobs in July. But that increase was offset by the loss of 202,000 government jobs, including 143,000 temporary census positions.

July marked the third straight month that the private sector hired cautiously. Economists are concerned that the unemployment rate will start rising again because overall economic growth has weakened significantly since the start of the year.

In a healthy economy, jobless claims usually drop below 400,000. But the recent increases in claims provide further evidence that the economy has slowed and could slip back into a recession. Many analysts are worried that economic growth will ebb further in the second half of this year.

After growing at a 3.7 percent annual rate in the first quarter, the economy's growth slowed to 2.4 percent in the April-to-June period. Some economists forecast it will drop to as low as 1.5 percent in the second half of this year.

WHY THE ECONOMIC RECESSION CONTINUES: Spending for and/or by the generation known as the "Baby Boomers" has been the driving force behind our economy for decades. The current economic downturn has hit this group harder than other sectors. These people are too young to retire plus they can't because they don't yet qualify for social security and their savings have been decimated. It is proving to be harder for them to find work because their skills are not in the areas that are hiring plus they aren't fluent with the new social media tools that businesses are embracing. The economy will continue to be sluggish until the Boomers find new jobs.

Corporate America first, he help unemployment grow stronger and social inequalities

I know a woman who just did that. The bank just foreclosed on her home and her business is out of business. Huh. So much for that recovery plan.

oregonrain, here in southern Oregon (oregondry ;-) I know a few small business owners who employ 1-6 people who are barely hanging on; so, as they let people go to survive, I think your prophesy will come true.

Hang in there , the rain is coming soon. Things here on the coast are pretty much the same for small business people. If it weren't for the tourists this year , I think a few more of our local small businesses would have had to close their doors.

Dear Reagan, Bush I, Clinton, W:

Did any of you guys ever think through the ramifications of what would happen when you aggressively pushed companies to look for cheaper labor? Ronnie--when you pushed the Caribbean basin initiative that pushed all those garment jobs overseas, did you wonder what the displaced US workers would do instead? When Poppy and Bubba talked up NAFTA and GATT, did it occur to either of you that the big sucking sound would be not only the jobs that would go, but the tax revenues from the well-paid manufacturing jobs that were going away? Mr. Clinton, did you ever stop to think that maybe there'd be a hole in the treasury when auto-workers making $25 an hour or more became $10/hour waiters and bartenders?

More to the point, did it occur to any of you that by replacing jobs in critical fields of the economy with service-sector, tip-dependent jobs like car parkers and retail clerks, you were guaranteeing real problems? Because when there's an economic downturn, people don't need an extra salad shooter or a night out eating buffalo wings at Applebees. And since those trades don't pay much in the first place, replacing their lost income is a bigger hit to the economy for those people who DO make decent wages.

Just wondering. Say hi to wife and kids for me,

How many rich people have created more poor people?

The "rich" corporations are now saying that they won't start significant hiring anytime soon because market demand will be weak for years to come. Hmmmm, so who made made market demand so weak? The rich. The same ones that have trashed the American workforce by cutting jobs and depressing wages in some kind of outrageous flip-out caused by their desire for more, more, more.....but, not to worry about those rich folks, they will still be making record breaking incomes and bonuses as they are now.

I too think lots of it is WE, some people jumped to be home owners; others got loans on homes to buy...fill-in-blank; there there were the flippers that were bragging and remember the day traders?

Yes lots of jobs were lost which ramps up the pain when we were already living cognac lives on supermarket brand x beer budgets.

I had a cognac budget and bought brand x beer. I'm not the only one. The wildest spenders I know have been Republicans. Progressive tend to keep an eye on reality.

Blaming the individual is so much safer than blaming the wealthy, influenctial plutocrats that have bought and paid for America. It's hard to speak the truth to those "authority" figures so just blame anyone you deem to be inferior.

Good recommendation Yikes11. Another book that allows a glimpse into the surreal world of the weathly elite is Richistan. It's a simple, quick read but you still get the flavor of what is happening.

In 1978, the Humphrey-Hawkins Full Employment Act was signed into law. A key provision of the act instructs a goal of full employment. If private business lacks power to meet this goal,
the government is to create a "reservior of public employment." Congress believed that unemployment could tempoorarily relieved by the creation of government jobs as it did during
the Depression. The government can minimize the shock of business ups and downs
by compensatory spending, maintaining or inflating investment levels with government spending.

Time for middle class America to get the help that they deserve and that's an extension
of unemployment benefits for all including the 99ers. Then the government
must step up to the plate and create temporary jobs until the economy turns around.
9.5% unemployment must not be the new norm.

Unemployment claims up, people taking money out of their retirement plans early to live on,
foreclosures up, etc. What a train wreck!

Well, that may be useful advice except that a minimum of two million IT jobs went to India during the last administration. For several years now, there's been a pall cast over college IT departments because incoming students have decided not to go into careers that are being 'bangalored'--sent to India. The same is true of specialties like architecture, financial analysis, engineering, customer support, etc. Even if an aspiring person wants to study and pursue employment this way, it's not always clear that they'll be able to compete with the H1B's coming in--and most H1B's aren't carrying student debt because they come from places that subsidize their educations.

There are niche fields for computer operators/data processing that might be hiring, but they aren't hiring eleven million new people. Most jobs now require knowledge of specialty software that is itself always changing--for example, HR departments use a variety of Citrix products, and if you don't have expertise with them, you won't get an interview.

teaching someone 'how to use a computer' isn't generic, and knowing how to use one doesn't automatically open employers' doors.

Free trade and Globalization are in the terminal phase now, along with private for profit funding of the state (the interest is not created so the people can't pay it) by the fed and the other banks will finish North America off.
