WASHINGTON — The troubled security firm formerly known as Blackwater will pay $42 million in fines to settle thousands of violations of U.S. export control regulations, according to The New York Times.

The newspaper reported on its website Friday that the Moyock, N.C.-based company now known as Xe (zee) Services reached a settlement agreement with the State Department.

The alleged violations included providing sniper training for Taiwanese police officers, illegal weapons exports to Afghanistan and making unauthorized proposals to train troops in south Sudan, the newspaper said. The State Department requires government approval before the transfer of certain types of military technology or knowledge to other countries.

A company spokeswoman confirmed the deal to The Associated Press but did not immediately know the amount. State Department spokesman P.J. Crowley said he was unaware of the settlement and had no comment.

The settlement involves practices from before Blackwater was rebranded as Xe Services.

The private company provided guards and services to the U.S. government in Iraq, Afghanistan and elsewhere. It became one of the most respected defense contractors in the world but also attracted sharp criticism over its role in those missions.

It has been trying to rehabilitate its image since a 2007 shooting in Baghdad that killed 17 people and outraged the Iraqi government. A federal grand jury has indicted five Blackwater officials on conspiracy weapons and obstruction of justice charges.

The company still has contracts to provide security for both the State Department and the CIA in Afghanistan. In June, the CIA gave Xe an additional $100 million contract to provide security for its regional offices in Afghanistan.

Hmmm. . .some of those "finable" offenses sound like treason? Sniper Training for Taiwanese police . . . and the Sudanese, not to mention having Eric Cartman sign for all those weapons that left Afghanistan and re-appeared back in the states. Why would the state department make that deal, and if they have to give back $42 Million, are they going to be able to make that up with their next contract?

Read the last paragraph they were just given $100M in June by the CIA. Our government is supporting these mercenaries with all the money they need.
Mean while the middle class needs to go get a jar of Vaseline so at least the screwing would be a little more comfortable!

Does anyone wonder why the US is booed in so many corners of the globe? Will the US ever regain Good Guy status or does the US even care as long as economic interests of money moguls are being protected. It would be nice to know -- and we need to know -- now that we have "pulled out" of Iraq, leaving a mere 56,000 soldiers there, how many contractors and "others" we have also left behind there. Since much of our business in these countries now appears to be done by these folks, isn't it just as important to track their numbers as it is troop levels. My guess is that we are still at war, we are just giving the soldiers a break to "train" while the contractors do whatever it is they were doing. Scary!

The United Nations blamed the Democratic Forces for the Liberation of Rwanda, or F.D.L.R., for the attack. The F.D.L.R. is an ethnic Hutu rebel group that has been terrorizing the hills of eastern Congo for years, preying on villages in a quest for the natural resources beneath them.

The raided villages are near the mining center of Walikale, known to be a rebel stronghold, and are “very insecure,” said Stefania Trassari, a spokeswoman for the United Nations Office for the Coordination of Humanitarian Affairs. “Rape is something we get quite often.”"

Unfortunately when you come into office trying to manage two was, one illegal, that have spread your troops far to thin there isn't much option. I think mercenary companies shouldn't be legal. Let them follow their "owner" to Dubai. Hopefully they stay there and never come back.
