LOS ANGELES — State regulators have accepted rate hikes on individual Anthem Blue Cross health insurance policies after public outrage and government scrutiny halted a larger increase.

The California Department of Insurance said Wednesday it approved a rate increase averaging about 14 percent for Anthem Blue Cross customers. The department also approved a nearly 19 percent increase for Blue Shield of California.

Anthem, the state's largest for-profit insurer, had previously requested a boost that would have raised rates as much as 39 percent for some customers, with average increases of about 25 percent.

But regulators found accounting errors in the proposal and Anthem retracted the filing, which would have affected about 700,000 individual policies regulated by the commissioner. Another 100,000 individual policies are regulated by the state's other insurance regulator, the Department of Managed Healthcare.

Anthem's rate hike was repeatedly criticized by President Barack Obama as an example of a broken health care system in the run-up to the vote on federal health care reform.

The smaller increase announced Wednesday was expected to save consumers $184 million, Department of Insurance spokesman Ioannis Kazanis said.

Anthem spokeswoman Kristin Binns said in a written statement the company "is pleased that the department has posed no objections to our individual rate filings and we look forward to continuing to serve consumers in California."

Anthem's parent company is Indianapolis-based Wellpoint Inc.

Nonprofit insurer Blue Shield of California's rate hike will affect more than 247,000 policyholders.

"We wish it were a much smaller increase, but this is unfortunately what we're paying out to hospitals, doctors and pharmaceutical companies to pay the cost of the claims of these members," said Tom Epstein, spokesman for Blue Shield.

Insurance Commissioner Steve Poizner instituted independent reviews of the top four insurers in the state in June to help keep the companies in line with California law mandating 70 percent of income be used for medical treatment of policyholders.

The rate hikes by Anthem and Blue Shield underwent independent reviews that were released Wednesday and found the two major insurers to be in compliance with the law.

Anthony Wright, executive director of Health Access, a nonprofit advocacy group for consumers, said state regulators need better control over the rate hike approval process. Two bills currently being considered by the Legislature – AB2578 and SB1163 – would strengthen the authority of insurance regulators, he said.

"The fact that Anthem had to pull back and reduce their rate hike shows that public oversight can work, but we're not going to have the presidential spotlight on every future rate increase," Wright said.

Providers must give 30 days notice to policyholders before increasing rates.

WHO'D HAVE THUNK IT?????

Kathleen Sebelius admits that she still hasn't read the healthcare bill. I guess when Queen Nancy said " you gotta pass it to see what's in it" she didn't actually say "WHAT YEAR WILL YOU READ IT?????"
good to know that the queen of healthcare doesn't know WTF is going on.
Again, maybe it's not important as the bill will be repealed post Jan 2011........

Don't waste your time, folks - if you post anything factual about the effect this increase will have on you or your family, the post will be scrubbed. Apparently they brought in some reps from Anthem to scrub posts in this thread.

This is why we need health care reform but 70% of the people oppose health care reform and I wonder why? Could it be their minds have been poison by the media, against allying with congress to accept health care reform or is the mainstream media being paid big bucks to push this type of ideology that health care reform is not in their best interest?

Some people are against THIS healthcare reform because it isn't "REFORM". Single payer would have been reform. Making health corporations operate as NON PROFITS NOT MARKET DRIVEN, then contracting with them to provide quality, affordable healthcare would have been reform.

There a varying healthcare programs in other countries. Some include insurance plans and some don't. The insurance plans that are allowed to participate are NON PROFIT. Either way, the cost of care is significantly less in other countries and people don't mind paying higher taxes to get their healthcare free. People live longer with better health in these countries as well (which should tell us something but is being ignored). Here we pay huge amounts to insurance companies for our healthcare and still go bankrupt. HOW SENSIBLE AND LOGICAL IS THAT?

And notice this article is well hidden. These hikes apply to individual and small business.
The same people that will be fined for not having it for their employees.
I can't wait for another 20% hike come Jan (it was 40% last Jan)...my employee's will have to lose their insurance.
You can only do and pay so much. It will be so much cheaper to pay the fine.
Obama Healthcare is nothing but a communist plan...PAY>>>or else.
It needs the public option... This Country needs a Single payer.
The Insurers knew what was happening because they we blind sided in the 70's in Canada
when they tossed out the profit insurers...So they prepared and BOUGHT all the air time
and Politians they could (easy task for the crooks in office). Not only did they stop the public option and silence the Single Payer movement. They get to do whatever they want AND the American people have to pay them !!!

Do NOT get sick in America...in 5 years it will be really bad.

Not a communist plan by any means. It favors health corporations over other businesses and the people. That is not communism. This country has become a Plutocracy-owned and run by corporations. Communism is the people working together for a common goal (theoretically anyway). Remember the communes in the 60's? People working together and sharing the results of their labor. The people have NO say in this since our elected officials didn't listen to what we wanted and NEEDED.

Any remotely affordable premium will be lousy plans with poor benefits and high copays and deductibles.Like now. These are just the plans that are driving people to file bankruptcy. I see, daily, the EOBS from these plans. It is pitiful how little they pay the medical providers and how much the families have to pay after they've paid their premium.

Warning to ALL: DON'T GET SICK OR INJURED!!!

Are you really serious? Do you really think your employer,and insurance companies care about your health? I had Blue Cross Blue Shield in the 90's had to have an emergency Appendectomy and later they tried desperately to say it was an pre-existing condition, as a nurse reviewer I challenge the Physician reviewer never heard another word from Blue Cross/Blue Shield again. I drop them during open enrollment. As a Nurse Reveiwer for an insurance company I know the tactics used to deny claims, do not fool yourself in believing what we have now is sufficient! Yes a single payer system is ideal, and public option would be best, but remember health care reform is a beginning, nothing in life is perfect! In this country at least for those who are in need Medicaid is available, some physicians will forgo expenses for some patients if you ask. If you go to the emrgency room, with insurance or without, someone else will pick up the tab! Choose not to have insurance, you pay the fine, makes since to me!!

Read it again. She is an employer who buys insurance for her employees. Many employers would like to provide insurance but just can't afford it. The big employers, who make gobs of money are more interested in profits than the health and welfare of their employees. Especially now, when jobs are scarce, big employers have the advantage over small businesses and you and me.

You're right about the ER. Anyone who pays taxes is footing the bill. And what a bill it is. For a $60-$100 visit to your doctor, if you go to the ER because you have no money to pay it can easily cost 5 to 20 times that amount. Then you get sent to collections. All for the same services and the luxury of waiting for hours!

I didn't say that the employer based insurers cared. The only companies the Insurers are careful with at this point are "self insured" and unioned. BUT I see that changing already.

In a couple of years it won't matter. BC is horrible (for providers & patients) .. a patient had a DnC for an incomplete miscarriage. They refused to cover it because they said it was infertility (they did not cover infertility). Patient was pregnant and did NOT go through infertility treatments. They said their definition of infertility was: "Anything that didn't result in a live birth"...So if the patient had been pregnant for 9 months and had a stillborn it would not be covered under their definition.

No Ethics and Morals...No consumer protection.
I think the Physicians who review for insurers should be held accountable for their denials...But they are not in most cases we never know who these Doctors are, you wonder if there really is a Physician doing these reviews. These "Doctors" are so protected they can say whatever they want.
They may not be be sued for their denials...BUT they should be held accountable to their Medical Boards. It is criminal what they do...Total disregard for "standards"
as long as it saves the insurer money.
If the patient dies because of a chronic disease or an expensive accute illness...This is GREAT for the insurer. Their denials ...help the bottom line

I wish they would wise up. The insurance bill has been gutted to favor corporations and deliver the status quo to the people. The people who would benefit from a progressive agenda and still vote Repulican are ignorant and fearful. Keep them sick with worry, lie to them, tell them family values will deteriorate and there will be murder and mayhem in the streets if "socialism" takes over. All nonsense. These people need to find the door to the dark room they are in and walk out into the light of common sense and logic.

Appointing foxes to regulate the henhouse is the status quo as well. We've have the foxes running everything. We hens are just plain out of luck, whatever happens.

He wasn't so conservative until he started running against mad MEG. Then he changed his stripes to become more appealing to the rightwing fringe. Probably a mistake to go more conservative since there are more moderate Republicans in CA. That's how our governor got elected (unfortunately) because he is a moderate and also probably for his name recognition.

Rate hikes based on what? They're pricing themselves out of business; or lowering access to only the rich, but the number of "rich" are dwindling too! Who do they think can pay in excess of $450/mo.? Guess everyone needs to join Kaiser, or some other crappy HMO. We really needed a single payer, PUBLIC HEALTH PLAN FOR ALL in the country. Let these insurance corporations go under. Oh, I forgot, we're living in a Corporate owned society. Forget it!
