This is no where even remotely near funny. This owl is obviously distressed, more than likely by heat. Instead of video taping it for the amusement of others, someone should have found out exactly why it was behaving in that manner and attempted to rectify the situation.

That's not funny. The poor owl is suffering (probably from heat or stress). The 'gular fluttering' is what owls and other birds do in response to stress and heat.
