WASHINGTON — Two men on a United Airlines flight from Chicago to Amsterdam were questioned by Dutch authorities after U.S. officials found a cell phone taped to a Pepto Bismol bottle and a knife and box cutter in checked luggage connected with the men, a law enforcement official said.

The official identified the men as Ahmed Mohamed Nasser al Soofi and Hezam al Murisi. Al Soofi had a Michigan address, the official said, but it was not immediately clear where the two men were from.

As of Monday night, FBI agents had visited the southwest Detroit neighborhood where several addresses were found for variations of al Soofi's name, according to neighbors who declined to give their names to The Associated Press.

ABC News, which first reported the incident Monday, said al Soofi was from Detroit and that both he and al Murisi were charged in the Netherlands with "preparation of a terrorist attack," but U.S. officials would not confirm that.

Another law enforcement official said, as of Monday night, the men had not been charged with anything in the U.S.

The law enforcement officials spoke on condition of anonymity to discuss the ongoing investigation and sensitive security issues.

Al Soofi was questioned as he went through security in Birmingham, Ala., on his way to Chicago, according to one of the officials. He told the Transportation Security Administration authorities he was carrying a lot of cash. Screeners found $7,000 on him, but he was not breaking any law by carrying that much money. Officials also found multiple cell phones taped together and multiple watches taped together in his checked baggage.

Al Soofi was supposed to fly from Chicago to Washington Dulles International Airport in Virginia, and then on to Amsterdam, the official said. But when he got to Chicago, he changed his travel plans to take a direct flight from Chicago to Amsterdam. Al Murisi also changed his travel plans in Chicago to take a direct flight to Amsterdam, raising suspicion among U.S. officials. Federal Air marshals were on the flight from Chicago to Amsterdam, a law enforcement official said.

Homeland Security spokeswoman Amy Kudwa said once officials found suspicious items in luggage associated with two passengers on Sunday night's flight, they notified the Dutch authorities.

"The items were not deemed to be dangerous in and of themselves," Kudwa said. She would not identify the two passengers.

It is not illegal to carry knives or taped cell phones and watches in checked baggage.

This was surely a test.
A few months ago, TSA found wires wrapped around blocks of cheese in a Muslim passenger's luggage.

This is very curious. I'm an uber-leftie, but this makes me a little concerned. No one is disputing that it is legal to tape cell phones to bottles of pepto in your luggage. However, the act of doing so fails any sniff test for BS; ie, there can be NO good reason given to do so outside of nefarious ones. And yes, I'm a traveler; I'm on the road about 8 months out of any given year. I've gone everywhere by every conveyance you can imagine, and have never felt the need to a) put a cell phone in my checked luggage (wouldn't that be handier to have in your hand when you land, to call friends or family or a ride or to use if your plans change?; or b) duct tape it to a bottle of spillable liquid (I normally double bag any liquids when flying so the lowered cabin pressure doesn't burst the shampoo all over any papers / electronics / clothes, etc. in my checked bag, in other words the exact OPPOSITE of what this guy did).

Nothing they did is a crime. And as for being separated from their luggage, that may have been accidental. However, this is not a case of purely odd packing, and I hope someone is looking into the matter more deeply than they are saying.

Yeah, it's more than just a little weird. That nothing they did was illegal is irrelevant. Walking down the street in a ski mask in summer isn't illegal most places, but that doesn't mean it won't attract suspicion.

errr, the cell phones were gifts. They wouldn't have even been activated, so probably not very convenient to keep them in your pocket. I don't know how wise it is to tape a cell phone to a bottle of shampoo or pepto bismol, but the official explanation is that there were several gift packages taped together with the name of the recipient of each gift package written on it. This is apparently actually a pretty common practice. That still doesn't mean it 100% wasn't a dry run in disguise, but both the FBI and the Dutch authorities have let the guys go saying they believe they are completley innocent

Aw, shoot, that must be it! What a stocking stuffer! I know I've always wanted to get a nice big bottle of Pepto with my new iPhone!

Seriously, the other package was a number of cell phones taped together. That's an interesting gift right there... Just because they're muslims doesn't mean they are nuts; I say this having been born in Libya. Your average libyan will not tape four cell phones together as a gift, nor will he gift someone a bottle of pepto for Eid. I know they let them go, but I suspect and hope they are being surveilled by some professionals.

Okay, it is odd to tape a Pepto Bismol bottle to a cell phone but besides that what is odd or illiegal here?

Authorities found "multiple cell phones" taped together and "multiple watches taped together"? And I still don't see what is odd about that exactly?

The only things that stand out are the fact that they changed travel plans and that "a knife and box cutter". But "It is not illegal to carry knives or taped cell phones and watches in checked baggage."

So have authorities jumped the gun for nothing?

The story seems to be that a gate change caused them to miss their flight, so they had to book another flight. I don't think the authorities jumped the gun, better safe than sorry, but I think many people reading about this story have jumped the gun. It's certainly not looking like any charges will be filed at this point.

Defenders of Islam point to a scant few cases (McVeigh, Rudolph) and try to conflate their actions to those of these extremist muslims. There is no comparison.

It is like saying that sharks and catfish are equally dangerous to humans because they both can attack a person. It is silly and we need to come out and stop lying and hiding behind political correctness.

So let's see, these guys were headed to Yemen, had electronics taped to bottles of liquid, multiple cell phones, knives, and then changed their flight so that they wouldn't be on the same flight as their baggage.

Nope, nothing suspicious there. No terrorism dry run going on with these guys.

None of this makes any coherent sense.
Checked Luggage? Why are they searching checked luggage?
When is it ever the case that you can't bring cell phones somewhere, in your checked luggage?
Cell phones are as common as tooth brushes.
"Things taped together" is suspicious? Really? No one ever bundles things that they travel with?
Traveling with a lot of cash internationally makes sense! Don't you need something to buy local currency with? Don't most places accept the US dollar?

How is this a "story?"

The current explanation is that these items were all gifts and taped together into different packages for different people. Coincidentally, my mother-in-law did the same thing for some junk my wife brought back to the US with her.
In case you haven't noticed, US authorities are NOT planning on charging either of these guys with anything. So either the FBI has been fooled and you are all smarter than the FBI, or these guys weren't carrying out a "dry run" after all.

yeah, it's not clear that he intended to be on a separate plane. He missed the his connecting flight and had to rebook.
Why would the FBI say they didn't plan to file charges unless they were pretty sure. I think they've done their due diligence. I betcha 100 bottles of Pepto Bismol the Dutch let him go within 24 hours.

A cousin of one of the men has floated the gift explaination. It is reported in TIME that a "European counter terrorism official" thinks a dry run may not be a smart thing for a terrorist to do. I do not know what a smart terrorist would be since the last guy who tried to b.l.o.w up this same flight just caught his bal.ls on fire. The info is not coming from the FBI or th Dutch.
