TANF Emergency Fund, Welfare-To-Work Program That Created 240,000 Jobs, Nears End

Advocates of a welfare-to-work program created by last year's stimulus bill are calling on Congress not to jeopardize some 240,000 jobs by letting the program expire at the end of September.

Republicans and a handful of moderate Senate Democrats blocked a reauthorization of TANF Emergency Fund back in March. The progressive Center on Budget and Policy Priorities reported Thursday that as the program's Sept. 30 horizon looms, "states are ramping down their subsidized jobs programs, stopping new placements and giving notice that existing jobs will end."

"They're telling the moms once the fund ends, you're going to have to work for free," Diana Spatz told HuffPost Friday in an interview. Spatz is the executive director of Lifetime, a California membership organization that helps low-income parents pursuing post-secondary education that employs eight moms and two dads thanks to the program. "They can work through the end of this month and then I think we're going to be able to keep two or three of them, but we aren't sure," she said.

Further funding has already been approved by the House, and Spatz is hoping it will reach the Senate floor quickly after the Senate returns from its August recess on Sept. 13.

"It's really a shame on a number of levels," Sam Tuttleman, director of the Employment Services Department of the Alameda Social Services Agency, said of the program's likely demise. Tuttleman said the program is currently funding some 1,100 jobs in Alameda County and has had other benefits as well.

"There's a pretty negative view about 'welfare clients' in the employer community," he said. "One of the things this has done is it really has changed the perspective of a lot of our employers because they've gotten good employees who've really worked out for them.'"

Tuttleman said he's heard anecdotally that some businesses would keep the people they hired through the program, and that his agency would be conducting a survey of businesses in the next month. Conservatives outside of Congress have praised the Emergency Fund as the most direct way to create private-sector jobs and "because it actually has worked."

"It's been as positive an initiative for job creation as you can make," House Speaker Nancy Pelosi told reporters after a speech at San Francisco State University on Thursday. "Unfortunately -- you'll hear me say this many times -- we have passed it over and over again in the House, waiting for some action from the Senate."

Christine Owens, director of the National Employment Law Project, said that Friday's sorry jobs report for August showed the need to preserve the program.

"The emergency fund has tremendously helped states create new employment opportunities. By reauthorizing it, even more states will have the opportunity to take advantage of millions in jobs subsidies," said Owens. "If Congress fails to reauthorize the Fund, those subsidies will vanish along with the job opportunities they provide. Continuing the TANF Emergency Fund is a concrete step Congress can take to create jobs, along with passage of larger-scale programs like the Local Jobs for America Act."

Why would the Rethugs allow a job creating bill to pass that would mean they would have to admit that what they did to the country for eight years, slash and burn, was a bad thing and of course all those brainless baggers and birthers who follow them might have to say, Huh? What? you mean they nearly destroyed the economy?

When are we going to realize that both parties, who are actually the one and only, are not interested in our welfare, whether educationwise or having a well functioning country, where people are taken care of. The poisons in our foods, water, air sure sound to me like they are forcing the population downward, the wars and the lies about how many died on either side as well. To think we only had 5,000 die in such long wars is ludicrous but don't let that thought enter your minds. The government only counted the ones who died directly on the battleground, not on the way to the hospital or as a result of the injuries received. We are a dumb lot and what is most disturbing, here we fight over which party will get to power again when we already know we will be the losers, again!

This was another unpopular program when it was first conceived, under Clinton, except by the far left at that time. This congress thinks it’s OK to take credit or blame others etc, when many that are still in congress today, wanted to kill this type of welfare to work bill at that time, including Pelosi, but on the other hand to say that this was as good a jobs program as you can get, based upon an ongoing subsidy is fallacy and exactly why this congress has the wrong idea of what creating jobs is all about.

Just the fact that the employers are going to hire some of the people is what was wrong with the program. It did not deadline a decision. These employers could have hired these same people a long time ago and save the people money. But the Dems want to keep the subsidies to keep people on the gov payroll (freeloading part I) and pay the employers to pay the workers (freeloading #2). This is exactly why people that use programs must move on from those programs and programs that do not have the results built into them must sunset. To call a program a success when most of the jobs get created when you end it means that people are taking advantage and it is a poorly designed program.

It sounds like a program that the contract with America would back......Republicans had to vote for it....they were in the majority. Remember welfare would be eliminated if we could train the unemployed for the new tech jobs.....Question/////////////// what is the far left in the 90's.....how many votes did they have, and would that be followers of Marx.....just sayin.

Best way is look at it is the difference between the DCCC and the DLC. DLC are centrist Dems and also Reagan Democrats in ideology. The DCCC is as far on the left as the previous Cheney; Wolfowitz and Bush gang was on the right. Moderate GOP used to be somewhat lead by McCain before the 200 election, but they are in disarray with people like Snowe and Collins some of the few that ever risk going against the evil empire. (that was a joke, btw).

Anyhow, this “third way” the DLC teaming up with the moderate GOP is clearly the only hope for a centrist movement with moderate leadership. They include Reagan democrats as well. Since the Tea party has been pirated by far right GOP and fundamentalist, that leadership is ignore the basic centrist and populist theme, fiscal conservatism and socially moderate. Both far lefties and wing nuts will do anything they can to destroy any legitimate organization of the center majority to retain power and loot the treasury.

As long as big business keeps exporting jobs for cheap foreign labor the unemployment picture will never improve. To add insult to injury corporations and the wealthy want us to multiply their profits with tax cuts. Didn't we just have 8 years of that?

They are no longer exporting jobs for cheap labor in foreign places, they are now getting rid of cheap labor of American workers that can least afford to be laid off. These Americans were on welfare before, they will be on welfare again if these jobs goes away.

C'mon now Tim Kaine or MoveOn or whoever has the money to spend on TV ads. Spread the word about what the rethugs are NOT doing. Tell the voters what the Dems have done in the House and everything that is waiting to even be discussed in the Senate because of rethug blockage.

240,000 is a lot of jobs to lose because the Senate can't find the time to discuss this bill. The rethugs would filibuster it, but if only the media planners would start telling the public about all these filibusters over and over again.

This is called PM, Perception Management, and the rethugs are killing the Dems in this critical area. Dems, pull you collective heads out of your collective butt and get aggressive. Don't sit there and be frustrated and wimper about rethugs blocking everything. Go out and tell the public just what they are blocking and what the effect will be on the nation's financial recovery.

I am willing to let the Bush tax cuts expire.

I am willing to stop paying Xe, Bechtel and Brown & Root inflated contracts for performing jobs that our military personnel performed better for decades.

I am willing to cut subsidies to corporations that ship jobs overseas.

I am willing to do all of this. Are you willing to see your senator say no?

•This was a “pro-family” tax credit created in the 1994 Contract with America, pushed to a veto by Congressional Republicans in 1995, negotiated with President Clinton in 1997, and expanded by President Bush and Republicans.
Families with two kids making less than $32,000 typically don't owe income tax and should pay something. But it wouldn't even cover a few months of the Iraq war. What's backwards here is the republican leadership. Obviously.

The commenter needs to clarify the statement with specifics. If one is talking about working Americans not having a federal income tax liability then the above statement is true. However, when considering payroll taxes, which, for the mid-point of the middle class and downwards, is the greater share of a worker's federal tax burden, then that includes a mere ten percent that have no tax liability. Aside from that, there are many, many other socio-economic factors that one could argue the need to relieve tax liabilities for the working poor while also increasing the tax liabilities for the more affluent.

The GOP solution, after they take back the government in 2012, is Bladerunner Units of the Department of Homeland Security. The Bladerunners will seek out those without jobs or legal papers and retire them. This will encourage those without jobs or papers to get out of the country. It will reduce unemployment, and ensure that only those who produce will benefit from this beacon of liberty.

I completely agree. I have a niece and a nephew that turned 18 since the last election. I'm making sure they are both registered to vote and will take them myself in November.
