Jimmy Carter: Iran Rescue Effort Should Have Worked

WASHINGTON — Former President Jimmy Carter felt his efforts to rescue U.S. diplomats held hostage by Iran should have worked but were thwarted by a "strange series of mishaps," and the mission's failure played a major role in his 1980 re-election defeat, the Georgia Democrat writes in a new book assembled from diary entries.

The Associated Press purchased a copy of the book, "White House Diary," on Friday, ahead of its release Monday.

In it, he criticizes several presidents, including fellow Democrats Bill Clinton and Barack Obama, for not bringing sufficient pressure on Israel to stop building settlements on the West Bank. He writes that construction was "especially rapid" during Clinton's administration and he believes Obama has "backed away" from his initial commitment to a settlement freeze.

The book highlights Carter's difficulties in working with then-House Speaker Thomas P. "Tip" O'Neill, chronicles his failure to get much of his agenda through Congress and expresses the bitterness he felt toward political rival Sen. Edward M. Kennedy.

But it also shows his pride in helping to bring peace between Egypt and Israel with the Camp David accords and other foreign-policy and domestic accomplishments. The diary entries show he felt at the time that he had "a firm grip on my presidential duties" and a clear sense of what he wanted to do.

Carter, 85, said that nearly every day of his presidency, he dictated his thoughts and observations and turned the tapes over to his secretary, Susan Clough, who typed and put them in a binder. Thirty years later, he condensed and annotated the diary with recent reflections. The book was published by Farrar, Straus and Giroux.

He described his difficult relationship with O'Neill, saying the most unpleasant experience of his presidency was a breakfast at which O'Neill was "extremely abusive" toward him and others in the room. Carter had a rocky relationship with the House speaker throughout his term.

Carter also reveals his thoughts at the time about Kennedy, D-Mass., his 1980 rival for the Democratic presidential nomination. He writes that he first learned Kennedy would challenge him when briefed in early 1978 by then-Sen. Joe Biden of Delaware, now vice president. He also praises Biden as his "most effective supporter" in the 1976 presidential campaign.

After a 1979 meeting with Kennedy that included a discussion of health care, Carter wrote that it was almost impossible to understand what the senator was talking about but it was obvious their approaches differed. Carter also discussed his differences with Kennedy over health care in an interview with CBS' "60 Minutes" to be shown Sunday.

Of Kennedy's failed nomination challenge, Carter wrote in June 1980, ahead of the Democratic National Convention in New York City, that the Kennedy group had been uncooperative in drafting the Democratic Party platform and clearly wanted a confrontation.

On Election Day, Nov. 4, 1980, as he saw his re-election hopes slipping away, Carter had bitter thoughts about the Kennedy challenge. He said Kennedy's attacks for eight months hurt him, and he had to spend much time trying to recruit back natural Democratic constituencies, such as Jews, Hispanics, blacks, the poor and labor.

In observations newly added to the diary, Carter wrote that his own polling found that potential general election support for Kennedy was weak and he was uncertain whether Kennedy's real goal was to win or just to stop him from being re-elected.

But Carter mostly blamed his election loss on his failure to win the release of U.S. hostages held captive in Iran.

A day before losing the election, he observed that his pollster, Pat Caddell, was finding "massive slippage" in his support as people realized the hostages were not coming home. Undecided voters were moving almost entirely to Ronald Reagan.

Fifty-two American diplomats and military officials were held captive for more than a year by a group of Islamist students who supported the Iranian revolution. The hostages were released on Jan. 20, 1981, just minutes after Reagan was sworn in as president.

In the spring of 1980, Carter ordered a helicopter rescue attempt – one that ended disastrously and left an indelible scar on his presidency. Two of the eight helicopters developed problems on the way to a remote desert landing spot and had to turn back; a third had a hydraulic problem after landing. Carter canceled the mission but during the withdrawal, a helicopter collided with a C-130 transport plane, resulting in eight deaths.

Carter called it "a strange series of mishaps, almost completely unpredictable" and insisted the rescue operation should have worked because the men were well trained, planning was careful and no Iranian alarm was raised until at least two hours after U.S. crews had left Iran.

Also in the book:

_He vents at the state of New York. On the March 1980 day that Kennedy won the New York Democratic primary, Carter fumed, "It's a unique state, with a habit of sucking at the federal budget" more than other states.

_He writes that he's sorry that he seems to have alienated the Jewish community, suggesting he deems such criticism to be unfair.

_He owns up to mistakes in dealing with Congress and not being concerned enough about how his proposals played with the voters most crucial to lawmakers.

And he says he's surprised at how many of the problems he faced back then are confronting Obama now.

Why does the writer of this article still refer to the crowd of hostage takers as "students who supported the revolution"? After all these years why don't we describe them for what they were. They may have been students in some respect, but the role they played at the US Embassy was either kidnappers or terrorists. It's not that difficult. Since I may have offended student-hostage-taking terrorists, the moderator will probably not print this anyway!

I have a dream....if Jimmy Carter had the courage to bomb Iran during the hostage crisis how many millions of lives would have been saved my that military regime? A million killed in the Iraq/Iran war - no loss there - but think of all of the others.

Still love President Carter. One of the few honest voices. He was done in by many forces - some who worked within the government. Had we followed President Carter's plan we would be an energy independent, greener country. There would also be Peace in the Middle East. President Reagan changed course - eve since we have seen a rise in poverty, the shrinking of the middle class and the consolidation of wealth to the top 2%.

"Strange series of mishaps". This is the so called October Surprise in which Bush Sr. met with Iranian representatives in Europe to facilitate an arms deal when Reagan got elected if the hostages could be kept in captivity until after the election. The helicopters were sabotaged and it's a tragedy that this was covered up. Air filters had been removed and the sand storm was predicted.

Nope, the storm was a fluke.  There was no sabotage.  But I'll tell you about something your handlers never told you.  There was an email that circulated around the spy agencies designed to tick off the Iranians enough to keep the hostages until Reagan took the oath.  They were going to let all of the people go but Reagan's boys sent this to them as a Christmas card.


"Einee Meenie, Minee Moe, the blacks were the spies and you let them go."

Go back and read up a little you will discover that as a sign of good faith the Iranian students, yes the students let all of the women and minorities go free very early on during the crises. The whole thjing could have ended earlier but the conservatives needed something big to boost Reagan's legacy.  It worked sort of. Carter knew about this and he has never forgot how low the right wing will stoop to trick the American people into thinking they serve our best interests.

Seems like you can make a comment derogatory of Carter, but if you make a comment that supports Carter and is derogatory of the actions of Ted Kennedy regrading his self admitted negative responses to Carter and Nixon before him, on national Health care, that comment is censored. Some names are beyond criticism, obviously.

One of the two helicopters had technical problems thanks to a rag left "accidentally" in the exhaust pipe of the engine. Statistically given the winds and the sandstorms of the Iranian plateau it could have been predicted that one helicopter would have broken down.

This country is made of fanatics and dreamers. When R3agan started to put the cost of government on the credit card tripling the deficit by reducing the taxes for the wealthiest it felt good for little while, but when the unsustainability of the model and the real impact to the society start to show up no one blame at the one that sold the dream. A second Cater presidency would have been a lot better for the country than the snake oil seller that was elected.

Carter is a pathetic bitter man. I guess 60 Minutes is going to show a segment where Carter has blamed Teddy Kennedy as the reason he didn't pass Healthcare Reform during his horrific presidency. Real honorable (LOL) to blame a guy AFTER he's dead.

Ted Kennedy admitted that he messed up an opportunity for National Health Care, when Nixon was President. The fact is that we made Ted Kennedy a living God based on his brorther assassinations, in spite of his behaviours. Th eone thing that Carter tells us that is untainted is og the destructive ego of Ted Kennedy's. Kennedy has been untouchable because we misplaced our affection forr JFK onto the rest of the clan who did not deserve it. He is someone who History will not lionize

Well I think Carter is right here. I think others were involved to cause this mission to fail for nothing more that political reasons. There was much at stake for Regan and the rest of the GOP, it isn't to hard to imagine that someone deliberately sabotaged the mission so Regan could use this failure in a campaign commercial.

The rescue mission would have worked if it was carried out by one service, such as the Marines, or the Army. Having all of the services involved in it made it impossible to coordinate.
It was not planned correctly.

Yep, it was too much for the U.S. military in 1979. 

2nd paragraph:  "The failure of the various services to work together with cohesion eventually forced the establishment of a new multi-service organization several years later. The United States Special Operations Command (USSOCOM) was established and became operational on April 16, 1987. Each service now has its own Special Operations Forces under the overall control of USSOCOM."

Was difficult task considering 20+% annual inflation, 20% mortgage rates, long lines waiting for gasoline at the huge price of 49 cents a gallon versus 25 cents beforehand, and finally the impotence of the mighty US against IRAN especially in light of Regan's backroom agreement with the Iranians not to let the hostages free until after the election .
TRUE--the Amercian public wanted Carter to succeed especially after the Nixon/Ford era but conditions at the time put a pin in the ballon of Carter's Presidency.

One thing that I have often wondered is that if Carter had been re-elected how different our energy reliance on the Mid East would be today. He was very aggressive about alternative energy solutions which Reagan short circuited afterwards.
