Peace Talks Stalled: Israeli Settlers Keep Building, So Palestinians Refuse Negotiations

RAMALLAH, West Bank — Dozens of senior Palestinians on Saturday backed President Mahmoud Abbas' refusal to negotiate with Israel as long as it builds in West Bank settlements, dealing a new setback to troubled U.S. efforts to salvage peace talks.

Israel refuses to extend a 10-month-old curb on settlement construction, while Abbas says there is no point in negotiating as long as settlements eat up more of the land the Palestinians want for a future state.

The Obama administration has said it will keep pushing to find a solution to the impasse, and U.S. envoy George Mitchell is now scrambling to enlist the help of Arab leaders to rescue the negotiations. The Palestinians' final decision on whether to quit the talks is expected at an Arab League summit next weekend.

However, Saturday's unanimous decision by dozens of senior members of the Palestine Liberation Organization and Abbas' Fatah movement makes compromise increasingly unlikely. "The Palestinian position is clear," senior Abbas aide Nabil Abu Rdeneh said after the three-hour meeting at Abbas' headquarters. "There will be no negotiations as long as settlement building continues."

Israeli Prime Minister Benjamin Netanyahu is equally adamant about not extending the curb on settlement construction, and reiterated as recently as Friday that he would not budge. On Saturday, he urged Abbas not to quit the talks.

The Palestinian stance appears puzzling at first glance.

President Barack Obama is seen by many here as more evenhanded in handling the Mideast conflict than his predecessors, and he has promised to push for a deal on Palestinian statehood within a year. Ostensibly, the Palestinians are risking the big prize – statehood – for the lesser goal of a settlement freeze during negotiations.

However, Palestinians deeply mistrust Netanyahu, a longtime hard-liner, and consider his refusal to halt settlements as proof of his true intentions. Veteran negotiators say they deeply regret not having insisted on a settlement freeze when talks first began 17 years ago; since then the number of Israelis moving to war-won lands claimed by the Palestinians has tripled, to half a million.

Palestinians also question how the U.S. expects to broker agreement on such charged issues as the partition of Jerusalem if it can't get Israel to comply with an internationally mandated settlement freeze.

"The Americans didn't exercise any kind of pressure on the Israelis," said Hanan Ashrawi, a senior PLO member who participated in Saturday's meeting. "The Israelis hijacked the process. He (Netanyahu) thumbed his nose at the Americans."

Officials in Netanyahu's office declined comment Saturday. However, the prime minister has said he is serious about reaching a deal within a year and has accused the Palestinians of wasting precious time over secondary issues.

Israel's main opposition party, Kadima, called on Netanyahu on Saturday to make decisions that will enable the talks to continue. "The breakup of the talks will have severe implications for Israel," Kadima said in a statement. "Netanyahu must choose the true long-term interests of Israel over any personal political interests."

Israeli Defense Minister Ehud Barak, a centrist, said he hoped a compromise could be found in the coming week.

Palestinian leaders will now begin to study alternatives, should talks collapse, and step up efforts to reconcile with the Islamic militant Hamas, said Mohammed Dahlan, a senior Fatah member. One frequently mentioned possibility is to ask the U.N. Security Council to unilaterally declare a Palestinian state in the West Bank, Gaza and east Jerusalem, captured by Israel in the 1967 Mideast War.

In Gaza, Hamas leader, Ayman Taha, said he was not surprised by the impasse. Hamas, which seized control of Gaza by force from Abbas in 2007, has repeatedly called on the Palestinian leader to quit the talks. "These are futile negotiations," said Taha.

In Tehran, visiting Syrian President Bashar Assad accused Obama of using the negotiations for domestic political gains.

"The talks are only aimed at supporting Obama's position inside the U.S," Assad said in his first public comments about the negotiations since they were launched in Washington a month ago. Assad and his host, Iranian President Mahmoud Ahmadinejad, pledged to support "resistance" in the region, an apparent reference to Palestinian militants and others opposing Israel. Iran and Syria are key sponsors of Hamas and the Shiite militant group Hezbollah in Lebanon.

Elsewhere in the region, White House envoy Mitchell met with Qatari leaders on Saturday, and then held talks in Cairo with senior Egyptian officials, including Intelligence Chief Omar Suleiman and Foreign Minister Ahmed Aboul Gheit.

Afterward, Egypt's Foreign Ministry spokesman Hossam Zaki said Suleiman and Aboul Gheit told Mitchell that Cairo supports the Palestinian position linking the negotiations with the Israeli halt to settlement activities.

Was it not clear to everyone that Netanyahu never intended to pursue peace negotiations in good faith? He knew he could make a public relations gesture of "coming to the table" enough to discuss how to discuss peace - a procedural dance. But he also knew that nothing could be achieved before the moratorium on settlement construction would expire AND that the Palestinians simply could not continue in the face of such a breach of good faith on the part of Israel. Spin it as you like, but the failure of this peace talk attempt lies squarely on the shoulders of Netanyahu.

How many Palestinians must continue to suffer and die while Israeli politicians like Netanyahu posture and postpone fulfillment of the Zionist Project. How many honest Israelis who really want peace will be denied because of the power games? How many Israelis must continue to fear desperate attacks by hopeless Palestinians because the Israeli politicians really do not want a peaceful solution. Despite their lip service, just look at actions. It is truly a tragedy.

TThe Solution here is a simple one and does not really require the actions of government. One American individual can possibly bring down the whole house of cards. The agreement signed between the U.S. and Israel allows the U.S. to provide military aid for defensive purposes.

An action taken in the U.S. Supreme court declaring that Jewish settlements in the West Bank are an act of aggression and a breach of international law, placing an injunction on the U.S. to halt all aid to Israel while the settlements remain., if accepted by the court will stop the aid. If not accepted by the court would at least give a huge opportunity for the Palestinians to peacefully put forward their side of the story.

Only Two solutions--One Democratic state for all the inhabitants of Palestine or An Apartheid State of Israel with Jews all rights and Palestinian's being treated as second or third class citizens. The time for a viable 2nd state for Palestinians has now passed because of facts on the ground created by Israel

U.S. President Barack Obama had warm words this month for an Israeli clean-tech company that is launching a project to build the largest solar power plant in the world.




The BrightSource plant, to be located in the Mojave Desert, is expected to provide approximately 1,000 jobs and will power up to 140,000 homes with solar energy. The solar array to be used is based on a full-scale model project built at the Rotem Industrial Park in the Negev Desert near the Dead Sea.
BrightSource has an engineering subsidiary in Jerusalem as well as its headquarters in Oakland, California.
“The largest such plant in the world is not in China, not in India, but in California,” commented Obama. “With projects like this one we are staking our claim to continued leadership in the new global economy… that will protect our planet for future generations.”
In March, the company received $1.37 billion in loan guarantees from the U.S. government’s Department of Energy Title XVII program, which supports commercially proven technologies, enabling it to move ahead. Two local utility companies – Pacific Gas and Electric (PG&E) and Southern California Edison – also agreed to purchase the 400 megawatts of power the plant is expected to produce by 2013.
The plant, which will come close to doubling the amount of solar thermal electricity currently produced in the United States, is the first new solar thermal plant to be built in the state of California in the past 20 years.

The land on the sunny Israeli side of the green line becomes more valuable as solar becomes cheaper.The settlers actions look more like blind aggression every day.I do not think the new immigrants have a choice as to where to live Thus their boss looks like the aggressor.Saderat has a higher % of immigrants.Thousands of rockets have fallen there with few casualties.

Wasn't really expecting anything decent form the Israeli gov. so my question on this issue is focused more on the Muslim states...such as Egypt, and KSA...all its takes is for these states to openly denounce these actions, and make the next move by halting oil production to Israel, and countries that support it... ex. America...

I mean only then will people actually run for solutions and come up with something concrete...yes only when it hurts their bank accounts...

These talks, at their core are about settling a land dispute. How can you negotiate with a side which is still taking the land while you negotiate over it?

The zionists wanted a state. they got one. By force. Now they want more, and more. And they take it. By force. And the irony is: the very geneva conventions that making taking land by force illegal and that are belittled by the Israelis were drawn up in part due to the terrible events of WW2 which sparked a desire for a Jewish state in the first place.

Secondy "liberate" is another way of saying conquer and "their homeland" is another world for "palestine", which millions of other people happen to consider their "homeland". What if I came over and "liberated" your house because god says Its my "home"?

Shlomo Sand is professor of history at Tel Aviv University and author of the controversial book The Invention of the Jewish People.

He suggests that decendants of the ancient hebrews were already living in Palestine. Sand's argument is that the people who were the original Jews living in Israel, contrary to what is official, accepted history, were not exiled following the Bar Kokhba revolt. He has suggested that much of the present day world Jewish population are individuals, and groups, who converted to Judaism at later periods. Additionally, he suggests that the story of the exile was a myth promoted by early Christians to recruit Jews to the new faith. Sand writes that "Christians wanted later generations of Jews to believe that their ancestors had been exiled as a punishment from God." Sand argues that most of the Jews were not exiled by the Romans, and were permitted to remain in the country. He puts the number of those exiled at tens of thousands at most. He further argues that many of the Jews converted to Islam following the Arab conquest, and were assimilated among the conquerors. He concludes that the progenitors of the Palestinian Arabs were Jews.

Genetic studies back up this theory indicated that Palestinian Arabs and Jews have common ancestors

The Likud was bound by agreements made by the Left at Oslo. I agree with the Likud that it is all Jewish land, but am prepared to accept ceding liberated Jewish territory for yet another Arab state, provided the Arab states accept Israel as the Jewish state. If they refuse to accept the Jewish identity of the State of Israel, then I refuse to accept any so-called "Palestinian" identity that has no historical or legal basis.

The following are excerpts from the Hamas Charter.

"Israel will exist and will continue to exist until Islam will obliterate it, just as it obliterated others before it." (The Martyr, Imam Hassan al-Banna, of blessed memory).

"The Islamic Resistance Movement believes that the land of Palestine is an Islamic Waqf consecrated for future Muslim generations until Judgement Day. It, or any part of it, should not be squandered: it, or any part of it, should not be given up. "

"There is no solution for the Palestinian question except through Jihad. Initiatives, proposals and international conferences are all a waste of time and vain endeavors."

These excerpts from the Charter are known to Israelis as are the Protocols of the Elders of Zion, which the Hamas Charter incorporates. I would worry if I was an Israeli surrounded by people who seek its destruction and are very clear about thier objectives. Without acknowledging that reality, progress is unlikely to occur.

Muslim Journalist: Jerusalem Arabs Prefer Israeli Sovereignty

Jerusalem’s Arab population prefers Israeli sovereignty to the prospect of living under Palestinian Authority rule, according to a column written by popular Arab writer Khaled Abu Toameh.
In a hard-hitting piece published last week in Hudson New York, he contends that any talk of dividing Jerusalem, a “very small city where Jews and Arabs live across the street from each other and on top of each other,” is “completely unrealistic.”

Abu Toameh, a Muslim Arab journalist for nearly three decades, says the PA’s insistence on taking half of Jerusalem for the capital of the new country it wants to create, would turn the city into “a nightmare” of traffic snarls surrounded by security barriers, checkpoints and border crossings.
And just as no one asked the PA Arabs in Judea, Samaria and Gaza for their opinion before the Oslo Accords were signed in 1993, it appears that once again, Arab residents’ feelings are being ignored.
But Abu Toameh contends it is only fair to ask the 200,000 Arab residents of Jerusalem whether they actually want to live in a divided city “under the rule of the Palestinian Authority or Hamas.” A majority would likely prefer the status quo to other options, he says, for a number of reasons.

Saladin was a Kurd. I doubt that any Kurds will go against Israel today as long as Kurdistan is occupied by Arabs, Turks, Syrians and Iranians. To believe that Kurds will fight for Palestinian independence is absurd as long as the Kurds don't have it for themselves.

Gen. David Petraeus made the linkage between Israel’s failure to make a peace deal and U.S. security interests in the region. This is a big no-no in AIPAC speak and they and the broader Israel Lobby did not take this drumming sitting down. AIPAC convinced more than two-thirds of the House of Representatives to sign a letter “reaffirming” the U.S.-Israel alliance and calling on the Obama administration to end the public denunciations of Israel’s recent behavior.

For its part, AIPAC’s opposition to official U.S. policy on settlements — not to mention international law — was starkly displayed when the group’s spokesman was forced to deny the authenticity of an AIPAC press release parroting Obama’s demand to end settlements months back.

But is seems Obama has learned his lesson and Dennis Ross continues to play a leading role.

Army General David Petraeus, the commander of Central Command, says comments attributed to him on the Foreign Policy blog on March 13th—that “Israeli intransigence…was jeopardizing U.S. standing in the region”—were simply inaccurate.
As for the accuracy of the statements attributed to Petraeus; They’re “flat wrong,” Petraeus says. Responding to a question from the American Spectator while speaking at St. Anselm College in New Hampshire, the General said there was never any “mention of [America] lives” in any of his statements. So what did he say? Petraeus explained that he had submitted a document in which he described the “various factors that influence the strategic context in which” American troops operate in CENTCOM.
And the Middle East peace process, he said, is one such factor that influences the environment—but is one of many, also including “a whole bunch of extremist organizations” as well as “a country that has a nuclear program”—meaning Iran. “We have all the factors in there,” he said, and the Middle East peace process “is just one.”

For the most part American policy concerning Israel has been hijacked beginning with Truman's recognition statement in 1948.
