RAMALLAH, West Bank — Israel's prime minister has been sounding out key Cabinet members on extending a freeze on new construction in West Bank settlements in hopes of keeping peace talks with the Palestinians alive, but he is encountering stiff resistance, Israeli officials said Wednesday.

In Ramallah, key members of the Palestinian leadership – in an increasingly tense waiting mode – expressed optimism that an extension nonetheless was imminent.

The future of President Barack Obama's ambitious Mideast peace effort remained uncertain Wednesday as the U.S. pressed ahead with efforts to broker a compromise over the settlement issue, which has threatened to derail negotiations just a month after they were launched at the White House.

Israel's normally talkative leadership has been almost completely silent in recent days as Prime Minister Benjamin Netanyahu wrestled with what appeared to be significant U.S. pressure to agree to some sort of extension of the construction slowdown – which was in effect 10 months and expired on Sept. 26, just weeks after the resumption of peace talks.

The Palestinians have threatened to walk out of the talks if Israel refuses to reinstate it – and another deadline of sorts has emerged with Friday's planned summit of the 22-nation Arab League, where the Palestinians expect support for whatever they decide.

Obama's Middle East envoy, George Mitchell, has been shuttling between the sides in an effort to find a magic formula – sparking a variety of contradictory media reports about sweeteners the United States is prepared to offer Netanyahu if he reverses his promises to hard-line backers that the slowdown would not be renewed.

"There are ongoing efforts to ensure the continuation of the direct peace talks," said an Israeli official.

Another Israeli official, also speaking on condition of anonymity because Netanyahu has ordered a media blackout, said the premier was sounding out colleagues on a proposal to extend the slowdown for two months. Four of the seven ministers were opposed, the official said. Netanyahu's own position was not clear.

The Israelis are seeking various "assurances" in return for the extension.

Officials said the Israeli wish list included additional American military support, U.S. guarantees to veto anti-Israeli resolutions at the United Nations and guarantees that Washington would not impose an accord on Israel or force a full withdrawal from the West Bank and east Jerusalem. The Palestinians seek both areas as part of a future state.

Israeli officials also said Netanyahu has sent indirect messages to the Arab League asking for a postponement of its vote this weekend to give him more time to work out a deal.

U.N. Secretary-General Ban Ki-moon told reporters in New York that in recent days he had spoken to Netanyahu, Mitchell and Palestinian President Mahmoud Abbas.

"All told me that they were committed to finding solutions to the problems immediately before us," Ban said. "All want to keep the peace process going."

The U.N. chief, who met Wednesday with Israeli opposition leader Tzipi Livni, urged Israel "to restore settlement restraint" and urged Arab leaders meeting in Sirte, Libya, this week "to keep doors open and support president Abbas."

In Ramallah, several senior Palestinian officials, all also speaking privately for fear of harming the diplomatic efforts, said they expected a resolution before Friday's Arab League meeting.

The Palestinian officials said if the settlement slowdown is extended for two months and talks resume, the period would be used to try to hammer out an agreement on a border between Israel and a future Palestinian state.

About 300,000 Israelis live in the roughly 100 West Bank settlements, interspersed among 2.5 million Palestinians. An additional 180,000 Israelis live in Jewish neighborhoods Israel has built in east Jerusalem.

Middle East specialist Aaron David Miller, a former official at the U.S. State Department, said guarantees offered by Obama included vast military hardware, support at the U.N., an extended Israeli presence in the Jordan Valley and regionwide security assurances from Arab states.

However, several of the Palestinian officials said they had been told by the Americans that the Jordan Valley pledge was not included in the package.

Miller said U.S. officials expected a deal with Netanyahu shortly and hope to use the 60-day window to work out the borders between Israel and a future Palestine. Miller refused to say where he got his information, though he remains in contact with key policymakers.

U.S. Secretary of State Hillary Rodham Clinton has pointed out several times that once a border is drawn, the settlement issue becomes irrelevant, because it would be clear to both sides that there would be no Israeli settlements in a Palestinian state.

One Palestinian official familiar with the talks said the United States was agreeing to block any anti-Israel resolutions at the U.N. Security Council – something Washington has frequently done in the past.

American diplomats say only that ideas have been floated in talks, but no formal proposals have been made.

"This is a difficult moment. It's one that we anticipated," said State Department spokesman P.J. Crowley Wednesday. "If we can successfully work through this, then the negotiations will continue."

Last month Obama presided over the renewal of negotiations after nearly two years with no direct peace talks.

But the Palestinians said all along they would not keep talking if Israel did not renew its 10-month settlement construction slowdown, which expired Sept. 26.

The measure banned most housing starts but allowed completion of apartments already under construction, as well as public buildings and roads. Also, it did not apply to Jewish neighborhoods in east Jerusalem, claimed by the Palestinians as the capital of their future state, though Israel imposed a similar, albeit undeclared, slowdown in east Jerusalem as well.

Israel refused to extend the slowdown, saying it was a one-time gesture, but the U.S. has been pressing publicly and privately for its reinstatement to ensure continuation of the talks. Obama has set a goal of an agreement within a year.

Netanyahu needs to fire Lieberman. Lieberman is embarrassing Israel. He is the worst foreign minister in Israel's history. If Netanyahu loses the coalition because of that, it's ok. Kadima said they would do anything to keep the peace process going, which probably means they will join Netanyahu's coalition in order to stop the settlements and keep the peace process going.

Yeah, but he won't. He can use Lieberman to make himself look moderate. Netanyahu is as cynical as they come. Netanyahu doesn't care about the peace process or the Palestinians. His metric for progress is no attacks on Israel. Walling off the Palestinians and displacing them is a strategy that he thinks is more productive to reach this aim.

Sure, U.S. negotiators are prodding Israel to concede stopping settlement-construction to advance this nebulous "peace process".

OTOH, my own two questions are quite simply the following, and no, I'm not kidding:

What exactly are THE PALESTINIANS THEMSELVES conceding???!!!

If either Israel refuses to budge on curtailing settlement-construction -- and the current Palestinian negotiators subsequently walk out as they plan to do -- OR ELSE the Palestinian negotiators continue refusing to budge on conceding ANYTHING, then what exactly does Israel have to substantially gain from the Palestinians by REMAINING with the current round of U.S.-brokered negotiations???

What ever Israel has gained trough wars, is limited to 1967 borders.

According to international law and UN Israel should just collect what it has gained until 1967 and give the rest back to its rightful owners.

What you are saying is, that it doesn't matter how many times Israel is attacked, the Arabs cannot lose any land. There is absolutely no physical punishment for aggression. When the Arabs violated the UN Charter in 1948 and attacked the newborn Jewish state, the Arabs lost but the UN did nothing to either confront or condemn the aggression. But as result, Israel did expand some 30% beyond the UN partition plan lines. And with the 1949 ceasefire lines Israel remained. Until the Arabs tried another round in 1967. Now you are saying that Israel must concede every single inch, and then wait for yet another Arab or Iranian attack? I don't think so.

Israel has always been good at treatening it's neighbours and lives in perpetual paranoia, very similar to the U.S. It is a means to keep their population in line, pumped full of propaganda and hate. Both states rely on perpetual warfare with the demonized other, which of course needs to change repeatedly as the world moves on.

Israel's central bank governor Fischer has been named the world's best central banker this year. The gas fields are spread out on both Israeli and Palestinian waters. But, as usual, Israel-deniers are not known for knowing their facts.

For our sake, for Israel's sake, for the sake of the Palestinians, and for the rest of the world, we SHOULD force Israel out of the West Bank and East Jerusalem by any means available to us.

The settlers there are the enemies of peace, and in fact hurt everyone, including themselves ultimately, by their internationally condemned and illegal actions.

There will never be a sustainable peace until the settlers are finally treated as the criminals that they are.

Israelis in Canada are Israeli citizens as well. They enjoy the protections of their government. But the Canadian government can deport them at will if they violate their laws.

The settlers are about to get Deported from the West Bank and East Jerusalem.

It can be accomplished through suspending monetary and military aid, suspending Diplomatic cover at the UN, though sanctions and even embargoes.

When the Average Israeli has to choose between the settlements and Universal Health care, I think the settlers are done. They are done any ways, this will just expedite the process.

Settlers. What a bizarre concept in this day and age, uh?

Dennis Ross, a longtime Middle East expert, has emerged as a crucial, behind-the-scenes conduit between the White House and the Israeli government, working closely with Prime Minister Binyamin Netanyahu's private attorney - and also Defense Minister Ehud Barak - to discreetly smooth out differences and disputes between the two governments.

What's missing from this piece is the context: Dennis Ross is the former chairman of the Jewish People Policy Planning Institute of Israel, which opposes assimilation and intermarriage; he is a former leader of the Israel lobby who has argued that it does not exist, and he is now installed in the Obama administration in a crucial role, and why? Because he has great authority in the Jewish community, that's why. Because his presence says to the conservative and wealthy Jewish community, Obama won't sell us out. No wonder this guy has survived from Republican to Democratic administrations, his constituency transcends party. No wonder that MJ Rosenberg has written that Netanyahu is more powerful than Obama.

Borders between states are the result of peace treaties. The one between the US and Canada was drawn after conflicts with the British. The one with Mexico was drawn as a result  of " Treaty of Guadalupe Hidalgo (Tratado de Guadalupe Hidalgo in Spanish) is the peace treaty, largely dictated by the United States (U.S.)" -wikipedia

The border between Egypt and Israel came out of the peace treaty signed in 1979. The border between Israel and Jordan was fixed by the peace treaty between Israel and Jordan. Lebanon and Syria have chosen not yet to make peace with ISrael. The Arabs living in Judah, Samaria and Gaza say they want a a "Palestinian state" but have refused to recognize the JEwish state. Borders exist only between actual countries that have peace treaties between them.

So where is this "Jewish state"? Where does it begin and end? How exactly are the Palestinians supposed to negotiate a peace treaty when the other side refuses to tell them what parts of the land belongs to them, and which part belongs to the other party?

it is hard to comprehend the term "disputed". israel declared itself a nation in 1947. when a nation is declared one expects borders to come with such declaration. why no borders?

Any “ally” with whom we “share the same values”, “have unbreakable bonds”, etc, etc, and give close to $10 billion annually, should do as we ask, not stick a stick in our eye, figuratively spit on us and demand more! A strong leader would not kowtow to Israeli blackmail, but would tell them what we expect, & if not immediately forthcoming, all our aid & co-operation ends tomorrow. The Israelis are playing Obama to get more, and more as they usually do; all the concessions for our “good friend” to extend “negotiations” for only 2 months! In dealing with Israel and its leaders one always must read the fine print and what’s between the lines – its always there! Has Obama always been such an Israeli dupe and sycophant, or only since being elected? This is total lap-dog subservience to Netanyahu and his extremist Likud government and a stain on US honor.

this is true. it is quite hard to accept a nation which feeds off of the US and which is never made a nation without the US. a nation which would face the wrath of the rest of the world without US political support. and such a nation manages to dictate terms and conditions to the US. it is a real hard concept.

The settlement population grows at exponential rates. We shouldn't forget that the settlements were the invention of serial mass murderer, Ariel Sharon, who believed that "facts on the ground" were the key to stealing the land permanently.

Now, if the Palestinians are to make demands of the same scale, some would accuse them of either being greedy, or otherwise just stalling by imposing unreasonable demands.

The "non-state" also has permanent representation in the UN, so the answer is "yes".

But that's obfuscating the point: I find it extremely disappointing that Israel keeps putting all these requirements before making a concession, while at the same time demanding that the Palestinians arrive at the bargaining table without any pre-conditions.

The Geneva Accord will ultimately be the model pf the peace treaty. It's really the same model as the Barak peace offer, with some refinements and modifications. When it was issued, the palestinians rejected it and the israelis ignored it. Stupid met stupid.

There will be no peace. nor peace treatries and certainly NO "Palestinian" state until the JEWISH STATE is fully recognized by the Arab and Muslim states as the state and homeland of the Jewish people. PERIOD!
