.Ly Domains At Risk As Libyan Government Shuts Down Site Without Warning

Ow.ly, Bit.ly, Cl.ly, Bk.ly, Fun.ly, and Dai.ly beware: your shortened URLs may be clever, but they could be seized without warning if the Libyan government takes issue with your site's content.

The domain Vb.ly was revoked and the site taken offline by NIC.ly, the "domain registry and controlling body for the Libyan domain space '.ly'", writes Vb.ly co-founder Ben Metcalfe on his blog, explaining that his site was found to fall "outside of Libyan Islamic/Sharia Law."

Metcalfe's co-founder Violet Blue explained in a separate post,

Despite the fact that vb.ly was a one-page link-shortening service, Nic.ly (the registry for .ly domain reseller registrar Libyan Spider) informed us that the content of our website was offensive, obscene and illegal according to Libyan Islamic Sharia Law. Not the domain, but the content of the website - no matter where the domain was hosted.


The photograph of me [see below] with my bare arms, holding a bottle, and the words "sex-positive" were cited as obscene, offensive and illegal. We were also told that we were "promoting an illegal activity" with our link shortener.

Metcalfe explains what he's found out about the status of ".ly" domains:

.ly domains deemed to be in violation of NIC.ly regulation are being deregistered and removed without warning - causing significant inconvenience and damage.

.ly domains are being deregistered and removed due to reasons that do not correspond to the regulations defined in the official NIC.ly Regulations.

NIC.ly seems to want to extend their reach beyond the domain itself and regulate the content of websites that use a .ly domain. The concept amounts to censorship and makes .ly domains untenable to be used for user-generated content or url shorteners.

Libyan Islamic/Sharia Law is being used to consider the validity of domains, which is unclear and obscure in terms of being able to know what is allowed and what isn't.

NIC.ly have suddenly decided that <4 letter .ly domains should only be available to local Libyans and this appears to create motivation to recover what premium domains they can to go back into this new local-only pot of domains.

The Huffington Post's Ben Regenspan has also had his ".ly" domain revoked: he registered the domain Gaddaf.ly, which was up and running for around two weeks before it was suspended without notice or explanation. Interestingly, as Regenspan notes, Fuk.ly hasn't been shut down, while the inoffensive-sounding link shortener Vb.ly and the politically provocative, but less obscene, Gaddaf.ly have been.

Libyan Spider, the registrar authorized by NIC.ly to sell Libyan domains outside of Libya, offers these guidelines on which ".ly" domains cannot be acquired:

Any .LY domain names may be registered, except domains containing obscene and indecent names/phrases, including words of a sexual nature; furthermore domain names may not contain words/phrases or abbreviations insulting religion or politics, or be related to gambling and lottery industry or be contrary to Libyan law or Islamic morality.

In principle, you are free to choose the domain name. However, you cannot choose names that are in use by other organizations, or names that for various reasons are prohibited or reserved for technical, ethical or national considerations.

On 2nd Sep. I emailed the client on the email address that we have on record (m***@**.ly) and also (m*******@**ail.com) as it was the registrant’s email address on the whois, and asked them to remove the text and image as requested by LTT
On 5th Sep. LTT emailed us asking for an update.
On 6th Sep. I emailed LTT asking them to give the client another chance until 7th Sep. as they have not responded yet.
On 6th Sep. I emailed the client again.
On 6th Sep. I received a “Mail Delivery Failure” message, due to a problem with the client’s email (m***@**.ly), the other email was fine, as I only received 1 delivery error message.
On 6th Sep. I called the client on the phone number we have on record (0014xxxxxxxx2) and an answer machine picked up, so I left them a message explaining the situation and asking their urgent action. (I have skype history to confirm this!)
On 20th Sep. LTT contacted us asking for an update.

Industry experts agree that vb.ly failed to comply with T&C. They also acknowldged it, as well as the change of contact details.

When are people going to start realizing that encrouching others' rights and privacy means different hings in different countries? Libya is not at the top of the tolerant and fun list. Does this really surprise anyone? It reminds me of when Google China was filtering, deleting, and blocking so much information that Google left China.

I don't understand why this is so surprising to so many. The top-level domain is for the country of Libya, a strict Islamic nation. The domain is administered by the Libyan government. What are you going to do, sue them based on your First Amendment rights? hahahahaa

Besides, the registry confirmed, bit.ly is not endangered as are not the other .ly sites that do comply with the rules.

We've been following this closely, and from what we've gathered the issue was because vb.ly was an adult-oriented website. Fun.ly (http://fun.ly) has always been and always will be promoted as a family-friendly service. Please take a look at http://dot-ly.of-cour.se/the-case-of-vb-ly/ for an official response by the Libyan authorities. Oh- and we're flattered by the mention, thanks Huffpost!
