Ending Spending Fund, Shadowy Super PAC Based In Florida, Drops $600K In Nevada Senate Race Against Harry Reid

In the latest example of outside spending playing an outsized role in races this election season, a shadowy Florida-based group has just invested $594,438 in the Nevada Senate race against Democrat Harry Reid.

The money for the ad buy is going to the Herald Group, Washington, D.C. public affairs firm. Almost nothing is known about the Ending Spending Fund, one of a growing number of new "super PACs" that are allowed to raise and spend unlimited amounts of money outside the public eye. Often, as The Huffington Post has reported, they are funded by one or two wealthy donors and their headquarters is little more than a mailbox.

The Ending Spending Fund, founded just this month, lists its treasurer as Nancy H. Watkins, who works with her husband Robert -- named as the assistant treasurer -- as an accountant at 610 S. Boulevard in Tampa, Fla., which is also listed as the mailing address for the Ending Spending Fund. The Huffington Post called the Watkins' business and left a message, which was not returned.

Watkins, interestingly, is listed as the treasurer for at least four independent expenditure groups, according to Bloomberg News's Greg Giroux. But her involvement in the Republican Party and conservative movement is likely much deeper. According to a September 2009 article in Florida Trend, Watkins is the
"GOP's go-to accountant"
. At the time, she served as the treasurer "on dozens of state and federal candidates' campaigns, political action committees, leadership PACs and various 527 groups. In any given election cycle, Robert Watkins & Co. will handle the finances of more than 100 political entities."

Watkins also told the publication that she has been able to expand her business with groups outside of Florida, including a growing number of independent expenditures.

In 2009, Watkins and Martinez for Senate, for which she was treasurer, was fined $99,000 by the FEC for accepting contributions exceeding legal limits, failing to file required notices of the donations, and failing to "disclose joint fundraising proceeds."

Both Nancy and Robert Watkins have made many political donations to Republicans over the years, according to FEC reports, although only Robert has donated this election cycle.

Ultimately though, all this information tells the public virtually nothing about the Ending Spending Fund. Why is this group investing in Nevada? Who is funding it? Who founded it? Will it be investing in any other races? Does it have any staff besides Nancy and Robert Watkins?

UPDATE, 10/21/10: The president of the Ending Spending Fund, Brian Baker, contacted The Huffington Post after this story went up and gave more information about the group:

Taxpayers Against Earmarks and the Ending Spending Fund are new nonpartisan groups formed to advocate for the elimination of earmarks and dedicated to finding solutions to the broken Congressional budget and appropriations process. The Ending Spending Fund is a "superpac" conducting independent expenditures in key Congressional races around the country to highlight earmarks and how Congress is broken. The Ending Spending Fund is registered with the Federal Election Commission and reports all donors and expenditures.


Taxpayers Against Earmarks is an ongoing advocacy entity dedicated to changing business as usual in Washington. Every member of Congress is classified as either a "hero" or a "hooligan," and they are listed on the website at www.endingspending.com, along with an interactive map showing all the earmarks across the country.

Joe Ricketts is the founder and chairman of both Taxpayers Against Earmarks and the Ending Spending Fund, and to date is the sole donor to both entities.

If I have the correct Nancy H and Robert I Watkins, according to the local property appraisers office, in 2009 they purchased a $1.6 million home on the very exclusive Bay Shore Blvd. on the water in Tampa. This is in addition to the home they already own on Davis Island, three vacant parcels of land in Odessa Florida, the office building they work in and the parking lot next door.

The state lists two active businesses for them in addition to their CPA firm. "American Issues Project" and "527 Services Corporation". There is also an inactive firm called "Floridians for Responsible Spending." No sign of a group called "Ending Spending Fund" which could be a legal issue for them if they are running the business in Florida.

I guess "responsible spending" and "ending spending" doesn't include themselves.

But when will they actually take time to study policies and pick candidates based on who they think will push for the policies they want. When Americans do that, all the money in the world won't matter any more. Money works because people shirk their basic duty to society to make an informed and educated vote.

I am still fired up about Sharron Angle and the SMACKDOWN she gave Reid last week. There is not doubt that Angle is the right Angle for Nevada and the right Angle for the USA.

As dirty as the money is, what's weird is that the ad's serves as a source of information and a substitute for fact. Where is the intelligence of the voter?

Also, it seems pretty low, for HP, or whomever, to put the address and map of the offender on the internet!

Sure the whackos give information to say why to hate someone, where they live, and when to show up. Or, in one Palin case, pull over anyone with a certain bumper sticker and confront them.

Problem is, it gives a path for other whackos to comply.

Frankly, I don't even like that someone can put my name in the computer and get directions straight to my house and even see my house, find out how much I paid, how many rooms I have, and for a little extra, get a background check. I'd sure hate though to have it broadcast to millions by someone who was mad at me!

I have not done much to make the lives of Republican easy so this piece is an exception. You guys are going to need all the help you can get the morning after your debilitating loss. Since you have never supported anything having to do with the "morning after," you really need my help.

You are going to lose for two reasons:

1. You have always been successful in creating your own reality and living there and unfortunately you have had the benefit of a very lazy press who buys into whatever narrative you feeds them. That contrived reality failed you in 2008 and will fail you again because the rest of us live in the real world.

2. Out here in the real world where we are hurting and we are wondering why corporations and individuals who are wealthy are spending untold sums of money on your election while crying that the economy is doing so badly that everybody is going broke.

So carry on with your unlimited spending; cry broke as loud as you want to; tell us how socialism and communism is taking over; while you are living in this amazing capitalist spend as much as you want paradise; without explaining to us what plans you have to rescue the rest of us.

I live in northern Nevada...so just know there are plenty of Democrats in our state. I talk to them everyday. In 2008...Nevada went to Obama. So lets not forget...that this could turn around for Harry Reid.

I recently had a woman from Nevada tell me that she would crawl through broken glass to cast a vote AGAINST Angle. I think this is the sentiment of a majority of Nevada voters, the silent majority who will turn out to vote on November 2.

Big difference. SEIU has made it clear their 'books' are totally open. Anyone can see exactly WHO contributed to them. Not so much with these other groups. And now after Citizen's United, it's only going to get more corrupt.
