Cathie Black Replaces Joel Klein As Schools Chancellor

NEW YORK — Mayor Michael Bloomberg named a top publishing executive with no background in education to head the nation's largest school system after announcing Tuesday that New York City's longtime chancellor was stepping down.

Hearst Magazines chairwoman Cathie Black will become the first female chancellor of the city's 1.1 million-student school system, replacing Joel I. Klein, who has served as chancellor since 2002. Klein is leaving to become an executive vice president at News Corp.

Bloomberg praised Black, a Chicago native who spent eight years at USA Today as president, publisher, board member and Gannett Co. executive vice president, as a "world-class manager." The billionaire mayor, who often eschews traditional resumes for government posts, said Black's business skills make her an ideal leader of educators and students.

"She understands that we have to make sure that our kids have the skill sets to partake in the great American dream," Bloomberg said. "In the end, I picked somebody who I have confidence is the right person for this job at this time."

The appointment will require a waiver from the state Department of Education because Black is not a certified teacher. The mayor said Klein will stay on until the end of the year.

Black attended parochial schools in Chicago and sent her own children to private boarding schools in Connecticut.

She has been on Fortune magazine's "50 Most Powerful Women in Business" list and is the author of a book called "Basic Black: The Essential Guide for Getting Ahead at Work (and in Life)." She will be the first woman to lead the New York City school system.

At Hearst, she oversees titles including Esquire; Good Housekeeping; O, the Oprah magazine and Popular Mechanics.

Black's appointment reflects Bloomberg's view that success in business translates to similar achievements in public service.

"There is no one who knows more about the skills our children will need to succeed in the 21st century economy," Bloomberg said at a City Hall news conference with Klein and Black.

Before Klein joined the Bloomberg administration, he was with media conglomerate Bertelsmann AG. Previously, he was an assistant attorney general in the Clinton administration. He headed the U.S. Justice Department's antitrust division for nearly four years, where his work included launching the case to break up Microsoft Corp.

Unlike Black, Klein grew up in New York City and attended public schools.

As chancellor, he often clashed with unions and with parent groups that complained of being denied a role in running the schools.

"Many parents will be glad to see Joel Klein leave as chancellor, who had no respect for their views or priorities," said Leonie Haimson, who leads a parent advocacy group called Class Size Matters.

Ernest Logan, the president of the union that represents New York City principals, said Klein "had a rocky road" as chancellor but learned on the job.

Logan said he knows little about Black. "I'm now going to read her book," he said.

Teachers union head Michael Mulgrew said: "I look forward to working with Ms. Black. As a teacher, I will help in any way I can to improve the education for the children of New York."

Black told reporters she has had "limited exposure to unions" in her previous jobs.

Klein was appointed chancellor after Bloomberg won control of the school system and disbanded the Board of Education. Bloomberg and Klein have touted the progress that students have made under their watch, but the state Education Department said last summer that rising scores on standardized tests had been overstated because the tests had become too easy.

Black will likely serve no longer than the three years remaining in Bloomberg's term.

"She's had a career, so maybe she can have the ability to devote the next three years to public service," Bloomberg said.

we are an interesting nation.

she will screw things up with her pay for performance merit increases based on test results.

the teachers will become pros at teaching to a test. any system can be beat.

new york teachers hang on to your hats this lady is after your jobs.

first thing she will do is try to make schools profit centers.

then find out what teachers she can fire. then look for hero teachers to show what a great job she is doing with her new pay for performance agenda. cherry pick time in NY schools.

then have a down size of 10% of the teachers. the more with less agenda.

next she will give herself a bonus for a job well done.

and of course make all the kids read her former news paper.$$$$$$ for her.

Korporate Amerika is the best place to find public school supes? Great model, this teaching to test/NCLB baloney. Combine it with printing names of teachers and their evaluations and you have the perfect putdown of the teaching profession. From Arne Duncan on down, they're out to devalue teaching, bust unions and push charter schools. Next, they'll start hiring retired generals to head universities. Oh, wait: they already have.

Really outrageous that she has never attended public schools or been a public school parent. As someone who attended private and am now a public school parent, my opinion on education reform issues has dramatically changed. You have no idea how these ideas play out on the ground unless you have some experience in an actual school. Reform ideas that sound great end up being a disaster in practice and truly degrading the education of kids - especially middle class kids who don't need the constant drilling for basic skills. There is no way Cathie can know this from her background and as a result she will put into practice ideas that sound great and inspiring but in fact will only create further discrepancies between a great private school or small school district education and the education offered by NYC public schools.

For the life of me I do not understand why they keep appointing people with absolutely no background in education to such important positions. I mean I know teachers with Masters and years of experience that are better qualified. They make it look like all that is required to be a teacher is to buy a package of cracker jacks and open up the prize and PRESTO, you have a degree with that is not the truth. Big business is destroying the world as we know it.

I have met Cathie Black and respect her business/media/marketing expertise, however, her appointment is one of the oddest I've ever seen in my life. I can't understand what in her background would make her the least bit qualified - or more importantly interested in having - that position. It won't have much excitement or glamour. Good luck!!!

Ms Black will fit right in with "the Billionaire Boys Club." as Diane Ravitch calls them. Speaking of Ms Ravitch read her latest in the NY Review of Books attacking the documentary "Waiting for Superman", a film that extols the virtues of Charter Schools. I believe she was once a proponent of Charter schools and No Child left behind. These days to her credit she's done a 180.

I don't know how Ms. Black will do in this position, but I do know that many of those commenting here have short memories.
As an ex-teacher, I know that before Bloomberg, the NYC Public School System was a total mess, run by an entrenched, corrupt Board of Education that could care less about children's education.
The system was an absolute mess. Klein broke up that cabal, and althought not perfect, always seemed to put the interests of the children first, over those of any institution (yes, including the teacher's union, which protected unfit teachers for decades).

Those who laugh at the short memories of those who think George W. Bush wasn't so bad should ask those who were around about the old NYC Board of Ed. No matter what Black does, it can never be more inept or uncaring than that cynical, corrupt group.

As Governor Cuomo goes after hard working teacher's salary and benefits. How does he see the lifetime pension Klein will earn from being a unqualified chancellor of education. That will also be added to his federal pension.

There is "NO ONE" who knows more about the skills children will need? No One? Really, not in the whole state of New York? Not in the whole country?

She has no background what so ever in education but will some how be able to manage an education system to accomplish the task? Probably not.

What she probably will be good at is attacking the unions and denigrating teachers.

This kind of appointment shows that politicians have no clue as to what is needed in education and are only messing with it to cynically exploit it for political gain.

Give the woman chance. Give Bloomberg a chance! We need a new model in education. I'm sick of the charter schools are bad mantra. We need innovation. The European model might work here. Horace Mann did not have a background in education. He was a grocer.

What European model is that? Public schools are very good in Europe. They're also unionized and are not controlled by people with a private $$$ agenda. They do not have "Charter Schools" there. It is an American invention to hire mercenary teachers who will work 20 hours a day and burn out long before they can collect a pension they don't have because they are working for a private company. That would never fly in Europe.

Indeed I agree. In Finland all the teachers are unionized and there is a very low poverty rate besides. Finland is used as a model of good schooling in the propagandist "Waiting for Superman" film documentary being extolled by everyone especially the Obama Administration. Finland spends money to professionalize it's teaching staff and seldom tests students. It also has a full curriculum not just basics. The film doesn't tell you that.

Klein joins NEWSCORP.

Get ready for the total privatization of the public school system folks.
It's going to be just like college.
Parents will be paying tuition for grades K-12 soon.
The Charter Schools controversy has proved this.
This is Mayor Bloomberg's plan.

And don't think for a second that Klein's upcoming position at NEWSCORP isn't helping to continue the groundwork for education privatization.

The fact that Klein left for a job at Rupert Murdoch's corporation and that if you want a job in education policy, you need a degree in business or marketing, should be HUGE red flags that this "reform" is nothing more than the corporate takeover of our public schools.
