Obama Clarifies Tax Cut Position As Hill Dems Look For Deal

WASHINGTON -- Speaking to reporters in Seoul, South Korea, President Barack Obama sought to clarify his position on the expiring Bush tax cuts. In doing so, he hinted once more that a deal with Republicans is in the offing.

"Here's the right interpretation," Obama told a gathering of reporters on Friday. "I want to make sure that taxes don't go up for middle-class families starting on January 1st. That is my number-one priority for those families and for our economy... I also believe that it would be fiscally irresponsible for us to permanently extend the high-income tax cuts."

The president's comments were more guarded than those offered by White House Senior Adviser David Axelrod who, a day earlier, acknowledged that political realities were compelling the administration to cut a deal on high-end tax rates.

"We have to deal with the world as we find it," Axelrod told the Huffington Post. "The world of what it takes to get this done."

The two of them, however, were operating off the same assumption -- that the possibility of rates rising for the middle class after December 31 was too risky for the White House to make a grand stand by allowing cuts to expire for those families who earn $250,000 or more. High-income tax rates, in short, will be extended for some period of time short of permanent. Just how long and in what form is the major question.

Shortly after Axelrod made his remarks, Senate Minority Leader Mitch McConnell (R-Ky.) said he would be open to the idea of a temporary extension of the tax cuts, which are set to expire on December 31. GOP aides, in turn, clarified to CNN that they would push for a temporary extension of all tax cuts, middle- and upper-end alike. Presumptive House Speaker John Boehner (R-Ohio) struck a more defiant tone when he called for a permanent extension of the current tax rates in total. Summing up the Democratic response, Rep. Stephen Lynch (D-Mass.) complained that he was "getting mixed signals" from the administration.

There are, of course, nuances to the debate that have not been discussed much. While top Democratic aides on Capitol Hill confirmed what Axelrod suggested - mainly, that the party was likely to cut a deal on high-end tax rates -- they argued, persuasively, that major battles remain over the fine print.

In recent weeks, for instance, several senators have pushed for the party to adopt a legislative strategy that would "de-couple" the middle-class tax cuts and those for the wealthy. Under the plan, Democrats would pass a temporary extension of all tax relief (middle-class and high-end) to pacify Republicans. Immediately afterward, however, they would re-introduce a bill to make the middle-class relief permanent.

This would, as one Democratic operative notes: "force Republicans to vote against tax relief without the fallback that Democrats are raising taxes on anyone during a recession."

-- The Republicans passed a tax law with cuts for everyone and a date certain that taxes would increase. Let’s make sure that everyone understands that the Republicans put into place a tax increase when they passed a tax cut some 10 years ago. The tax increase is their doing.

-- I am for all the taxes to increase as a result of Republican lawmaking and for making sure the nation knows it is their doing.

--The lower end of the economy is not going to see that much of an increase in their taxes, but top sure will. Let it run and see who starts looking for a compromise: I await to hear the minority in the house answer that phone call. The Repubs might even say “please

The assertion that this is the only way to get an extension of tax cuts for the middle and working classes is nonsense. The cuts are set to expire automatically, so it's a game of chicken. The Dems COULD force the GOP to either vote for cuts for 98% of the people, or vote for NO cuts. If the GOP is pigheaded enough to reject ALL cuts in their fight for their rich benefactors, let them. And let them answer for it.
But that won't happen. The Dems quit before the game of chicken even commences.

Dems should just pass the tax cuts for the Middle Class via reconciliation. This is how Bush got these tax cuts thru in the first place. If the Dems cannot get 51 votes to do this, then they should all lose in 2012 because they are completely worthless.

Yep. the GOP used reconciliation TWICE to get tax cuts for the rich, in 2001 and 2003. This is the same method that the GOP screamed was a sneaky, underhanded means of circumventing the democratic process when Democrats suggested using it to pass the health care bill.
But the Dems won't use it. They don't have the required backbone.

The notion that the Dems don't have a backbone is a popular myth. What they don't have is the WILL or INTENT. They are dependent upon the very same donors the Republicans depend upon. THe two parties work hand and hand in action even though they put on a good show "fight" against the other party in words.

Mr. President, let the tax cuts for the rich expire. You need to start listening to the american people. I'm sure you have tools you can use to fight the rethugs, and it's about time you use them. Let them whine and filabuster, who cares? Let them show their true colors to the american people. Don't be fearful of the rethugs. They are just a bunch of bullies that are still trying you on for size.

Except of course when every President over the last few years has spoken of increasing the size of the middle class (most prominently Clinton and Obama). You can't gain more revenue by raising taxes in a contracting economy. The math simply doesn't work. You cut off your nose to spite your face. Obama wants to create permanent tax cuts for the middle class and temporary tax freezes for those are wealthy. This does not describe a change in priorities, at all.

Only our foolish nation has fought two wars and a depresion without raising taxes on all Americans on a graduated scale.  The top wage earners and corporations beyond a couple millions per year should be paying ths same as in WWII.  Our national security is more endangered now because of our own negligence and selfishness.  We must see sacrifice as a requirement for our survival as a democracy.  And our primary priority must be full employment and undoing those laws and rules preventing jobs and opportunity for the generality of our citizentry.

I'll gladly pay my $387 tax increase via the expiration on the bush tax cuts in order to make sure that one gluttoness aristocrat will have to pay billions via the same expiring tax cuts! It's fiscally responsible and it should be the new definition for Patriotism.

If it were only about you! --- I am concerned with the millions of people who are not currently working. If everyone keeps a little bit more (especially the middle class who is most likely to spend it), it will put people to work who would not be otherwise. If the unemployment rate does not go down the tax revenue stays down. The $387 that you supposedly are saving will not in fact be paid in to the treasury instead. Your income will simply be less than it is now.

But it is about US, the taxpayers and voters. We simply cannot afford the tax cut on the upper 2% any more than we can really afford another middle class tax cuts. Tax cuts no longer stimulate the economy and never created jobs. So do away with the Bush cuts and let them expire. What long term good did Bush ever do anyway? Why should this be good all of a sudden.

If the republicans really want that tax cut for the wealthiest 2%, let them propose a new bill in Congress in January and show the country right our of the batter's box just what they stand for--and it won't be for lowering the deficit or improving the lives of the rest of us.
