WASHINGTON — Seven weeks ahead of the GOP House takeover, hobbled Democrats and invigorated Republicans return Monday to a testy tax dispute and a lengthy to-do list for a postelection session of Congress unlikely to achieve any landmark legislation.

With change clearly in the air, more than 100 mainly Republican freshmen arrive on Capitol Hill to be schooled on the jobs they'll assume when the next Congress convenes in January. For Democrats, it's another sad note as one of their most venerable members goes on trial on ethics charges.

Lame-duck sessions are usually unpopular and unproductive. Nothing suggests otherwise this year.

Republicans are looking ahead to January, when they will take back control of the House; many Democratic lawmakers and staff are more focused on cleaning out their desks and looking for new jobs. That doesn't mean they can slack off.

Congress must act before year's end on expiring Bush-era tax cuts to protect millions of people from significant tax increases. Lawmakers failed to pass even a single annual spending bill this year, and funds are needed to keep federal agencies financed and avoid a government shutdown. Doctors, meanwhile, face a crippling cut in Medicare reimbursements.

Democrats still command sizable majorities in the House and Senate, and have other ambitions for the lame-duck session. Most will go unfulfilled.

There are efforts to give Social Security recipients a $250 check to make up for no cost-of-living increase next year; to extend unemployment benefits; to allow gays to serve openly in the military; to ratify a nuclear weapons reduction treaty with Russia; and to extend government oversight of food safety.

Congress will be in session for a week, break for Thanksgiving week and return on Nov. 29. Lawmakers will continue until they complete their work or give up.

Most of the attention this week will be on activities off the House and Senate floors.

In a back room of a House office building, the House ethics committee will open the trial Monday of 80-year-old Rep. Charles Rangel, D-N.Y., the former Ways and Means Committee chairman charged with multiple ethics violations.

Elsewhere on the Hill, more than 100 incoming House and Senate freshmen start learning the rules of decorum, how to run a congressional office and how not to get lost in the Capitol basement. Two Democratic senators – Joe Manchin, who won the seat of the late Robert Byrd of West Virginia, and Chris Coons, elected to Vice President Joe Biden's Delaware seat – will be sworn in Monday.

On Tuesday the Senate parties elect their leaders. Sen. Harry Reid of Nevada will continue to head the reduced Democratic majority, with Sen. Mitch McConnell of Kentucky still guiding the Republicans.

One uncertainty is whether Sen. Jim DeMint, R-S.C., can get fellow Republicans to accept a freeze on the pet spending priorities of lawmakers known as earmarks for the coming session.

"Americans want Congress to shut down the earmark favor factory, and next week I believe House and Senate Republicans will unite to stop pork-barrel spending," DeMint said.

Earmarks are one subject being discussed by a 22-member GOP transition team that is drawing up plans on how the House will operate when Republicans take over in January. That team includes four freshmen who ran almost universally on cutting the size of government and reducing spending.

"We have some dynamic young leaders that are coming into our conference and you bet we're listening to them," said Rep. Greg Walden, R-Ore., head of the transition team.

House leadership elections take place Wednesday. Pending the official floor vote in January, Republicans will confirm Rep. John Boehner of Ohio as the next speaker and Rep. Eric Cantor of Virginia as future majority leader.

Things appear to have settled on the Democratic side.

Speaker Nancy Pelosi, D-Calif., wants to stay on as Democratic leader, and a Democratic arrangement reached Friday clears the way for Maryland Rep. Steny Hoyer to become second in command without a challenge from South Carolina Rep. James Clyburn.

While Pelosi has no challenger, two senior Democrats, Reps. Marcy Kaptur of Ohio and Peter DeFazio of Oregon, wrote to their colleagues urging that the vote be put off until December. "Following the loss of our majority, we should fully understand the causes of our historic losses before we begin the process of rebuilding," they wrote.

The chances of bipartisan action during the lame-duck session could become clearer when President Barack Obama meets next week with leaders of both parties at the White House.

On the most pressing issue facing Congress, extension of the Bush tax cuts, Obama wants to extend them for couples earning less than $250,000 annually while seeking a compromise, perhaps a temporary continuation, for wealthier taxpayers. Buoyed by their advantage, Republicans are holding firm on permanent extensions for all.

This, Boehner said last week, "will be the most important thing we can do to help create jobs in the country."

On Sunday, Obama said that if Republicans "feel very strongly about it, then I want to get a sense of ... how they intend to pay for it."

The G-20 was quite a wake up call for anyone willing to delve into what happened.
In a nutshell, policy enacted by the prior 4 administrations have put us in a position of no longer being THE economic leader of the world.
Bush2 had already severely damaged our credibility with the rest of the world by invading Iraq and now the economics of shortsighted policy have caught up as well.

Maybe in the little time we have left between now and the end of the year, we can get some votes accomplished! I suspect there were many dems withholding votes out of fear they may loose their seat. Now perhaps, with nothing to loose for those on their way out, they will do what's right instead of protecting themselves from the ire of Fox News.

Obama administration as well as the country is going to witness the most grid lock and filibusters in history. Now there are s few crazy Tea Party members that are hard core and will actually cause very few things to get done.
Obama needs to put on his boxing gloves and get ready to do battle. Obama needs to get firm and tough. I do not want to hear the GOP has their point of view.
Only pray he does not give into tax breaks for the wealthy because it never trickles down to the middle class.
When Bush gave a tax break the middle class average received between $300.00 to $600.00, the wealthy received much more and that is not fair.
Did the wealthy, then contribute to the economy to purchase so retail stores did not go out of business? The answer is no and went into line their pockets. Never paying down the deficit and we are slowly making our country a third world country.
Obama needs the help of congress, along with the senate to stop jobs being outsourced to other countries and creating jobs in the U.S.
Then we can fix healthcare because there will be more jobs that pay for this.
I presict that this is going to be a rollercoaster ride for the administration and this could be a one term president.

Everybody go to work tomorrow and tell your bosses you will not be working for the rest of the year because you want to wait to start off with a new crew in January...see how well that goes over. Isn't that what these arses in congress are telling us? But they will still get paid and they will still have the best health care benefits...fire all of them...

Corporate influence on government is full and systemic and undeniable.
Obama is more interested in serving those people then the vast majority of Americasn's.
His minions and other various duplicitous federal hacks are in the same league...
Government has become a self serving entity only concerned with feeding itself..
The banking ,afias and insurance cartels have full control over policy making..
People have ZERO.. votes are a sham because the next w@nker will be hand picked by the same manipulators as every other election.. R or D is a facade for the theater and entertainment of the mass's.

I don't agree that PO is more "interested in serving those people" than the vast majority of America's. I think he is trying to "compromise" which is what the "pollsters" have said the American people want. If that is not what we want, then let your voice be heard...

Even on his worst day in these past almost two years, it is better than any day under republicans in control, period...

Look, I'm not a fan of Obama. It's nothing personal, but he and I are poles apart on our politics. It's as simple as that. Now having said that, I will say that I think he's a reasonably attractive man (no, I don't swing that way, thank you) and whoever chose THAT picture of him to put on this artice is doing a hatchet job on the man.

Any of us can get caught in an unflattering pose (some of us struggle for it to be any other way) but with the VAST number of pictures that have been taken of President Obama, who is after all a pretty good looking guy, anyone hanging up this one seems to be going for the gratuitous insult.

Memo to Obama:

Cancel those tax cuts and pass what you can and do it now because you aren't getting a second chance here.

Lame duck can be a strategic duck.

We've got two long years of solid winter ahead.
If you want any significant voter block to be alive by '12 you'll take these foreclosures out of the picture by federally underwriting a mandated refinancing at affordable rates. You'll extend Unemployment Benefits and write back into the health care bill the things that should have been in there in the first place.

Remember how the speaker-elect promised a no-holds-barred congress in '11? Well the gloves are off and yours should be too.

He could rally and be a hero but its not in his handlers wish's.. he is not his own man.. he is controlled and dictated by the money handlers. the corporate oligarchs. If Obama is truly a good man then the snakes that surround him have put the scare into him... remember the USA torturers people now... Could be the man is just choosing self survival...Because i do believe the people behind the scenes  are ruthless and capable of anything.. if they can instigate wars and cause the death of millions why is it such a stretch?

It is fascinating how people will come up with any scenario or conspiracy to avoid saying, "gee, he has not done what he said he would do, and perhaps he only said those things to get elected." This is an intelligent man with great communication skills and the most powerful job in America. If he really wanted to do the things he said he would do, he would certainly be fighting harder to do them than he is currently. If he "being controlled," and he is honest man, then he should have the integrity to tell us that and walk away. I respect people for being loyal, and I understand that disappointment is sometimes hard to acknowledge. But, making excuses is not going to bring about a change in the performance or the outcome.

Mr. President, please fight for us. Fight like you did during your 2008 election and I promise you we will come out hard in 2012. However, you have to show that you are ready to fight and stand by us. There is more of us than there is of them. That's a fact, but Mr. President you have disconnected from the beautiful coalition of Americans who took you over the top. You need to come back and speak with integrity, confidence, and pure furry like you did in 2008. All rapped around a simple message of things that you and the democrats have done to help the American people get back on their feet. You need to fight Mr. President, people don't want to see you compromising with certified bigots.

Voters were not in thinking mode this election cycle. Their loss will become clear to them when unemployment benefits are not renewed, when social security is gutted, when the health care break through is killed by a thousand little cuts, when the economy pulls in because of lack of govt spending in the short run. Govt spending will not be curtailed except for the poorest. Taxes will be cut for the richest, and Arianna's third world America will emerge. Obama is trying his best. I hope he can educate people enough to stem the tide.
