Why would Cantor run for the Senate?  He is 2nd in line for the GOP House leadership, and Boehner is old and unpopular.

The Speaker of the House is the most powerful position on Capitol Hill, far more powerful than the Senate Majority Leader and certainly more powerful than a junior Senator.  In the Senate, individual members are more powerful so party leadership positions are weaker; in the House, senior House members have enormous powers since the junior members have very little.
