Sprint is already sort of doing this, they charge $10 more for 4G, even if you don't get 4G in your area.

. "There are too many players in the industry," he said. "I think it would be healthy if there's more consolidation." in reference to sprint and tmobile. No thank you. we as consumers need options and I like it just the way it is. Consolidation isn't always good.

Thank God I'm on T-mobile. It may not be the biggest network but it works well in New York and LA and they don't nickel and dime me to death. I can even tether my phone when I need to...

A lot of people cannot help to live in the city they live in whether it has 3g speed, 4g speed, or both. If you charge people based who are currently with Verizon, but cannot afford to end their contract, they risk defaulting on their plans :/
