North Korea Attacks South Korea: 2 Civilian Deaths Reported

INCHEON, South Korea — South Korea's president vowed Thursday to boost security around islands near the site of a North Korean artillery attack while the North warned of more retaliation if the South carries out any "reckless military provocations."

Seoul and Washington also increased pressure on China to use its influence on ally North Korea to ease soaring tensions that erupted after an exchange of fire Tuesday that left four South Koreans dead – including two civilians. China urged both sides to show restraint.

The North's bombardment of a tiny South Korean island along a disputed maritime frontier has alarmed world leaders including President Barack Obama, who reaffirmed plans for joint maneuvers with Seoul in the Yellow Sea starting Sunday.

"We should not let our guard down in preparation for another possible North Korean provocation," South Korean President Lee Myung-bak said during an emergency meeting on security and economic repercussions from the attack, according to Yonhap news agency.

The U.S.-South Korean drills involving aircraft carrier USS George Washington, although previously scheduled, are sure to infuriate North Korea. The North made no specific mention of those exercises in its statement but warned that its military would "launch second and third strong physical retaliations without hesitation if South Korean warmongers carry out reckless military provocations."

The North's statement said Washington was to blame for South Korean artillery exercises earlier in the week near disputed waters which prompted the North to respond with its artillery barrage on Yeongpyeong island Tuesday.

Washington "should thoroughly control South Korea," it said. The warning was issued by North Korea's military's mission at the truce village of Panmunjom and was carried by the country's official Korean Central News Agency.

The Obama administration urged China to rein in its ally North Korea, with the chairman of the Joint Chiefs of Staff, Admiral Mike Mullen, saying, "We really think it's important for the international community to lead, but in particular China."

Chinese Premier Wen Jiabao called on all sides to show "maximum restraint" over recent tensions on the Korean Peninsula and says his country opposes military provocations of all forms.

Wen also urged the international community to work to ease tensions. He repeated Chinese calls for renewed six-nation talks aimed at persuading North Korea to dismantle its nuclear programs.

Wen said those talks, involving the two Koreas, China, Russia, Japan and the United States, are the best way to ensure stability on the peninsula and its denuclearization.

Wen's remarks were made in Russia on Wednesday on a state visit and posted on the Chinese Foreign Ministry's website.

South Korea said it will increase diplomatic efforts toward China to secure Beijing's help over North Korea's provocation, according to Yonhap. Repeated calls to the presidential office seeking confirmation went unanswered.

Residents of Yeongpyeong who evacuated the island and began arriving at the South Korean port of Incheon on Wednesday told harrowing tales of fiery destruction and narrow escapes.

Ann Ahe-ja, one of hundreds of exhausted evacuees from Yeonpyeong island arriving in the port of Incheon on a rescue ship, said the artillery barrage that killed four people – two of them civilians – had caught her by surprise.

"Over my head, a pine tree was broken and burning," Ann told AP Television News on Wednesday. "So I thought 'Oh, this is not another exercise. It is a war.' I decided to run. And I did."

About 10 homes suffered direct hits and 30 were destroyed in the midafternoon barrage, according to a local official who spoke by telephone from the island just seven miles (11 kilometers) from the North Korean shore. About 1,700 civilians live on Yeonpyeong alongside South Korean troops stationed there.

"I heard the sound of artillery, and I felt that something was flying over my head," said Lim Jung-eun, 36, who fled the island with three children, including a 9-month-old strapped to her back. "Then the mountain caught on fire."

Many of those evacuated from Yeonpyeong had spent the night in underground shelters and embraced tearful family members on arrival in Incheon.

The shower of artillery from North Korea was the first to strike a civilian population. In addition to the two marines killed, the bodies of two men, believed in their 60s, were pulled from a destroyed construction site, the coast guard said. At least 18 people – most of them troops – were injured.

Officials in Seoul said there could be considerable North Korean casualties. North Korea's main Rodong Sinmun newspaper published a military statement accusing South Korea of triggering the exchange, but did not mention any casualties.

Lets do some facts checking here.

South Korea is the BIGGER of the two countries - population,resources,and surface area wise.
South Korea is the RICHER of the two countries

Yet,it can not defend itself against a Smaller,poorer North Korea untill America has to make it ,its war?

What is wrong with the war mongering of America? Haiti disaster,people dieing but the money America pledges not a cent has been delivered. But just watch as the money to fund a war effort get released even before we get to understand what the conflict is all about.

North Korea has weaponry pointed at South Korea's major cities.
South Korea has the highest population density of any country.
North Korea also happens to have nukes.

North Korea doesn't care about causalities, North or South Korean, but South Koreas is terrified of bombs dropping on Seoul.

Does anyone who writes about this incident or have covered it in any way actually care about the deaths of these civilians or their families? The moment this happened there seem to have been only "what does this mean for the allies" or "what does this mean for Kim Jong-Un?" or "US involvement" or "China is mad and will sanction the North so everything will be OK and back to normal without a big conflict escalating"... At least this is what I've observed in Norwegian media, American and Japanese. Actually, this might be the normal way of covering any incident but it still seems entirely selfish and political to me.

someone posted here that the US was deliberately behind the S. Korea provocation...and who knows...

I once asked a friend in the military, who had been stations briefly in South Korea, why the build-up in the DMZ--as in "doesn't that just seem so odd to you?"

He replied, "No, because you think we're there to fight N. Korea but really it's just an excuse to put thousands of soldiers and artillery on the Asian mainland; personally I think it's just a check again China."

If that were the case, I don't see why the US would ever want peaceful relations between the two Koreas.

The Korean War caught the U.S. military unprepared because civilian leaders had assured the Pentagon it would not be called upon to defend South Korea in the event of a North Korean attack. The Pentagon view Korea as having no strategic importance. However, the politicians changed their minds when North Korea invaded in 1950, and the Korean War became the first "war of containment" against what was then viewed as a monolithic Communist bloc. Today, the United States would welcome Korean reunification. Meanwhile, It's just there to help the UN enforce the armistice that halted the Korean War fighting. Since we could not defend Korea against China if there were ever a war between China and the United States, Korea has no strategic value.

Read the news. They were firing away from the DPRK. There is no defense whatsoever for the actions of the DPRK. On top of that it is one thing to attack military, but the DPRK killed civilians. How many liberals get up in arms everytime a two bit Iraqi or Afghani is killed, but when a nation with the reputation like the DPRK kills civilians they look the other way.

You should be careful not to make a fool of yourself asserting opinions that are inherently contradictory. Alas you already have.

The attacks are part of a rite so the new Kim is proven to the leadership and the country as a strong leader. This was the samedeal when they decided to sibk a ship.

South Korea's policy is to foster as much influence with NK as possible in order to effectively reintegrate NK oncethe day of reunification comes which many analysts believe to be soon.

SK has been beyond patient with them and if they do not commensurate with these attacks then NK will be even more bold whuch will potentially trigger a war.

So in essence you promote a stance that is inducive to conflict and war. Most wars in history have been started by underestimating political objectives and will. You should take care to understand the importance of this.

My sympathies go out to all those rabid war mongers, who were hoping for a targeting solution to all of the world's problems. Don't lose heart, we will likely find a way to trigger WWIII. You'all stock those bomb shelters with your video games and dream on about mass destruction. May be if you went outside and found some butterflies that you could pull off their wings off and it would hold you until the next world crisis. Stay brave and strong heroes! Mankind will never disappoint you.

Ill should be delt with... I am not advocating full scale war, just a EMF that fries the computers just to set them back and have them RETHINK sinking ships with 300 crewmembers, or launching mortar attacks on fishing villages with 1300 people living on it... It would be horrifing if NK send troops to over take those fishermen.

And unfortunately reading the article it points out that our ally with our help, went ahead with war games at the border. After a warning to take the games some other place. Like it or not Mr. N. Korea acted in defense of his home land. Of the many reasons to "take him out", this would seem like a Geo. Bush reason and not one America should support.

Certainly this attack is indefensible. South Korea has had annual live-fire exercises for quite a while now, usually without deadly incidents.

The DPRK is framing this as the result of a provocation by the South. Many nations would consider a live-fire war game so close to their coast as a provocation. On 11/03/10 South Korea fired on a North Korean fishing boat. On 11/10/10 a South Korean navy ship sank after colliding with a North Korean fishing boat. One South Korean seaman was killed.

China believes that there is an invisible hand that is stirring-up the tensions in the region. That invisible hand is none other than the United States of America whose government is run by lobbyists, including those in the armament manufacturing industry, who will be the beneficiaries of any military conflict.

The US’s presence of there is the biggest threat to stability in the region. The solution to this problem should come from the nations who are major powers in the region, like China, Russia and India. Koreans do not trust the Japanese.

Also, wherever the US had interfered in affairs of other nations and regions, it has resulted in nothing but chaos, carnage and instability. Just look at the Middle East and, now, the US wants to start another conflict with Iran based on false allegations, just like its war with Iraq.

The US military exercises with the S. Korean regime is designed to provoke a conflict between the two nations. The N and S Korean situation should be left in the hands of the major nations in that region and not the US.
