NAM Opposes Bill That Cuts Taxes For Middle Class

WASHINGTON -- The largest manufacturing association in the United States on Thursday blitzed the House of Representatives with a letter urging them to oppose a Democratic-authored provision to extend current tax rates for only those families making up to $250,000-a-year.

The National Association of Manufacturers — an organization that carries cachet on the Hill for its representation of many businesses in the industrial sector — wrote each House office a plea to oppose H.R. 4853, the Middle Class Tax Relief Act of 2010.

"Manufacturers strongly support extending the 2001 and 2003 tax relief for all taxpayers," the organization's Executive Vice President Jay Timmons wrote. "Over 70 percent of American manufacturers file as S-corporations or some other pass-thru entity and will be significantly impacted by these higher rates." According to the non-partisan Congressional Budget Office, fully extending the 2001 and 2003 tax cuts would add between 600,000 and 1.4 million jobs in 2011 and between 900,000 and 2.7 million jobs in 2012.

"We urge Congress to reject this legislation and move toward extending all of the current tax rates"

Timmons also noted that NAM would likely use a members vote on H.R. 4853, "including potential procedural motions," as part of its report card for determining who to support in the upcoming elections.

Coming the morning of the House vote, NAM's letter is more a dramatic than a sustained lobbying push. But that didn't tick off Democrats on the Hill. Offices who received the plea scoffed at the framing it adopted. For starters, small businesses would largely see their tax rates stay the same under the Democratic-authored legislation. More than that, the notion that the bill being considered constituted a tax increase is technically false. The reason rates are rising is because Republican lawmakers wrote a bill in 2001 that sun-setted in 2011.

"There is not a single provision in this bill that will raise taxes," wrote one incredulous Democratic aide. "Those provisions were included in the 2001 / 2003 Republican bills.

"The bill is also silent on the top personal rate - current law would result in a rate of 39.6%, but that law was written by Congressional Republicans when they passed the 2001 and 2003 tax cuts and set the expiration date of 12/31/10."

Dear Representatives:

The National Association of Manufacturers (NAM), the largest manufacturing association in the United States, urges you to oppose H.R. 4853, the Middle Class Tax Relief Act of 2010.

Tax relief enacted in 2001 and 2003, which repealed the estate tax and lowered both individual tax rates and tax rates on investment income, helped spur economic growth. Now, however, absent immediate congressional action, these lower rates will expire, resulting in a top income tax rate of nearly 40 percent, a 164 percent increase in the dividend tax and the return of a 55 percent estate tax on family-held companies.

Manufacturers strongly support extending the 2001 and 2003 tax relief for all taxpayers. Over 70 percent of American manufacturers file as S-corporations or some other pass-thru entity and will be significantly impacted by these higher rates. According to the non-partisan Congressional Budget Office, fully extending the 2001 and 2003 tax cuts would add between 600,000 and 1.4 million jobs in 2011 and between 900,000 and 2.7 million jobs in 2012.

We urge Congress to reject this legislation and move toward extending all of the current tax rates.

The NAM's Key Vote Advisory Committee has indicated that votes on H.R. 4853, including potential procedural motions, merit consideration for designation as Key Manufacturing Votes in the 111th Congress.

All of these companies that whine and cry about 'pass-through-profits' have the ability to make themselves a C-corp where profits are taxed to the company, not the profit-sharing-owners. The reality is the C-corp rates are lower than personal tax rates but it cost more for the owners to take large sums of capital out of the business as either pay, bonuses or dividends.
And once again the $250k shelf on this only effects about 5% so-called small businesses and the bulk of those are in the financial industry.

More whining from the upper 2% who control more than 50% of the wealth and want more.

Yes, they support extending the . . . . tax relief, but the Democratic-authored bill is for middle-class wage earners only, therefore they oppose that bill.

I've done well during this recession. Believe me, a difference in my tax rate won't create a single job and a reduction won't either. On the other hand, even five more bucks in the pocket of any poor person could feed them at least one meal.

The GOP always expects Wall Street to create the excess. After all the cry of the GOP currently is reduce taxes and use that money to invest in Wall street. (a stupidly simple solution)
It makes no sense to cut taxes and then gamble on the wildly fluctuating Market based solely on speculation and little to no real data.

Cut taxes? Please tell me you are really not this naive, Heinz.
1) There is virtually NO DIFFERENCE between the GOP and Democratic Party. Politicians TALK left vs. right, or liberal vs. conservative, but both are EQUALLY intertwined with Wall Street, etc.
2) This entire issue has nothing to do with tax cuts. It is about RAISING FEDERAL INCOME TAXES beginning next month.
3) Many higher income individuals are owners of small businesses (Subchapter S or LLC) and file their taxes accordingly. I doubt whether most of them will be "gambling" or "speculating" in the stock market.
4) Raising taxes on owners of small businesses during a recession at a time when unemployment is a major problem is irresponsible.
Read the article Heinz. Try to be a bit more objective.

NAM businesses won't have customers to sell to if the Repubs and Dems don't stand up for the middle class. They both have a long track record of chasing money, and favoring wealth.

I put together a few charts (see link below) showing 100 years of tax rate and income trends for the top 1% of earners.

US Income Inequality, as measured by the Gini Index, is at an all time high. We have now joined the ranks of Rwanda, Nigeria, Mexico, and Uganda.

Bottom line:
- Top 1% Income at all time highs
- Top 1% Tax rate near record lows
- Income Inequality at all time high

The top 1% are doing just fine.

Time to stand by the middle class.

Sadly, you are naive enough to believe there is an ideological difference between Democrats and Republicans which makes one party selfish, greedy, uncaring, and ignorant.......and, the other generous, unselfish, caring, intelligent and informed. WRONG!!
Political polarization is a principle secular enemy jake. Not the opposing political party!
If you will take an unbiased, objective LOOK at Democrats in congress, or the occupant of the WH and members of the administration you might see things through a different lens. Tell me HONESTLY what they (the Democrats) have done for middle class Americans.
There are easily as many super wealthy generous Americans with political ties to the GOP jake.
There have always been two major political parties in American politics. Although the congressional politicians are mostly self serving, greedy, elitists, most of our citizens are fundamentally respectful, caring and generous, regardless of their party affiliations or political beliefs.
The major strength of Democrats is political "sound bites." However, in reality actions speak louder than words. Frankly, like more and more Americans I am tired of "George W Bush created this mess, and if it wasn't for the 'party of NO' everything would be great."
Politicians are politicians and the Tea Party people got it right. Unless and until we replace career politicians and reduce the size and cost of the federal govt we are screwed.
Quit blaming Republicans. They represent only 50% of the problem!

Republicans are the ones who want old people on SS, sick people with Medicare and Medicaid, to pay for the tax break given to the rich all these years. That is not the Democrats that are trying to redistribute the wealth from the poor to the rich.

For your one example among many, Democrats have tried to put through a bill to enable small businesses to get loans, Republicans killed it. Every suggestion they've had to stimulate the economy is met with "we won't compromise" "cut taxes" and "no" with no plan of their own to bring forth other than giving money to people who already have more than they know what to do with.

It makes no sense to replace career politicians with people with the same mind set that think you can cut spending by destroying people's lives, when you can do the same thing by cutting out waste from the defense budget and ask those who have benefited by a tax break these last ten year, which has caused the deficit in the first place, to begin to pay it back.

You might not want to see it, or acknowledge it, but it is reality.

I fully expected the GOP to vote as a block but I was pleasantly surprised.

The three House Republican STATESMEN who sided WITH the American People are:
