MANAMA, Bahrain — Days before a key meeting on Iran's disputed nuclear program, U.S. Secretary of State Hillary Rodham Clinton called on Tehran Friday to begin proving its peaceful intentions and warned that a nuclear-armed Iran would lead to a regional arms race.

Asked what she expected from Monday's meeting in Geneva between Iran and officials from six countries trying to contain Iran's nuclear program, Clinton said: "That's in the hands of the Iranians."

Stressing that Iran is legally entitled to the peaceful use of nuclear energy under international safeguards, she expressed hope that the Geneva talks would lead to a breakthrough.

In an interview Friday with the BBC, Clinton gave an unusually clear signal that the Obama administration accepts that Iran could eventually be permitted to enrich uranium on its own – a practice now opposed by the West because of suspicions that Iran will secretly use the material to build a bomb.

"We've told them that they are entitled to the peaceful use of civil nuclear energy, but they haven't yet restored the confidence of the international community to the extent where the international community would feel comfortable allowing them to enrich," Clinton told the BBC. "They can enrich uranium at some future date once they have demonstrated that they can do so in a responsible manner in accordance with international obligations."

In her speech at an international security conference earlier in the day, Clinton said the Obama administration remains open to the possibility of direct U.S.-Iranian talks on the nuclear issue – an approach the Iranians have repeatedly rejected.

"We continue to make this offer of engagement with respect for your sovereignty and with regard for your interests – but also with an ironclad commitment to defending global security and the world's interests in a peaceful and prosperous Gulf region," she said.

There has been more than a year of impasse that produced tighter U.N., American, Asian and European sanctions on Tehran and some stinging blows – including international oil companies leaving Iran and Russia's refusal to deliver a long-awaited anti-aircraft system to Iran's military.

"There is a level of concern that must be addressed by Iran," she said in a question-and-answer session after delivering the keynote speech at the conference. "Otherwise we are left drawing the worst of conclusions" about Iran's intentions. "And that is a recipe for the further destabilizing of this region in ways that would have long-term consequences."

She urged Iran to come to Geneva prepared to "firmly, conclusively reject the pursuit of nuclear weapons."

Iran insists its nuclear program is for peaceful purposes only, but it has begun taking steps toward enriching uranium at a level sufficient to make bombs.

If Iran believes that acquiring nuclear weapons would improve its security and strengthen its standing in the Middle East and the world, "that is an absolutely wrong calculation because it will trigger an arms race that would make the region less stable, less uncertain and cause serious repercussions far beyond the Gulf," Clinton said.

She pointedly said her remarks were directed at the Iranians in her audience, including Foreign Minister Manouchehr Mottaki. The Iranian minister is scheduled to address the same conference on Saturday.

Clinton apparently had no direct contact with Mottaki. She was returning to Washington immediately after her speech, although other U.S. government officials remained at the conference.

Earlier Friday, Sheik Khalid bin Ahmed Al Khalifa, Bahrain's top diplomat declared that the Middle East "can never live with" a nuclear-armed Iran – remarks that echoed some of the bluntly private comments about Iran from Persian Gulf leaders that were divulged in recently released WikiLeaks diplomatic documents.

The Bahraini foreign minister was unequivocal in his insistence that Iran must not move toward a nuclear bomb-making capability. He said no one questions Iran's right to develop nuclear energy for peaceful purposes.

"When it comes to taking that power to developing into a cycle for weapon-grade (nuclear material), that is something that we can never accept and we can never live with in this region," he said. "We've said it to Iran and we've heard it from all."

He was responding to a reporter's question about a WikiLeaks disclosure of a secret State Department cable quoting Bahrain's King Hamad bin Isa Al Khalifa as saying privately that Iran must be stopped from getting the bomb.

Until now, Arab worries generally have been expressed publicly in careful, diplomatic language with the emphasis on dialogue and diplomacy.

The WikiLeaks disclosures showed private concerns about Iran expressed by a range of Arab leaders.

One message said Bahrain's King Hamad "argued forcefully for taking action to terminate their (Iran's) nuclear program, by whatever means necessary. That program must be stopped. The danger of letting it go on is greater than the danger of stopping it."

Given the absolute duplicity and double standards of Washington D.C.'s foreign policy with regards to Iran and the Middle East in general- where a non-existen weapons program is a danger, whereas an existing and outlaw nuclear arsenal of 200+ nuclear weapons is not- why should Iran accept any proposal at all by the US?
It's obvious that Clinton and her fellow dual loyalists want Iran to refuse any offers, as this will only serve to ratchet up the pressure for sanctions and eventual military action.
Such an attitude was evinced by the rage the US government exhibited when Iran accepted the Turkish-Brazilian proposal this year- essentially what the US had been demanding.

In order to help the democratic forces in Iran we should make three declarations:

1) We support the declaration and making of the whole Middle East (including Israel) a nuclear free zone.
2) We will not interfere in the internal politics of Iran - IE no attempt to regime change.
3) We accept Iran's full rights of developing peaceful nuclear energy under NPT (with enough inspections etc, on all sides).

Clinton has basically said the last point. Each time we go against the Iranian rights the conservatives in Iran (as bad as the conservatives in our country) take advantage.

By the way what Iranian nukes ? Any evidence on that ? And I don’t mean rumours or unsubstantiated allegations, but solid and undisputed proof.

I don't know what percentage of Bahrain's economy is supported by the U.S. military but I believe it's the main refueling base for all fleet activity in the Gulf. I KNOW Bahrain host numerous U.S. military bases including the huge Al Daphra base which an F117 base. So basically, I'm not surprised the BAH Gov. is making these statements. (I visit there frequently and I can tell you that
this is not the sentiment 'on the street.')

Not to mention that Bahrain is essentially a dictatorship run by minority Sunnis and Shia opposition leaders representing the majority Shia Muslims are in prison.

This is like the Fox call his tail as witness in chicken house murder drama case.

Iran nuclear position has been clear from the start. All rights granted to all NNPT members should also be granted to Iran, including the enrichment rights.

Also it would be nice to force the only nuclear power country in ME, Israel, to allow its facilities to be inspected by IAEA.

Seems obvious to me Iran wants to join India and Pakistan as a nuclear power. There will be a lot of smoke-and-mirrors, but under the present regime, they won't be deterred by diplomacy or boycotts.

“they won't be deterred by diplomacy or boycotts” If you mean they will not give up their sovereignty because of a dictate by the US, you are right. How about the US trying some real diplomacy, instead of saying all the time that ”all options are on the table”. No nation with self respect will let itself be bullied into a corner.

My opinion is based on the sum total of all the information I've seen in the past several years. It is also the general concensus of pretty much everyone who is not an outright supporter of the present regime. The current regime in Iran is ruthless and dispicable. Ahmadinejad is a holocaust denier and a usurper of the democratic process. How naive does one have to be to assume that it could be otherwise?
I would much prefer that the weapons development in Iran could be derailed by diplomatic means, but it ain't gonna happen. My hope is that the people of Iran take matters into their own hands.

Lets revisit the Hillary State Department in their Conduct with Honduras 2 years ago when they legally ousted a President that wanted to become dictator. The US stood arm and arm with the would be dictator and against the Honduran Constitution.

What is so sad is that what people like Avirahim and so many others are doing isn't helping Iran at all.    When they deflect attention away from Iran to Israel, it just shows how little they actually care about Iran.  Their agenda has nothing to do with helping Iran... nothing.  And then they turn around and are so shocked... shocked!... that people accuse them of being anti-s.e.m.i.t.i.c.  Well, duh!  What about North Korean?  NK has nukes.  NK is threatening SK.  Don't they care about South Koreans?  Obviously NOT.  Doesn't Darfur need a little help?  A little attention?  Obviously not.  And the pathetic attempts to deny that Iran has in fact threatened Israel.  I'm pro-Iranian.  But comments like his and others lead straight back to the IRI... it's copy-righted standard issue text.  And that does NOT help Iranians.  So sad.

This article begins with the false framing that Clinton is hoping that "Iran will show in talks next week a willingness to prove the peaceful intentions of its nuclear program"

This ignores the fact that Iran's nuclear program is under intense IAEA surveillance.

Then it disingenuously states: " but it has began taking steps toward enriching uranium at a level sufficient to make bombs."

This is a blatant distortion of Iran's enrichment for use in nuclear medicine.

Then it parades all the Wikileaks quotes which by some great coincidence only support Israel's plans for aggression against Iran.
