US, Japan Begin War Games; China Denounces Drills

TOKYO — In an ongoing show of force following a deadly North Korean attack on a front-line island, the U.S. and Japan began one of their biggest-ever military exercises Friday, mobilizing more than 44,000 troops, hundreds of aircraft and a U.S. supercarrier.

The drills come just after the U.S. and South Korea concluded maneuvers in the Yellow Sea. The exercises brought immediate criticism from China, which is wary of having foreign navies off its shores and has been increasingly assertive over large swaths of waters in the south and east China seas, where some of the drills would take place.

"At present, there are already enough of these kinds of military exercises. Under the present conditions, all relevant parties ought to do more to benefit the maintenance of peace and stability on the Korean peninsula and in the region, and not the opposite," said Foreign Ministry spokeswoman Jiang Yu.

The Nov. 23 North Korean attack killed two South Korean marines and two civilians on Yeonpyeong Island, a tiny enclave of civilians and military bases located near a disputed maritime border.

The attack has heightened tensions in the region and renewed fears of a bigger clash breaking out that could draw in neighboring countries, including Japan, where about 50,000 U.S. troops are based under a security pact.

The drills in and around Japan are part of the annual "Keen Sword" maneuvers and involve tens of thousands of troops from both sides, including the aircraft carrier USS George Washington and its battle group. For the first time, the exercises also have observers from South Korea.

According to Japan's Defense Ministry, 34,100 Japanese personnel, 40 vessels and 250 aircraft from Japan's ground, maritime and air self-defense forces will take part, along with 10,400 troops, 20 ships and 150 aircraft from the U.S. military.

The maneuvers, which were scheduled well before the North Korean incident, are to continue through Dec. 10.

"By conducting exercises such as Keen Sword, we are ensuring that our forces will continue to be effective in meeting the challenges of the 21st century," said Lt. Gen. Hawk Carlisle, commander of the U.S. 13th Air Force.

Officials said South Korea was included for the first time since the exercises were started in 1986 in an effort to bolster cooperation between the two neighbors.

"Japan-U.S. cooperation, as well as our three-way cooperation that includes South Korea, is extremely important for peace and stability in east Asia," Japan's Chief of Staff Gen. Ryoichi Oriki said.

Japan has reacted with alarm to the developments on the Korean peninsula. Prime Minister Naoto Kan even ordered his Cabinet ministers to stay near the capital in case of an emergency.

North Korea's state-run news agency has threatened "full-scale war" if the country's territory is violated by any military maneuvers. The U.S.-Japan exercises were to be held well away from Korean territory.

Still, South Korean intelligence chief Won Sei-hoon told lawmakers this week that North Korea is likely to strike again, Yonhap news agency reported.

He said North Korea likely carried out last week's attack in part because it needed a "breakthrough" amid internal dissatisfaction over a plan to transfer power from Kim Jong Il to his youngest son.

Imagine that the Chinese and the North Korean or the Russians were conducting similar war games in the Labrador sea,off Bermuda coast, off the coast of California,Venezuela,Uruguay or Falkland Islands,Caribbean sea or off the Florida coast that are way outside of their territorial boundaries. How the people in the Americas will interpret such action? Mutual respect should be the code of conduct in international relations not outright contempt and disrespect.

I have news for you. The Russians have in fact conducted military exercises with Cuba & Venezuela in out back yard. The US is both a world power and a Pacific power. It has every right to conduct military exercises with its allies in international waters. If you thinks there is no difference between the US and the countries you mentioned (North Korea, China, Russia) you should move to one of those countries.

hi! Another good news. The al-Qaeda is both a world power and a US power. It has every right to conduct attacks like 911 in any place where lacks no high-rises like the World Trade Center.Don't you think there are something similar between the US and al-Qaeda?

The drill was scheduled before the incident and China would've complained anyway. Drills are nothing more than expensive threats. The U.S. does have a belligerent foreign policy reputation around the world. China would be lying if they expressed any comfort with it.

The Yellow Sea is not China's. The war games are held in international waters. The US is participating at the bequest of South Korea and at the bequest of Japan. China can sit down and join the adult's table when it's ready to act like one.

Ask yourself honestly, if China were to hold military exercise 200 miles off Cheseapeak Bay, Washington DC, how would you REALLY think?

It is easy when you are the one doing the shadow punch right off somone else's chin and call it "freedom of movement" and ask the other guy "take it easy" it is "free air" I am punching.

Do that in a bar and come back to tell us what you got.

Do you understand that there are defense argeements between the nations of South Korea and Japan? Just because China is in the neighborhood does not mean that those argeements and the training drills which come with those argeements cannot be fulfilled. China can either mind it's own business or get on board and start acting like an adult.

Look the US is a world power and a Pacific poiwer and has numerous allies (Japan, South Korea, Thailand, Australia, etc.) in the area. Considering North Korea's attacks on its neighbor over the past 60 years, I believe that these exercises are prudent. If you thinks there is no difference between the US and North Korea or China, you should move there.

The US keeps on its campaign of military blustering in the China’s back yard. Pushing the Chinese into anything will not work. It only hardens their position. If the US thinks that China will some how black mailed into scolding or corralling North Korea doesn’t understand Chinese politics. This will only bring them closer to NK. Do we think that China will look at our navy and be frightened into chastising NK. The last time we pushed China they sent a half a million combat troops against the US in Korea. Big mistake. We are still fighting that war, 50 years later. The Chinese have not forgotten the death s of a couple of hundred thousand Chinese soldiers either. Should any foreign Naval vessel stray into what China considers its sea going territory can be expected to be fired on immediately. This is a game of intimidation the US can not win.

I understand that "intimidation" is not the proper way to get someone on your side, sure. But this is NOT about China. There are other countries in this region that are seriously threatened by N. Korea's belligerent actions and have every right to prepare themselves by working with whatever countries/alliances they chose. If China doesn't like that, too bad. They aren't kings of the region and if S. Korea and Japan feel like they are threatened they don't China's permission to protect themselves.

China has the worlds highest GNP. The US is forth. In asia China is the big boy on the block. By far and away, They have the largest air force, missile capacity, ground troops, armored vehicles and largest Navy. They have US debt in their back pocket. It’s good to be king.

Sorry, China. There are two ways to keep North Korea's belligerency in check. One is your economic leverage; the other is reminding North Korea of our military might and the possibility of crippling retaliation in case of further attacks. You haven't been doing jack sh*t -- I assume because you're using North Korea to extort as many political and economic concessions as possible -- so don't get all high and mighty when South Korea, Japan, and the US prepare to defend against a saber-rattling nuclear threat that you have failed to help neutralize.

If given the choice Communist China will and must side with Communist North Korea over the West. Pushing China will only bring her closer to NK. We have zero economic leverage with NK seeing as how they get their aid form the Nation that holds our debt, China. China and NK have the same long raNge goals for Asia. It is in China’s best interest to allow the North  to have nuclear weapons. Again, they can’t be seen as acquiescing to any of the west’s demands. Just look at they're GNP. While we are a distant fourth. They hold the higher hand. And they know it.

I've always wondered what do they actually do when conduct war games. Also I don't know what Japan can do if conflicts come to the Korean area because their constitution forbids an offensive war

Meanwhile, china builds secret sub bases, shadows Japanese ships near their waters, sends in invading fishing easels as probing attacks to test the Japanese. Funny thing is, th japan goff was considering a more Asian-centric approach to their foreign policy, same with south Korea. But the actions of china and north Korea actually drove these countries closer to their traditional ally the USA. We did not have to do any work at all to get better military relations, lol. In fact, looks like the Korean FTA is even going to be signed soon. Thanks china and Kim Jong il!

China and North Korea vs. USA, Japan, South Korea, and Taiwan - we win hands down - of course the little countries would all be wiped out and the big boys would not fair much better. Most likely it is a tension show instigated by US to milk more money, resource, market from South Korea and Japan.

It has very little impact on China. Do you really SERIOUSLY think China and US will ever want to fight each other? It is the show of the big boys to milk the little boys.

I am not sure Taiwan province would on the side of US. There are lots of Taiwanese on the island believe they are Chinese at first, so I believe more and more Taiwanese would choose to be on the side of the Great China. For Japan and K.O.R., we are neighbour in east asia. We can co-operate in any fields w/o any so-called help for others.
