Obama Tax Cut Deal: President Announces Agreement To Extend Tax Cuts, Renew Jobless Benefits

WASHINGTON — Brushing past Democratic opposition, President Barack Obama announced agreement with Republicans Monday night on a plan to extend expiring income tax cuts for all Americans, renew jobless benefits for the long-term unemployed and grant a one-year reduction in Social Security taxes.

The emerging agreement also includes tax breaks for businesses that the president said would contribute to the economy's recovery from the worst recession in eight decades.

Obama's announcement marked a dramatic reversal of his long-held insistence, originally laid out in his 2008 campaign, that tax cuts should only be extended at incomes up to $200,000 for individuals and $250,000 for couples. He explained his about-face by saying that he still opposed the move and noted the agreement called for a temporary, two-year extension of cuts at all income levels, not the permanent renewal that Republicans have long sought.

At the same time, it signaled the arrival of a new era of divided government following midterm elections in which Republicans won control of the House and strengthened their hand in the Senate.

"We cannot allow this moment to pass," Obama said.

Officials said that under the plan, unemployment benefits would remain in effect through the end of next year for workers who have been laid off for more than 26 weeks and less than 99 weeks. Without an extension, two million individuals would have lost their benefits over the holidays, the White House said, and seven million would have done so by the end of next year.

The Social Security tax cut would apply to workers, not employers, and would drop from 6.2 percent of pay to 4.2 percent for one year. The White House said the result would be to fatten take-home pay by $120 billion over the course of the year.

In addition, administration officials emphasized that the agreement would extend a variety of other tax breaks for lower and middle-income families, including the Earned Income Tax Credit and the child tax credit.

The estate tax provision under discussion would mean the first $5 million would pass tax-free to heirs. Anything over that would be taxed at a rate of 35 percent. Democrats favored a $3.5 million threshold, with a 45 percent tax on anything higher.

In a sign of Democratic discontent, Senate Majority Leader Harry Reid, D-Nev., reacted curtly to the president's announcement.

"Now that the president has outlined his proposal, Senator Reid plans on discussing it with his caucus tomorrow," his spokesman, Jim Manley, said in a written statement.

Top Republicans were far more receptive.

"I appreciate the determined efforts of the president and vice president in working with Republicans on a bipartisan plan to prevent a tax hike on any American and in creating incentives for economic growth," said Sen. Mitch McConnell of Kentucky, the GOP leader. In a jab at Democratic lawmakers, he added, "I am optimistic that Democrats in Congress will show the same openness to preventing tax hikes the administration has already shown."

Democrats also objected to an extension of the estate tax that tilted toward the Republican position.

For months, Democrats have repeatedly raised objections to including the upper-income in any plan to extend tax cuts enacted in 2001 and 2003 when George W. Bush was president. The Democratic-controlled House recently passed legislation to let the cuts lapse on incomes over $200,000 for individuals and $250,000 for couples. On Saturday, Republicans blocked an attempt by Senate Democrats to do the same.

Obama said he personally opposed elements of the deal, such as an extension of expiring income tax cuts at upper income levels and the more generous deal on estates. But he said he decided that an agreement with Republicans was more important than a stalemate that would have resulted in higher income taxes at all levels on Jan. 1.

"Make no mistake, allowing taxes to go up on all Americans would have raised taxes by $3,000 for a typical American family and that could cost our economy well over a million jobs," he said at the White House.

Obama said the continued political stalemate over taxes amounted to a "chilling prospect for the American people whose taxes are currently scheduled to go up on Jan. 1."

In his announcement, Obama said he had agreed on a bipartisan framework, and said he wanted Congress to approve it before lawmakers adjourn for the year later this month. In a telling sign that the White House recognizes the extent of Democratic opposition, officials said they would prefer the Senate vote first.

Republicans won control of the House last month, and strengthened their hand in the Senate. Even though the newly elected lawmakers don't take their seats until January, Obama has already treated their leaders with far more deference than he has so far in his term. Similarly, McConnell and Rep. John Boehner of Ohio, in line to become House speaker, have seemed willing to strive for compromise with the White House, rather than merely oppose virtually all of the president's initiatives.

Momentum for a year-end deal picked up after Obama met at the White House last week with Republican leaders for the first time since his party's dispiriting election losses, and accelerated again when the government reported last week that joblessness had risen in November, to 9.8 percent.

The flurry of negotiations is taking place with lawmakers eager to wrap up their work for the year and adjourn for the holidays.

Obama, Reid and McConnell have all said in recent days they believe a deal on tax cuts and unemployment benefits is possible by midweek. If so, that would leave time for the Senate to debate and vote on a new arms control treaty with Russia, which Obama has made a top year-end priority.

Senate Republicans have seemed more willing to hold a ratification debate in recent days as the negotiations over taxes intensified, suggesting at least an implicit link between the two issues in the talks.

I am not a big fan of Obama, however, he is doing the best he can do right now. He is acting on our behalf on this issue. The republicans are also holding him hostage. We have been struggling for the past 2 years. (My husband owns his own business General Contractor) We are very small 2-5 employees at a time. He cannot collect unemployment as the owner even though we pay for it on his wages. We are in our 50's have worked hard all our lives and are at risk of losing everything. We live in a 150,000 home so we are far from wealthy. It makes me sick to know that at our age this is happening. I don't have the answers but whether Republican or Democrat, the politicians don't live in the real world. They have no idea!!! They really only care about making their bank accounts bigger. It is very discouraging to live in the greatest country in the world and have this happening.

Obama can't win either way. If he goes to the brink and the GOP cut off middle class tax cuts and unemployment benefits you would complain he's not helping the middle classs so he gets the stuff for the middle class and your upset rich people also got tax cuts. He has to deal with the GOP which don't care if they blow up the middle class and come january it would be even worse!!. He did the best he could. There are just too many people who vote against there interest. The middle class would get NOTHING come january. It's not perfect but I'm happy to have a president who won't hold the helpless hostage to make political points. It's best we could get and it's better than nothing.

I am so frustrated and disappoint­ed with the Obama Administra­tion. I am a registered republican that campaigned and voted for Obama. He was the candidate of hope and change. Nothing has changed and I’m losing all hope! The health care reform was more of a gift to big pharma and the insurance giants. The financial reforms so far lack any real teeth. The titans that crashed our economy face no repercussi­ons other than larger bonuses then ever before. Guantanamo is still open, don’t ask, don’t tell still unresolved­, Iraq a quagmire, no end game in sight for Afghanista­n, and the disparity between the rich and the poor at all time highs. I could go on and on but the last straw was extending the Bush tax cuts for two more years. That’s just pouring salt in the open wounds of middle and low income Americans. Obama put more effort into pardoning a turkey then he did on fighting this obscene and unfair windfall for the rich. And he threw in a big, estate tax gift to the wealthy, just for the hell of it. There is no more defense for his actions, no more excuses to justify his collusion with the wealthy over the welfare of the middle and low income population­. I can’t wait for 2012. I will vote for anyone but Obama.

Disappointed that his "line in the sand" was washed away. Some of concessions(?) help a little, but when you are trying to reduce the deficit and you allow the biggest producer of that deficit---outside of the continuing cost of the 2 wars---to stay in place for two years more is folly. I hope the measure is blocked and then all of the cuts should cease.

We give up the tax breaks just so next year around this time if employment is not better we can do it again? 13 months would bring us back to where we are today if the numbers dont go up. or does that mean the repubs will do what they said and bring the jobs that the dems couldn't?
Dont see how OB is a winner in this deal or even a equal.

Mr. Boehner has promised a lot of things, but as to job growth..... What did his Party do with the tax cuts in place and the economy tanking in 2006? Tax cuts didn't create jobs like they said. No Jobs Bills were done in the House. What has been done is to talk a good game while doing nothing. The results of his work and Mr. O'Connell's work over their terms in office is what their party is The Party of NO.

I am done with most TV news regarding politics. It has been Republican and Tea Party this and that. Where are the Democrats, much less the progressives? (They are on AM radio and can be podcast) There wasn't mention of the One Nation rally in D.C. on TV.

I get my news from the only people who make sense to me which are the progressives. I only watch PBS Friday night shows now. www.pbs.com. I am getting my news from progressive talk radio and the Huffington Post now. MSM is all conservative corporate owned now and they keep their message under tight control. Maybe we need to have the Fairness Doctrine again?

This not a done deal. It's Obamas idea, he doesn't always speak for me. The extension of unemployment benefits needs to be a separate bill. She got the bill through the House that extended tax cuts for the 98% only. Stick to it. She has the bully pulpit now. Make the unemployment benefits an entirely separate bill! The Republicans lost the election in 2008. They don’t dare vote against the 98%.

Don’t send this tax bill to Obama that extend the tax cuts for the wealthy and he can sign it or veto it. He won’t veto it. There won’t be anything Harry Reid or Obama can do about it. Tax bills originate in the House. On Ed Schultz show on progressive talk radio that Rahm Immanual told Obama that he did need the progressives. We will not be ignored so deal with it, Obama.

What a chess player Obama is to outwit those halfwit Republicans and get the economy moving. We are monetizing our debt and are being forced to borrow from the Saudis for these tax cuts because the Chinese won't fund this stupidity any longer. What exactly is good about this deal for anybody? Obama is going to try and cut vets health care to pay for this. Keep defending him then too. I'm sure the Republicans will be all for it. We already know they are real patriots as long as it costs them nothing or they get a tax cut for it.

This clown was still talking about fiscal responsibility after blowing a hole in our deficit for these tax cuts that nobody in his base wanted. Both he and the Republicans have lost the fiscal responsibility mantle for all time. And before the righties scream about it being their money then you mor.0ns should have thought about that before invading the two countries while cutting taxes. Obama looks like a fool because everyone knows this is not economics, it's straight up justification for thievery and there is no denying that any longer. Obama is hated because he is one of you.
