White House Defends Lopsided Unemployment-For-Tax-Cuts Deal

WASHINGTON -- The White House hatched a deal with congressional Republicans Monday to reauthorize rich people's tax cuts for two years in exchange for just 13 months of extended unemployment insurance and other tax breaks. Some people wondered why the White House wouldn't demand the same length of time for unemployment and tax cuts.

During a conference call with reporters on Monday evening, a senior administration official said a 13-month reauthorization would be the longest-ever extension of such a generous benefits program.

"This is the longest extension of unemployment insurance at this scale that we've ever had," the official said. "It's also the longest we've done in a while. And rarely have we done very much longer, but there have been times when smaller-scale ones were done for a little bit longer a while ago."

Congress has given the unemployed extra weeks of emergency benefits during every recession since the 1950s. As unemployment rises, more unemployed workers exhaust the regular 26 weeks of state-funded benefits without finding work. The average jobless spell currently lasts 33.8 weeks, according to Labor Department data released Friday.

In October 1983, with Republicans controlling the White House and the Senate and the national unemployment rate at 8.8 percent, extended benefits were reauthorized for 17 months. The benefits provided up to 24 weeks of help for workers who exhausted state aid.

The programs that would be reauthorized under the White House deal are called Emergency Unemployment Compensation and Extended Benefits. Together they provide up to 73 weeks of federally-funded benefits, meaning laid-off workers in states with the highest unemployment rates have been eligible for up to 99 weeks of checks.

Those programs lapsed last week because Republicans and conservative Democrats have demanded that the roughly $60 billion cost of a reauthorization not be added to the deficit. Democratic leaders have insisted that extended unemployment not be "paid for" mainly because it usually isn't. That was certainly the case in 1983.

With the tax cut deal, however, Republicans have signaled they'll relent in their deficit demands -- even though the deal is the biggest possible deficit buster.

Advocates for the unemployed are happy to get 13 months, especially considering the House voted on a bill that would have reauthorized the benefits for just three months.

"While it is a deal that gives much to the top 2 percent of wage earners in this country, and far less to those struggling the most in this economy, we commend the White House and all negotiators for realizing that the long-term unemployed need our continued support," said Judy Conti, a lobbyist for the National Employment Law Project. (Conti said on Monday it was a "shame" that two years of unemployment was not on the table.) "There is much more to be done, especially for those who are beyond the reach of the UI system, but this is a very positive first step."

If for some reason Congress rejects the White House deal, 2.5 million long-term unemployed could have their benefits cut off by the end of the month.

The polls said that 68 Percent opposed the extension of the Bush rates for the rich. Wasn't that enough?

They would have stuck with him until things got messy or difficult.

Most of the public is only committed as long as it is convenient to be so.

Within two weeks, I guarantee, the polls would have turned against the President--
---when the impact of the Clinton era tax rates on those in the lowest brackets would have become clear; ---when the impact on the lives of Americans and on the economy as a whole of unrenewed unemployme­nt benefits because obvious;
---when the lack of movement on any other issue (as promised by McConnell) proved to be no idle threat.

.....­.....the public would have flip flopped. AND THEN THE PRESIDENT AND THE DEMS WOULD HAVE HAD TO SETTLE FOR A LOT LESS.

IF THE PUBLIC WANTED TO STAND BEHIND THE DEMOCRATS, THE TIME TO HAVE DONE IT WAS ON NOVEMBER 2.

THEY GAVE THE HOUSE TO THE GOP AND NEARLY DID THE SAME IN THE SENATE.

Obama is right not to depend on the public's support and favor. It is fleeting and generally false.

Over and over again this white house has no clue how to get the message out. It almost as if someone is undermining .

Barak Obama once again did not find an easy common ground to win a vote.

I believe that a $500,000 cap instead of $250,000 should be used then when the Republicans cry that the poor person making $550,000 has to pay taxes on the additional $50,000 and that is not fair they will loose support fast from all parties.

If any politician complained that is was not fair to tax anything above $500,000 he would look like an elitist and the middle class voters and others would go nuts.

This would have been a great message to send to the people and trap the Republicans who would have to except it or cry for those making over $500,000 a year.

Obama doesn't not find the easy common ground because he is doing exactly what he wants to do and pretending there's no option. I can't wait to get this Republican out of there.

Do any of you guys ever wonder how in the heII we can be so correct on the issues but have such lousy consistency with the message and outcomes?

I am become convinced by the minute that we are our own worst enemy.

No one is saying be in lockstep - but the way we go after our own is ... well, just read a couple pages.

We can't beat the Right because none of us can agree on what "right" is. The enemy of the good IS the perfect here.

And we sure as heII won't give our own President the benefit of the doubt.

Instead we'll just sit here and discourage the heII out of each other so we have even less support and another low turnout next election.

The Right doesn't need to worry about us at all, we'll tear ourselves apart just fine, all by ourselves!

I'm so sick of this argument. The perfect? We think it's immoral that a Democratic Congress would pass an extension of ALL of Bush's insanely misguided tax cuts and that's asking for perfection. WE are on the right side of this issue. Isn't it awfully convenient that Obama is "forced to compromise" and the compromise consists of extending ALL of BUSH's tax cuts? And he forced to do it even though he has NOT even made an attempt to take his case to the people. People, by the way, who do not want tax cuts extended for the wealthy. No, I'm not listening to this non.sense anymore. I want him gone.

Right on! Who wanted perfection? Just some semblance of reasonableness. Face it - he lost most of us when he continued the exact policies and timetables of bush in Iraq, escalated (surged) our involvement in Afghanistan - and tries to convince us that our "national security" depends on following bush's wars of stupidity regardless of cost in lives or treasure. Yep - that's some leader we got there! Tell the people you're against this war of choice and years later - tell us how important doing more of what doesn't work is to America.

The Dems' Achilles' heel has always been that they respond to the cry of Americans in need. The soulless GOP isn't bothered by those pleas. Their lack of remorse or compassion enables them to hold the unemployed hostage until Obama gives in.

When Obama analysed the politics of the situation, did the phrase "enthusiasm gap" ever enter his mind? On NBC News, I heard him talk about how this deal is like us not having a Public Option. He may think that we're supposed to accept that bargain because there's this secret Constitutional Amendment that we haven't heard about which raises the number of votes needed to get something through the Senate to 60. The reality is that we don't have a Public Option because he wouldn't demand a straight Up or Down vote like Bush got for his 4 most extreme judicial nominees.

Can somebody explain to me what the unemployed actually got? I've looked on every site I can and no details. I lose my EB (extended benefits) in two weeks what does this mean for me I guess would be what info I'm more interested in. Is it stay the same when you EB is up it's up or what. Thanks in advance for anyone that can give me the details or tell me where to look.

According to Wikipedia and Dr. Phil, trolling is cyber-bullying which "involves the use of information and communication technologies to support deliberate, repeated, and hostile behavior by an individual or group". Personally, I think it's immaturity on display for the world to see.

No...what this does is just like the previous extensions did. It moves the date for the limit on filing for federal emergency unemployment compensation from Nov. 30, 2010 to Dec. 30, 2011.
 
It does not provide for any additional weeks beyond the maximum possible of 99. It does not include the previous $25 per week stimulus alotment. It will allow you to move from state to federal benefits and from tier to tier of federal benefits automatically up until Dec. 30, 2011. If it passes,  (more like when it passes), the 38 states that also have EB programs funded through the federal program will likely have their respective legislatures ammend the cut off date for enrollment in EB to mirror the new federal date. Most of the legislatures will start their session in early January and changing the date on the legislation is usually a quick "given" that goes through without any problems. In some states, the governor can do it by executive order without the legislature if they feel there will be an undue delay by the legislature in getting the date changed that may negatively impact the state's jobless if not done more quickly.
 
The maximum possible in all events for those that had enough pre-jobless income to qualify, will remain at 99 weeks in those states that have an EB program and 79 weeks in those that do not.
