WASHINGTON — House and Senate Republicans on Wednesday thwarted Democratic efforts to award $250 checks to Social Security recipients facing a second consecutive year without a cost-of-living increase.

President Barack Obama and Democrats have urged approval of the one-time payment, saying seniors barely getting by on their Social Security checks face undue hardships without the COLA increase.

But most Republicans contended that the nation couldn't afford the estimated $14 billion cost of the payment, and that the COLA freezes in 2010 and 2011 come after seniors received a significant boost in 2009.

The measure was brought up under a fast-track procedure in the House that required a two-thirds majority for passage. The 254-153 vote in favor of the bill fell short of that.

House Speaker Nancy Pelosi said the financial aid was critical to seniors facing rising costs and falling home values and was fiscally responsible. "But unfortunately," she said, "congressional Republicans overwhelmingly chose to oppose it."

Twenty-six Republicans voted for the bill, while 141 opposed it. Democrats were in favor, 228-12.

Later, the Senate voted 53-45 on a measure to bring the Social Security supplement bill to the Senate floor for debate. That was seven short of the 60 votes needed to advance the legislation.

COLAs are set automatically each year by an inflation measure that was adopted by Congress in 1975. More than 58 million retirees, disabled people and surviving family members receive Social Security or Supplemental Security Income checks. The average monthly check is $1,072.

The increase for 2009 was 5.8 percent, the largest in 27 years. It was triggered by a sharp but short-lived spike in gas prices to above $4 a gallon in the summer of 2008. By law, the next increase in benefits won't come until consumer prices as a whole rise above what they were that summer.

Democrats and advocacy groups say the formula does not accurately reflect the living costs of seniors, who pay more for such commodities as health care and drugs.

"Basically, they have their benefit levels flatlined at a time when they're encountering higher costs, reducing their quality of life experience and disappointing them greatly about Social Security," said Rep. Earl Pomeroy, D-N.D., a member of the Ways and Means Social Security subcommittee.

Rep. Sam Johnson of Texas, the top Republican on that subcommittee, acknowledged that disappointment but noted the big increase seniors received in 2009 and the fact that a COLA increase means there will be no rise in Medicare Part B costs for doctors' visits. "Increasing our nation's crushing deficit on the backs of our children by an additional $14 billion is wrong," he said.

Barbara Kennelly, president of the National Committee to Preserve Social Security and Medicare, said it was a "cruel irony" that while Congress and White House were negotiating a deal extending huge tax cuts to wealthy Americans, "today we're told that providing $250 for America's seniors and their families is considered too generous."

The House did approve, by voice vote, a Senate-passed bill aimed at stopping Social Security number fraud by barring federal, state and local governments from displaying those numbers on paper checks.

The bill also bans federal, state and local governments from using prisoners in any capacity that would give them access to Social Security numbers.

Clinton accepted the recommendations of the Boskin Commission on re-figuring the impact of inflation. Well, a lot of seniors who voted GOP must have understood their chosen party's positions, right? I don't feel sorry them at all (those who voted GOP). If they're surprised, they need to do an ounce of homework or stop watching Faux News and believing all the lies they're being told. GOP has nothing to worry about either because the Dems have no idea how to score from the 1 yard line with no defense on the field. Clueless bunch when it comes to converting a gift opportunity into votes.

As long as I am alive, I will do everything in my power to protect, preserve and perpetuate our social programs. I will take action, and I don't mean just by voting. Seniors NEED this money! They are our grandparents, our parents, our friends' parents. How can we in good conscience do this to people when we ourselves will be in this position one day. You think the markets will never crash again? You think Free Market Fairy is going to swoop down and deposit a buttload of gold in your lap? Try eating cat food. Try NOT eating. Try sleeping out in the cold. Try having cancer and your biggest concern is the growl in your stomach. They can take 700billion in tax cuts, but they can't spend 14 billion AT CHRISTMAS? Republicans are evil and should be destroyed.

Keep your hands off my medicare! Well, looks like the Repugs are going to keep their hands off your social security, too. Hope all you seniors that voted Repug in the last election cycle are happy now. No COLA for two years now, fun ain't it.

Im one of those old people who have out lived my usefulness. Unfortunately i was trying to explain this situation in more graphic terms and was censored not without reason. Lets try again.Apparently the various commissions of the Govt run by aging dinasours believe in the survival of the fittest and dont care if old people die without medical coverage thats why they want to kill medicare medicaid and unemployment insurance. Aparently the only class they care about is those who earn at least over 250K a year otherwise if they could they would send the old race horses us to the haberdasher.

The republicans can give millionaires and billionaires huge hundreds of thousands of dollars in tax cuts up to millions and can not afford $250 for seniors. Worse they will give money to foreign corporations. How will they pay for it? By going after our social security, education and health care. Shame on them - when they lost two years ago, they did not give in on anything and they became the party of no. Democrats should fight on this.

When I and those my age received their Social Cards, printed on it was; NOT TO BE USED FOR IDENTIFICATION. Even then they knew your SS# was important enough for it to be kept between you and the IRS and SS admin.But Congress in their usual wisdom (stupidity) decided it could and should be used for that purpose. When I entered the military I received a 'military number. Now they use the SS#. Nothing like spreading it around. When I registered a claim with the VA, I received a claim number. When I have surgery at the VA my SS# appears on every sheet. one for the tech that gives the EKG. One for the person that draws blood. One for the anesthesiologist. one for the surgical team and one for the recovery room. I screamed to the VA because the SS# appeared on the VA ID Card. Finally they took it off. If it wasn't for Congress allowing the SS# be used as cavalierly as it is there would be no need to be passing laws now prohibiting it's use. Anyone expecting the Republicans to throw a bone to the unwashed is dreaming.

Thwarters thwarting the people that actually add to the economy by spending their SS checks. Giving seniors a one time $250 check that if they stretched it out would give them an extra $20 and change a month for an entire year. Hmmm, and how much would the rich benefit from extending those tax cuts for another two years? Scales of justice.

Large increase in 2009? Yeah, that increase was about $35 bucks for my wife. So now that averages out to $12 bucks a year over the past years. Wonder how much Congress averaged over the last three years?

I love how they called it a "significant" or "generous" increase. No COLA again and the cost of living...in the real world...has doubled for many seniors. Three years ago I could get by on what I get from SS but now I am barely able to make it through the month.

When they are blindly willing to add 100's of billions to the debt to give rich people more money they have no reason to complain about anything that would add to the deficit. Making sure senior citizens don't wither into nothingness for their twilight years is less important then giving people who don't need more money, more money?

Pathetic. 13 billion to the deficit to give a cost of living increase NOT OK. 100+billion to give richies more money.. MAKES SENSE! Pathetic.
