Hybrid Cars Need To Be Louder, House Rules

WASHINGTON — Silent hybrid vehicles may soon be a thing of the past.

Auto safety regulators would be required to set minimum sound levels for hybrid and electric vehicles under a bill approved Thursday by the House. Blind pedestrians have pushed for the changes, saying the quiet purr of hybrids can pose risks for them because they use sound cues to travel safely.

Hybrids such as the Toyota Prius and Honda Insight are well-regarded for their high gas mileage, but they are virtually silent when propelled by electric motors at low speeds. With more hybrids and new electric cars coming onto the market, automakers and advocates for the blind have raised concerned about potential safety problems for blind pedestrians.

"The trend toward putting more environmentally friendly, quiet vehicles on the road has unintentionally jeopardized the safety and independence of the blind and other pedestrians," said Rep. Edolphus Towns, D-N.Y.

The House passed the bill 379-30. The Senate approved its version, sponsored by Sen. John Kerry, D-Mass., last week, and the measure now goes to President Barack Obama for his signature.

Rep. Cliff Stearns, a Florida Republican, said the bill would protect blind pedestrians along with joggers, children and others who need to be alerted to approaching traffic.

Automakers and the National Federation of the Blind support the plan. Car manufacturers have started developing artificial sounds that will be emitted from electric cars and future hybrids.

The National Highway Traffic Safety Administration said in a research report last year that hybrid vehicles are twice as likely to be involved in pedestrian crashes at low speeds compared with conventional vehicles. The study looked at circumstances in which vehicles were slowing down or stopping, backing up or entering or departing a parking space.

The government has been researching the safety risks that hybrids and electrics can pose for blind pedestrians for vehicles traveling at 20 mph or less. When a car accelerates beyond 20 mph, the friction between the tire and the road's surface makes the vehicle louder.

Nearly 4,100 pedestrians were killed and 59,000 were injured in 2009, according to the most recent data available.

I live about 3/4 of a mile from a major hwy and my wife has to wear ear plugs to sleep. Trucks have gear boxes that make a deafing noise and cars make noise from tires please less noise would be good. If all trucks and cars made less noise it would be good not more.

This is seriously the stupidest thing I've ever heard. I'm all for blind people and stuff, but the chances of a blind person running into a hybrid or vice versa is slim to none. Besides, we installed those stupid beeping things on crosswalks. Isn't that enough?

can't legislate higher mileage requirements, but they're going to legislate higher noise levels?! I, too, drive a hybrid, am aware of my silence, and take appropriate precautions. If I saw a blind person at a corner I was approaching, I'd toot my horn a bit so they heard me coming. Simple.

I drive a Honda Insight and I drive it very differently than I would drive a strictly gasoline powered vehicle.

I know it is quiet. I take that into consideration for all pedestrians and all vehicles on the road. I make sure they see me, and if they don't, I hang back until they are safely out of the way.

What ever happened to to not crossing against the light, or jaywalking laws?
I'm sure any solution must meet NYC traffic decibel levels to be acceptable.

GM engineers come up with simple fix, playing cards between the spokes.
Anything other than GM original equipment playing cards will void warranty.

Words just can't describe how stupid this law will be. There are many technical alternatives which reduce noise pollution. But instead our elites are stuck on a silly idea that Stanford students came up with.

We seem to be able to create bad regulations very easily. But something like H-1b work visa fraud just gets completely ignored.

What?? a Republican setting more government regulation? Protect people? Come on really. It's a road stay out of it, except when permitted at cross walks etc. Pretty simple!

New reports coming out are showing that families living near highways have higher percentages of autism than elsewhere. Show your due diligence Stearns, I hope there are studies that prove your ideology, then take those studies and compare them to noise pollution studies. And the winner is?

It's a relatively minor safety fix for these vehicles at slow speeds... y'know like back-up alarms for trucks. In light of the cost to life and limb it seems like a very prudent proposal.

No it doesn't. For those of us who live in cities we're looking to REDUCE noise because reduced noise leads to a higher quality of life in cities.

Where is the line drawn between the car manufacturers' responsibility to make cars "louder" and peoples' obligation to just think a 'lil bit harder when walking across the street?

I see this proposal for what it is: noise generated from big oil companies whose monopoly on destructive and LOUD business practices is under threat.

Congress couldn't pass only unemployment insurance extensions without piling in tax cuts for the wealthiest Americans, coupled with sabotaging social security (perhaps fatally), yet they have time for this nonsense?
I hope the hybrid doesn't have to sound like an internal combustion car. I think they should emit an electronic hum -- maybe like a light saber, or something musical/melodic. If it has to make noise, let's make the noise pleasant to the ear.

Why not have blind people wear a hearing device that receives a signal from quiet cars that the rest of us don't need to listen to. Let's not use the NASCAR solution here. I was looking forward to less auto noise.

It's not just a danger to blind people. Besides, even with a sound augmentation at low speeds they will be significantly quieter overall.

no one likes noise but make blind people wear special junk is just silly
