Barbara Lee, Bobby Scott Introduce Bill For 99ers

WASHINGTON — Democratic Reps. Barbara Lee (Calif.) and Bobby Scott (Va.) introduced legislation Friday that would provide additional assistance to "99ers" — people who've exhausted 99 weeks of unemployment benefits without finding work.

"The economic downturn has been devastating for all of us — however, it has been particularly devastating for those who for the past two years have been out of work known as the 99ers," said Lee in a statement Friday, after the president signed legislation preserving the 99 weeks for an additional 13 months and tax cuts for the rich for two years.

"While the tax plan that was signed by the President today will provided additional unemployment benefits for many Americans, the 99ers were left out of that bill," Lee said. "That is why it is important that we put in place a safety net for those still looking for work. We cannot and will not allow our fellow Americans to fall by the wayside. Congressman Scott and I plan to continue to push for passage of this legislation because it is simply the right thing to do."

The Lee-Scott bill would add 14 weeks of benefits to the first "tier" of Emergency Unemployment Compensation, one of two programs that together give the unemployed up to 73 weeks of federally-funded benefits for workers who exhaust 26 weeks of state benefits. The full 73 weeks are available in states with unemployment above 8.5 percent.

Rep. Shelley Berkley (D-Nev.) introduced similar legislation in September. She told HuffPost she would advocate for additional weeks of benefits after the existing 99 weeks had been preserved.

The measures are unlikely to become law in the face of Republican opposition to deficit spending, even though several GOP lawmakers have unintentionally voiced support for giving the unemployed additional weeks of benefits.

"We're pleased to see more members of congress concerned about people exhausting all their benefits," said Judy Conti of the National Employment Law Project, which lobbied aggressively for the 13-month reauthorization. "These are the hardest hit victims of the recession and we hope that in the new year Congress will finally take some action to address their plight and work on targeted job creation efforts for them."

There's no reliable estimate of how many people have been through 99 weeks of benefits and still haven't found work.

Ooops! I just saw that this was an old article about the December bill.
Same bill but NOW this is being reintroduced in a serious way, not like it was in December.

Arthur, while it's good to be healthily skeptical about this bill passing, it seems you are being outright negative about it.

Give Reps. Lee and Scott a chance!

The Republicans repeatedly said in the 111th Congress that they would consider passing such a bill if it was paid for. Well, this bill has a source of funding that seems very reasonable. And the Republicans say they want to create jobs and fix the economy. Well, according to experts, extending UI benefits helps stimulate the economy and thus helps to create jobs!

Please everyone, don't listen to negativity before this bill is even launched! We owe it to Reps. Lee and Scott to *support this bill fully* and with all our enthusiasm and energy. Stay tuned to the American 99ers Union for details!

It won't happen for sure, if we believe it won't. Believing is seeing!

The problem is that the 99ers fall off the radar once the exhaust their compensation so the unemployment problem is much worse than is being officially reported. As a 99er myself, of course I hope this passes. As a realist, I believe I'll be living in my car after next month.

Yes all of us 99'rs are so screwed.I had to move in with family,had to sell car and buy a cheap used one.
Anyone who says we are lazy and not looking for work are just out of their minds.

“Christmas is near and I heard the talk about the great tax benefits that our congressmen just passed and Mr. Obama signed into law. They talked about how this law will help the people who don’t have jobs and how they will have some money to pay their rent and buy some food and how people will not have to pay so much income tax next year. Little Jimmy listening to these words looked up at me and said, “Daddy,Will we be able to get Christmas presents this year?” I swallowed hard and holding back a tear told him, “No Jimmy, that money will not be for us. You see, I have been without work for too long and Mr. Baucus said that 99 weeks was long enough for us to get money from the government.” With a sad look on his face, Jimmy replied, “it wasn’t your fault Daddy that your company laid you off.” “I know Jimmy, but the people who caused the problem do not worry about us.” “Won’t Mr. Obama help us,” said Jimmy?” “No, I guess Mr Obama also thinks that 99 weeks is enough.” “So Jimmy, maybe this new law will help me be able to find a job and next year I’ll be able to buy you a present.” With his eyes looking down at the floor, he quietly murmured, “I sure hope so Daddy.””

Is there anyway we can make sure that the almost 3,000 millionaires and multi-millionaires who have been collecting UI don't continue to do so?

They included 806 taxpayers with incomes over $2 million and 17 with incomes in excess of $10 million. In all, multimillionaires reported receiving $5.2 million in jobless benefits. "
