WASHINGTON - Sen. Tom Coburn (R-Okla.), a licensed physician long known as the Senate's "Dr. No," plans to block legislation that would provide additional aid to cover the health care costs of 9/11 first responders, one of the senator's aides told The Wall Street Journal Tuesday morning.

John Hart, a spokesman for Coburn, told The Huffington Post that Senate Majority Leader Harry Reid (D-Nev.) has not asked for unanimous consent to move forward with the bill. "[Y]ou can't hold a bill that hasn't been brought up. Reid hasn't even tried to hotline the bill. This is the same game he's been playing for years going back to the 'Coburn Omnibus' and before," said Hart.

Hart said the responsibility currently lies with Democrats. "Why did Senator Reid fail to bring this bill to the floor this entire Congress? Supporters say the bill has been around for years yet the Majority Leader has prioritized hundreds of other initiatives ahead of this one. For instance, the Senate invested more energy into passing an omnibus bill with 6,700 earmarks than this bill. We're not responsible for the Majority Leader's failure to manage the Senate schedule," said Hart.

A Reid aide noted that the majority leader hasn't asked for unanimous consent because he doesn't have an agreement yet with Republicans that would allow it.

Senate Republicans have opposed the measure, also called the Zadroga bill, first over concerns that it would take precedence over a plan to extend the Bush tax cuts -- a deal that has since been reached -- and now due to issues with the cost-control measures and the $7.4 billion cost of the legislation. That money would go toward covering the medical bills of 9/11 emergency workers who have suffered from health complications following the inhalation of toxic chemicals at Ground Zero.

The original offset proposal would enact three small taxes and fees that are meant to target companies that rely on outsourcing jobs in order to provide goods and services. Coburn wants the offsets to come through spending cuts, and would prefer to see the legislation reach a floor vote through committee, rather than being fast-tracked, an action that has been taken to allow a vote on the bill to come before the end of the session.

Coburn said on Fox News Tuesday that he was blocking the bill because it hadn't had a proper hearing.

The Senate did hold a hearing, however, in June, though Coburn didn't attend it, according to a Senate Democratic aide.

To win Republican support, Democrats have slashed $1.2 billion from the cost of the bill -- by cutting out a victims compensation fund. And Democrats have backed off the attempt to close tax loopholes that benefit major corporations and instead are offering to pay for the bill, according to aides familiar with the negotiations, by setting a fee on federal government contractors with foreign countries that have not signed certain procurement agreements with the U.S and by extending a fee that already exists on certain H1B visas. The latter fee had unanimous support among Republicans and Democrats earlier this year.

Support for the measure had apparently been growing before Coburn's announcement. New York Democratic Senators Chuck Schumer and Kirsten Gillibrand, two of the bill's sponsors, both claimed Monday that the bill finally had the votes to pass. That contention appeared to be supported by the recent comments of a some key Republicans who had encouraged a Senate détente in order to send the package through to the President.

On Tuesday, former New York City Mayor Rudy Giuliani became the latest name on that list.

"This should not be seen as a Democratic or Republican issue. It shouldn't even been seen as a fiscal issue. This is a matter of morality, it's a matter of obligation," Giuliani said on an appearance on a local Fox affiliate.

And last week, former Arkansas Gov. Mike Huckabee said that "every Republican should vote for this bill."

Current New York City Mayor Michael Bloomberg, an independent, also urged the Senate to reach an agreement, saying Monday that the "time for excuses is over."

I just don't get it, they are first responders for the state/city of New York

1Why is the federal government responsible for state workers?

2 ) The national government - needs to be focused on the big picture – control of our borders - wars – trade – ect.

3 ) State government needs to be focused on state problems – i.e. new York state-new York city needs to help its first responders

4) victim fund – 7 billion – 1.8 million payout average to families of those lost

5) misc. funds for 911/ funds 175 million + in donations

6) do first responders at pentagon need legislation passed also

7) the local health care network not able to help cover health care for its own?

8) will all construction workers also need to be compensated for their exposure?

9) will all city workers that provided services in area after event also need to be compensated for their exposure?

10) how about volunteers that came from all part of the country and the world ?

Sadly things happen in our lives, that cannot be foreseen. there is also some personal responsibility , we all choose careers with different levels of inherent risk.First responders would be at the top

The government cannot cover us cradle to grave for every conceivable event.



I think New York needs to take care of its own!

You are wrong on so many levels it is difficult to begin.

On 9/11, NYC and Washington were the targets representing America; the responders did not stop to ask shattered people if they were residents of the city and state of NY before rendering assistance. The health care of the responders became a limbo, wherein the employee would be put on workmans comp or disability, and then the insurance companies (scoundrels they are) would dispute the cause of the disability.

The gov could cover us cradle to grave if the top 1% of those holding the wealth were both patriotic and properly taxed, and if we didn't waste money on the MIC and wars of choice.

BTW, don't ever ask anyone for any help. You need to take care of your own, Ebeneezer.

Trajedies will continue to befall our great country as long as we exist. Should we have great compassion for the victims? of course we should. My argument is not based on what the right thing to do is, as much as what needs to be done , not to secure our future but the future of our children and their children. Our government and the military industrial complex has led us to the place we are today, that is "broken". We are in fact passing on an almost insurmountable fiscal legacy, that the ability to take care of the most basic of human needs , I believe, will be threatened in their futres. Compassion has been given to the first responders and more is needed, may their local communities and our citizenry respond to their needs . But the well they draw from now is from future generations, because that well is empty.( Prichard Al.)
I recommend that the laws of New York need to changed to force insurance companies do what they were paid to do in the first place.
Taking from the rich and giving to the poor has never produced a utopia, and never will. We need to just give this idea up!

Senator Coburn may have had other concerns beyond the 9-11 responders. Where do you draw the line for people in need of health care? First responders today, children with pre-existing conditions and no health care tomorrow? His actions have drawn attention to a group of people in need. Who's next and why should anyone be denied medical care? Single payer/government option here we come!

Giuliani should have been on Fox News - not a Fox affiliate - every day demanding action -- he was more than happy to exploit this horrific tragedy for political gain over and over again -- even going so far as to ask for political donations to his failed Presidential bid in the amount of 9 dollars and 11 cents -- shameless and sickening!

Now, only after Jon Stewart shames these people and Fox do they finally start speaking up -- the Republican party is a bottomless pit of shame -- they will resort to any tactic for political gains even if people literally are dying as a consequence -- they would rather spit in the faces of 9/11 heroes, jeopardize national security, and sabotage our economic recovery than move this country forward -- all for the end game of trying to embarrass Democrats and President Obama -- 2011 will be no better but far worse

As a doctor you take an oath to do no harm. That means, you do everything in your training, gut, morals, ethics, to provide care, service to those who are medically in need. As a doctor, Koburn knows this, and has chosen to turn his back on his patients and fellow man, doctors, nurses, first responders. This is grounds for pulling the plug on his medical liscence. You do not get that MD for looking pretty or handsome, you get it due to brains, ability, bedside manner and empathy. When did this man choose to sell out his profession and patients? Those who cannot do, teach, those who cannot teach, sell out. Siding with insurance companies not only is selling out, its a slap in the face to his profession, fellow doctors, patients and those whom most need treatment. First responders not just from 911, but all, deserve better. They are the first line of medical care a patient receives in times of crisis. They take the burdon and in many cases endanger themselves doing so. Denying coverage to those men and women who serve us daily is grounds for a visit to the medical review boards for dismissal. It can strip a doc of all abilities to ever practice again, which includes acting in and advisory capacity. Guess its time this man is stripped naked and forced to comply with that bill, or live on the unemployment line. Hope he has health care.

Gee Rudy, thanks so much for leading here. It only took you to the last possible day. Since you aren't running for anything I guess uttering "9/11" every time you open your mouth doesn't pay anymore. Now just watch the Democrats allow the GOP to claim this bill as their own or spread lies about how the Democrats promoted it. It only has been pushed for 10 years and blocked at every turn by the GOP. Everyone should be reminded over and over how the GOP fought tooth and nail to get unpaid for hundreds of billions in tax breaks for the richest 2% but a $7 billion dollar bill, paid for by a small tax on companies that farm out jobs overseas is abhorrent to them. Every voter needs to be reminded of this every single day.

Really????? Link please. Most rich people have so many loopholes, they have not paid as much in taxes as their secretaries do each year. The 55% you speak of is money given to the GOP candidates to do their bidding and it is not that high.

Even the billionaires are saying this.
