WASHINGTON — The Navy brusquely fired the captain of the USS Enterprise on Tuesday, more than three years after he made lewd videos to boost morale for his crew, timing that put the military under pressure to explain why it acted only after the videos became public.

Senior military officials said they were trying to determine who among Navy leaders knew about the videos when they were shown repeatedly in 2006 and 2007 to thousands of crew members aboard the nuclear-powered aircraft carrier.

An investigation by U.S. Fleet Forces Command in Norfolk, Va., also is seeking to determine whether Capt. Owen Honors was reprimanded at the time.

The episode has raised serious questions about whether military leaders can behave badly so long as the public doesn't find out.

"He showed bad judgment and he embarrassed the Navy. Those are things that are going to be hard for the Navy to ignore or to forgive," said Stephen Saltzburg, the general counsel of the National Institute of Military Justice and a law professor at George Washington University.

Just two days after the videos were shown repeatedly on television, the Navy called a news conference Tuesday in Norfolk to announce that Honors was stepping down as ship commander and being reassigned to administrative duties ashore.

"After personally reviewing the videos created while serving as executive officer, I have lost confidence in Capt. Honors' ability to lead effectively," said Adm. John Harvey, head of U.S. Fleet Forces Command, in Norfolk. Harvey declined to answer questions from reporters.

The Pentagon said the disciplinary system isn't foolproof but generally works.

"There are always going to be people do things they shouldn't," said Marine Corps Col. Dave Lapan, a Pentagon spokesman. "They will be held accountable."

Yet Honors was set to deploy with the USS Enterprise this month as the ship's commander when The Virginian-Pilot in Norfolk obtained videos he made three and four years ago as the carrier's executive officer. Honors, who took command of the ship in May, appears in the videos using gay slurs, simulating masturbation and staging suggestive shower scenes.

One video also briefly included Glenn Close, which the actress called "deeply offensive and insulting." Close said in a statement that she appeared in a clip after a "seemingly innocent request" made during a visit to the USS Enterprise more than four years ago.

While many sailors aboard the ship at the time have defended Honors on Facebook postings – contending he was simply providing a much-needed morale boost during long deployments at sea – senior military officials interviewed by The Associated Press said the videos were extreme and showed a disturbing lack of judgment.

No leaders in senior posts at the Pentagon and in the Navy could explain why, if Honors' conduct was so questionable, he was promoted after the videos aired. Last week, the Navy said the videos were intended merely as "humorous skits" and stopped airing immediately after other senior officers became aware of them.

According to the Pentagon, Defense Secretary Robert Gates and Chairman of the Joint Chiefs of Staff Adm. Mike Mullen weren't aware of the videos until this week. They were said to have left any disciplinary action up to the Navy.

Chief of Naval Operations Adm. Gary Roughead and Navy Secretary Ray Mabus first learned of the videos last weekend, spokespeople said, and both supported the decision to fire Honors. They declined to say, however, whether either official pressed for the dismissal, saying only that it was Harvey's decision.

The lewd videos were far from the first time that U.S. troops have been disciplined for misbehaving.

In 1991, the Navy became embroiled in the "Tailhook" scandal in which naval pilots were accused of sexually abusing female officers at a Las Vegas convention. During the Iraq war, shocking images surfaced of prisoners being abused by American soldiers at Abu Ghraib.

And in 2008, a Marine was kicked out of the service after being videotaped throwing a puppy off a cliff while on patrol in Iraq and joking about it.

A conservative group that has previously clashed with Adm. Mullen on his support to repeal the "don't ask, don't tell" ban seized on the latest incident on Tuesday. The group accused the chairman of the Joint Chiefs of turning a blind eye to discipline problems that, they say, will make openly gay service difficult.

Mullen was chief of naval operations when the videos were made.

"Now we know that Adm. Mullen's rose-colored crystal ball is unreliable," said Elaine Donnelly, president of the Center for Military Readiness.

Asked to respond, Mullen spokesman Capt. John Kirby said, "The chairman's long record of command and leadership, afloat and ashore, speaks for itself."

The Pentagon said December's congressional vote to end the "don't ask, don't tell" ban did not contribute to this week's reaction to the videos. Lapan said anti-gay slurs have never been considered appropriate in the military.

Gates is expected to begin this week the process of pulling together a final plan to repeal the rule against open service by gays. The law signed by President Barack Obama last month requires that before any changes are made the Pentagon must certify to Congress that lifting the ban wouldn't hurt military effectiveness

Lapan said initiating that process will be one of Gates' "highest priorities" this month.

Capt. Dee Mewbourne has been named the new commander of the USS Enterprise. He is a former commander of the carrier USS Dwight D. Eisenhower.

If Honors really is as popular as his apologists claim (I have no doubt that many of the supposed "crewmates" are fakes), then that shows that there is a much bigger problem in the Navy than most people realize. "Military culture" in general has always been intrinsically flawed, and obviously still is. Sensible civilians *must* get over the fantasy that *all* people in the military are "heroes" or that they are all there for totally altruistic motives. The macho posturing of some of the military types ought to give you a hint of the problem.

Frankly, the military is not a place for the squeamish or the delicate of mind or body. Some of the aforementioned XO’s film material may be out of line, but the wavelengths that define the boundaries of civilized society are different in the military than in the civilian world. If the XO were to have made less quirky videos to highlight ship-wide concerns, the sailor’s would have ignored them.

Our fighting men and women are rarely the same folks who buy ethical notebooks and eco ipad sleeves. Take Harry P. Hobbitfeet for instance, who lectures consumers that bypass the organic tomatoes at Trader Joes. Run him through Boot Camp, let him establish a family when he gets out, and then deploy him to the middle of the Persian Gulf for 18 months (twice) and then ask him if he cares where his tomatoes come from.

To be fair, this would not be in the news, nor would he have been relieved of his command, if no servicemen and/or women objected to the films. If I was the Emperor of the world, I would sanction him if a review of the films revealed utterly inappropriate behavior, but I would not remove him from command.

"...Everyone has heard the idiom “Swear like a Sailor,” and there is a good reason why. Sailors swear a lot! Owen Honors, Captain of the aircraft carrier USS Enterprise, the longest naval vessel in the world (insert phallic joke here) is being removed for a series of short films he created while XO (Executive Officer) of the ship. Their purpose was to highlight ship-wide concerns like water usage, cleanliness, and leave behavior. The films were presented to the crew during XO movie night, and were filled with extremely profane material. References to masturbation, women showering together, homosexual behavior, gay slurs, etc. My opinion…Who cares!?!..."

Relived of Command--that all?
Probably for starters.
Conduct Unbecoming of a U.S. Navy Officer, Misuse of Govt. Property (the videocamera)--and this was done as the Enterprise's Executive Officer?

Talk about NCIS doing a snail routine.

What is bad for Captain Honors is that he's been relieved of a prized command (The USS Enterprise) and reassigned to shore duties. This usually means either forced retirement, or a possible General Court Martial if he refuses (with a "six-six-kick" (six months confinement, six months loss of pay, reduction in rank, and an immediate Bad Conduct Discharge) as the consequences).

Service in the U.S. Armed Forces is a privilage, not a right. You break the UCMJ, the consequences are far harsher than in the civilan justice system...as Captain Honors is about to find out the hard way!

So much wrong here.....being relieved is the appropriate punishment and that's all that will happen to him. Nothing here warrants confinement, and he can't be reduced in rank because of this action. He will likely retire soon and that will be the end of it. BTW, officers don't get BCDs or DDs. Dismissal from the service is what happens.

Losing his command, in the end, is much worse than time in Leavenworth (why did they close Portsmouth, btw? Just curious.).
He'll have to live with that disgrace for the rest of his days...and that's GOTTA hurt!

This man was a leader in his field with a strong record. With his behavior, he didn't understand how he undermined the potential leadership of others under his command. When I see this, I truly understand how much stronger someone like Dan Choi was. Choi had more guts and strength that this dishonorable Honors.

I don't understand why people are offended by this video. The guy is trying way to hard to be funny and comes off a little desperate and sad, but he doesn't deserve to be fired. If that was grounds for being fired, Jimmy Fallon wouldn't have a job.

I spent five years in the Marines. Six months in the Horn of Africa and a year in Iraq. I heard worse stuff from my CO in Iraq every single day. Of course he didn't make a video of his comments and broadcast it to his entire command.

My understanding of this situation is that Honors' superiors were made aware of these videos several years ago. Once that happened, the videos stopped. I think it is reasonable to presume that he received some sort of verbal counseling from his immediate superior. That was the appropriate punishment. He exercised poor judgement, was counseled, and subsequently rectified his behavior. That should have been the end of the story.

I do since I have put 26 years into it.

CAPT Honors was railroaded to say the least.

The US Navy has become an embarrassment and joke.

The US Navy is all about show and no go.

Queers in the Navy, you bet, I have been hit on several times. No thanks, spent many a months in AF/PAK where a bunch of macho men went to the gym so they could either a) watch other guys work out or b) work out so other guys could watch them.

It will be interesting when the next shooting war (with the Chinese) starts and all those 'men' who cruised the boat looking for a boy toy actually have to be a man.

He's not being fired !.... He's being re-assigned ! .... Which is the way it should be ! Because apparently that "funny" video of his wasn't so funny to everyone on board this carrier !

He is, in fact, being fired. Relieved of command is the same thing to us in the military. Reassignment is just a prelude to him retiring.
