JERICHO, West Bank — Russian President Dmitry Medvedev gave a political boost to the Palestinians on Tuesday, backing their claim to east Jerusalem as a capital and their demand that Israel must freeze all settlement construction before peace talks can resume.

Medvedev delivered the supportive message during his first visit as president to the Palestinian areas, at a time of corrosive deadlock in U.S.-led Mideast peace efforts. While practically on Israel's doorstep, he did not visit Israel because of a strike by Israeli diplomats.

The Palestinians, who say they are ready for independence, hailed the visit as a chance to showcase their progress toward building their state.

The ancient town of Jericho was decked out in Russian and Palestinian flags, and black-clad Palestinian troops with assault rifles lined the streets. Palestinian President Mahmoud Abbas and Medvedev were received by an honor guard in a red carpet ceremony.

Russia is a member of the so-called Quartet of Mideast peace makers, along with the U.S., European Union and United Nations. The Quartet is to meet in Germany next month to find a way out of the current quagmire.

Israeli-Palestinian negotiations briefly resumed in September, but broke down after a slowdown on settlement construction expired. Abbas says he won't negotiate unless Israel halts all construction in the West Bank and east Jerusalem, captured lands sought by the Palestinians for their state.

Israel has rejected calls to renew the freeze, and the Obama administration has not presented a plan for bringing the sides together again.

In this vacuum, Medvedev affirmed the Palestinians' right to a state, with east Jerusalem as a capital, though he did not say what he believed the borders of the state should be.

In recent weeks, several South American countries have taken such a step, recognizing a Palestinian state in the West Bank, Gaza and east Jerusalem, the territories Israel captured in the 1967 Mideast War.

The Russian position was not new, but put it at odds with Israel.

Netanyahu has said Israel will not withdraw to the 1967 borders and that he will not relinquish east Jerusalem, which Israel annexed to its capital after the 1967 war. The annexation of the area, home to sensitive religious sites, has not been recognized by the international community.

Medvedev said Tuesday that the Palestinians have the right to a viable state with east Jerusalem as a capital.

The Russian leader also sided with the Palestinian demand that all settlement construction must stop.

Since 1967, Israel has moved nearly half a million Israelis into settlements in the West Bank and east Jerusalem, and Palestinians argue that partition becomes increasingly difficult as these enclaves expand.

"We discussed the conditions for resuming talks with Israel, which include continued self-control and strictly abiding by commitments, and before anything else, freezing all Israeli settlement activities in the West Bank and east Jerusalem," Medvedev said.

Russia has been floating the idea of hosting a Mideast conference, but Medvedev suggested Tuesday that some progress in talks would have to made first. "The most important issue is the result, not the place and not the timing," he said.

Abbas said halting settlement construction and resuming negotiations is also an Israeli interest. "There are two options, either peace or terror and violence," he added. "We shall not choose terror and violence."

Medvedev spent several hours in Jericho. The town is one of several semiautonomous Palestinian enclaves within the West Bank, where Israel maintains overall control. Israeli security forces were not visible along the access roads to Jericho on Tuesday.

The two presidents signed several cooperation agreements.

Palestinian negotiator Saeb Erekat said the Medvedev visit is a way of telling the world that the Palestinians are ready for statehood. "Look at us. We are ready for independence. That's the message," Erekat said.

Abbas' prime minister, Salam Fayyad, has launched a plan to prepare the Palestinians for independence – building up the police force, the legal system and other institutions. He hopes to complete the mission by August.

The Russian president did not visit Israel because of a strike by Israeli diplomats seeking higher wages. The strike prevented the sides from making proper preparations.

Medvedev hinted at the unusual circumstances, saying that "this visit is important for two reasons ... this is the first visit of a Russian Federation president to region and to the Palestinian Territories that does not include a visit to a neighboring state."

Abbas laughed, and the Palestinian audience clapped. Israeli officials declined comment.

Medvedev also visited a Russian-funded museum recently built on Jericho land bought by the Russian government in the 19th century.

The museum is to feature Russian art, an exhibit on cultural ties between Russia and Palestine and artifacts discovered during a salvage dig before construction began. The museum compound also includes a gnarled sycamore that is touted by locals as the very tree climbed by the tax collector to get a glimpse of Jesus.

In turning to the Security Council, Palestinian President Mahmoud Abbas also defied President Barack Obama and risked offending the United States, the Palestinians' most crucial ally in their quest for statehood.

Doesn't quite jibe with,
On Wednesday, Lebanon submitted a proposed anti-settlement resolution to the 15-member Security Council on behalf of the Palestinians, with another 122 countries as co-sponsors. The United States, one of five permanent members of the council with veto powers, has not said how it would vote, but signaled its displeasure with the move.

The U.S. is not an honest broker for peace but an Israeli shill.

Except that Russia has always been a major player in the Middle East, and going on 20 percent of Israelis are Russian or Russian minions (Lithuania, Latvia, and Estonia),  and of course a permanent member of the security council...

It does not matter what they offer. Jerusalem is not for sale or barter. It is the Jewish capital, and has never been the capital of any Arab state in all of history. How much would Russia take to split Moscow with the Muslims?  Jerusalem is the heart of the Jewish people, and to divide it is to kill the Jewish people, which is why the Arabs are so insistent on it.

Let's see, the Israelis freeze settlement activity, the Palestinians adhere to all the Oslo agreements they broke, end incitement and hatred of Jews and israelis, stop insisting Israel admit 4 million hostile arabs into pre 1967 borders, and stop lobbing missiles into Israel. Sounds like a good deal

I guess it would not be true to say Israel broke any agreements - in your mind- since they never bother to abide by anyone them.

Over here in this universe, though, it is against the Geneva conventions to move in population to occupied territory... and Israel started the war (over in this universe) in 1967, and any two bricks they put together were illegal.

Not a single rocket (and they are rockets, not missiles... Israel has missiles and rockets and bombs and tanks and jets... Hamas has rockets) was launched into Israel for many many many years during the 43 year occupation.

I'm curious what this phrase means to you. Are only attacks on military targets ok? Or are any attacks on Israelis acceptable? Would you condemn a suicide bomber walking into a restaurant or is that a valid form of rebellion?

Apartheid - discriminative racial policies towards citizens of the country. Are Palestinian Arabs citizens of the state of Israel? Or, let's put it the other way, what discrimination experienced by Arab citizens of the state of Israel you can list to support you assertion that Israel is apartheid country?

Let's start with definitions ...
The article you've referred, and I assume share its view, states that:
Apartheid is any social system that separates and discriminates against people based on race or ethnicity, especially when that system is institutionalized by laws or decrees. But that is not correct, as the definition misses that discrimination in apartheid system applied only to citizens of the country in question.
Now, I have a question to you. Since the article and you, along with so many others, claim that the state of Israel is discriminates Palestinian Arabs, I ask if Palestinian Arabs are citizens of Israel. (Don't think so). If you still want to prove that Israel is apartheid state towards Arabs, then please kindly list facts of discrimination of Arab citizens of Israel. If that is to much challenge for you, try demonstrate discrimination of Druze or Bedouins by the state of Israel. If still you are not able to find any factual prove of racial, ethnic or religious discrimination of Israeli citizens then perhaps you'd think next time before posting links to bogus articles?

Medvedev was treated oddly, not visiting Israel despite the numerous post-Soviet collapse new arrivals there, both Jewish and non- Jewish. That the Soviet Premier believes in a Palestinian State is charitable. Perhaps there is a way for him to put his money where his mouth is.

Let's see, Israel freezes settlements and the Palestinians no longer insist on sending 4 million hostile arabs into pre 1967 Israel, they stop trying to end Israel's existence, they abide by all previous interim agreements and stop inciting hatred and violence towards Jews. I would agree to that.

There are today over half a million Israelis living beyond the 1967 line - greatly complicating the realization of a two-state solution. That number has grown dramatically in the years since the peace process was launched: in 1993 there were 111,000 settlers in the West Bank alone; in 2010 that number surpassed 300,000.

The settlements are clearly illegal according to article 49 of the Fourth Geneva convention - a status recognized in an opinion issued by the State Department's legal advisor on April 28, 1978, a position which has never since been revised.

Today there are 1.4 million ARabs living in ISrael, compared to 145,000 who remained in ISrael after 1948. SO the Israeli Arab population has increased by tenfold. Israeli Arabs today represent over 21% of the Israeli population, so why can't Jews in a future Palestinian state be 20% of their population as well?

As for the Fourth Geneva convention, conveniently passed after the first Israel-Arab war, there are serious questions whether it can be applied to Judah and Samaria. For one thing, Jordan occupied those areas before 1967, and there was no Palestinian state.  And Jordan has already signed a peace treaty with Israel. So one can argue that the areas that Israel occupied today is stateless, and hence the 4th Geneva is not applicable. And there are many legal opinions about it.  The problem is that because the UN is a political organization where the Muslims constitute a huge plurality, ISrael cannot get a fair hearing by either the UN nor the Hague. Naturally, the opinion of 56 Muslim, oil rich states with 1.6 billion is going to carry more weight than that of tiny Israel.

I lived in ISrael during the first intifada, and the Arab rioters kept stating that the "PLO is the SOLE representative of the Palestinian people,"  so they lied. Because now we see Hamas and other splinter groups who do not follow the orders of the PLO. So Oslo was based on a lie, because the Arabs were NOT represented SOLEY  by the PLO as they had claimed.

"String quartet?" Ah, what a symphony! As for Blair, he probably realized that the problem was insoluble and finally decided no longer to waste time with it. The Arab side makes any kind of reasonable solution impossible. He doesn't want to say it openly, so he's just moving on. He's not totally brain dead.

What mess? The coming of Jews back to "Palestine" was the best thing that happened to the Arabs there UNTIL the 1948 war!  From 1937 Peel Commission:

"The Arab population shows a remarkable increase since 1920, and it has had some share in the increased prosperity of Palestine. Many Arab landowners have benefited from the sale of land and the profitable investment of the purchase money. The fellaheen are better off on the whole than they were in 1920. This Arab progress has been partly due to the import of Jewish capital into Palestine and other factors associated with the growth of the National Home. In particular, the Arabs have benefited from social services which could not have been provided on the existing scale without the revenue obtained from the Jews."

He is up in front of the Chilcott Enquiry into the illegal invasion of Iraq on Friday for the second time.
His appointment was a joke and he was compromised further by a US$1m award for Services to Peace from Israel.
And his commitment to peace was proved when he only took over 2 years to bother to visit Gaza. And that was only due to the whole world watching in the aftermath of Cast Lead and his absence would have been notably glaring. his expression was one of so desiring to be somewhere else.
