Actually, libluv235 is correct. It is a skirt and top. Top is J. Crew, I believe the skirt is as well, but not sure from this photo.

It isn't a skirt set. Its a shift dress with different fabrications on the top an bottom and embellishment at the waist. These types of dresses are quite popular right now.

Yes, she's "hit or miss" like the rest of us I guess. But you know...she's not a movie star. She's an interesting dresser but that's the least of her qualities. She has her own style, she's a lovely, intelligent and caring What's in a dress! "Content" and substance, that's what I decidedly go for. The dress is really just a dress.

I would like to apologize for not having the slightest desire, or sufficient lexicon, to discuss the concept of Mrs. Obama’s wardrobe. All I can say—and with all due respect, Mr. President—is, “Dam, the First Lady, she REALLY has it gonin’ on! It is true HP voted Kristi Noem hottest on the hill. There should be no misunderstanding, hot she is. I am certain that many red-blooded guys would like to even spend a day with her. Michelle, on the other hand, she is the complete package, brains and beauty, now SHE is someone to spend the rest of your LIFE with. I’m just saying… ,
