WASHINGTON (Reuters) - Looming U.S. rules that power utilities face on air pollution could create nearly 1.5 million jobs over the next five years, according to a report.

Engineering, construction and pipefitting are some of the professions that could see a rise in jobs as U.S. Environmental Protection Agency rules push utilities to invest in new capacity and pollution controls, said the report "New Jobs - Cleaner Air". The report was commissioned by Ceres, a coalition of environmentalists and institutional investors.

Republicans and some Democrats in Congress have slammed the EPA's looming air rules on utilities as "job killing", saying they could push older coal plants into early retirement and raise electricity prices.

But the report, produced by researchers at University of Massachusetts Political Economy Research Institute, said investments to comply with the Clean Air Act have been good for the economy. It quoted the Office of Management and Budget, which said in 2003 that every dollar spent on compliance with the act since 1970 has led to $4 to $8 in economic benefits.

"The bottom line: clean air is a worthwhile investment," said Mindy Lubber, president of Ceres.

Most of the nearly 1.5 million jobs would be temporary, lasting through 2015 and depend on plants spending nearly $200 billion on pollution controls and building new capacity.

As utilities build new power plants a net of more than 2,000 permanent jobs in operations and maintenance would be created, even though many older plants could be closed, the report said.

In addition, the clean air rules can create jobs not counted in the report, such as in exports of domestically produced technologies like scrubbers that capture pollutants before they reach smokestacks.

"It's clear that clean energy investments that will be made to meet the federal Clean Air Act and state regulations will not only save thousands of lives and save billions of dollars in health care costs, but will also create almost 300,000 jobs every year," Senator Tom Carper, a Democrat who has sponsored air pollution bills, said in a statement.

The report looked at EPA rules designed to reduce emissions in the eastern half of the country of smog-causing chemicals, known as the Transport Rule, and to cut output of mercury and other hazardous pollutants from boilers, known as the Utility MACT rule.

Analysts say these rules are more certain than the EPA's new and looming rules on greenhouse gases, which several bills in Congress seek to stop or delay. The EPA is required by a court order to issue the rules on mercury.

Not everyone was sure that the rules on traditional pollutants would create new jobs. Dave Raskin, a lawyer representing power companies at Steptoe and Johnson LLP in Washington, said it was hard to predict whether power companies would be able to invest in large amounts of new capacity, because it depended on whether they would be able to raise rates on the power they sold.

"Will the money actually be spent or will the coal plants be shut down because the people who have to spend this money can't recover it from ratepayers?" he said.

I am for improved clean air standards. But let's not kid ourselves. Utilities are regulated. They are approved for a certain return on their investments, which is guaranteed by the rates they are allowed to charge. If $200 billion is invested and over a million jobs are created, virtually every penny will be paid in the form of higher rates over time. This is guaranteed through the way utilities are regulated. Good for the environment and people getting the jobs. Paid for by the consumer aka taxpayer. But it is better than most taxes at least, since it will be paid according to how much energy one uses.

Believe what ever reports you wish.... unemployment has dropped 8/10th of a percent in two months without any new jobs...just think how good the numbers will look next month....

I gave you the link to where the CBO was testifying before congress and stated to the congress that obamacare will kill 800,000 jobs.
It isn't often that when some one demands a link, that the link is provided where you can listen to the verbal testamony of the CBO to congress.
If listening to the words being spoken during testimony before congress does not satisfy you, that is very sad.

Perhaps it will. Take a wild guess where the money to pay all those will come from? Look, I'm all for clean air (not cause of so-called climate change), but because we all have to breathe it, but we need to be realistic from whence these 'new' jobs will be coming from, and who will ultimately foot the bill.

Of course, if it is going to cost more money we should absolutely allow the utility companies to continue to pollute. After all mercury poisoning isn't going to add anything to our health costs. Plus the fact that people are spending billions on medical care for asthma isn't the same as spending a few dollars more for energy. After all, we all have health insurance, we can pass our medical costs on to the insurance companies. Since we now have single payer health care we can just pollute all we want and save some money on energy costs. Great idea.

My family moved relocated to a new state so my husband could partcipate in a massive project at a mill within the paper company he works for. He is an engineer. He was very excited about the multi-million dollar project, it would be a once in a lifetime type of experience. They were going to put in a new boiler which would be one of the most energy efficient and clean boilers in the country, with state of the art technology.

Four years later, the project is stalled after the planning stages. Why? The company is worried about the new regulations that are on the table. Even though they had planned to put in the most state of the art equipment available, it still wouldn't meet these proposed regulations. Quite simply, they can't afford to meet these regulations.

So, a project that would have employed thousands of contractors, on top of the thousands of current employees who would be working on it, and pumped 100 million into the local ecomony and economy at large is in limbo, because the company doesn't want to spend that kind of money only to be told that it no longer meet regulations, even though the technology to meet these proposed regulations currently doesn't exist.

That is why Obama is accused of being a "jobs killer."

We haven't found "clean, affordable and reliable electricity" yet. Solar and wind schemes cost 3-4 times as much as current electricity generation.

We should find the SOLUTION b e f o r e spending government money. These wind and solar "development deals" are just enriching developers. One wind farm in Texas has $244 million in "development fees" simply because they got the project approved. They are ALL prominent Democrats. Except for the nuance that this is 'politics," it would otherwise be considered theft.

Our government should do only one thing regarding "clean energy," offer a $1 billion PRIZE for a solution. That will inspire some real innovation and probably lead to a breakthrough. Plus, it's a lot less than the $50 billion Obama and DOE have given to "developers."

Yes, of course they are all "prominent Democrats". It is Texas after all. Home to all those Democrats. Plus there isn't a single Republican who would ever do something like this. Republicans never take advantage of government programs to cash in. It's always the Democrats. Republicans are so honest and upstanding. If we were all Republicans we could just do away with EPA regulations, pass out gas masks and be done with it. Why regulate pollution? If we have to pay more for energy then it's better to just pollute and let the next generation worry about the health costs. It isn't our problem. And Republicans understand that all we need to worry about is today. The only thing we don't want to pass on to future generations is the deficit. It's fine to pass a polluted planet on to future generations. It's something every Republican understands.

This is another Stimulus hoax. The amount of jobs lost will far outweigh the gains. Look at Spain, who tried the green jobs approach. They now have 20% Unemployment. Complying with regulations is not a revenue generating investment, it is an expense without an offset. It is a jobs killer and a blow to shareholders and small businesses. This is more nanny state fear mongering to control the masses. Green is the new Red.

Right it's the green jobs that Spain created that lead to 20% unemployment. It has nothing to do with the the world wide financial collapse. Why are people so foolish? Can't they understand that green jobs are a fad. We have more than enough oil and coal to last us another 50 years. After that, who cares? We need to stop creating green jobs because Spain has 20% unemployment and they created green jobs. Right.

How long is your timeline?

If public utilities had competitors like cell phone providers do, they couldn't upgrade their technology fast enough to one-up their rivals. This would be seen as a cost of doing business and nothing more. Because utilities have no competition and need to please their institutional investors with a reliable dividend, the cost will be passed on to rate payers and possibly employees through layoffs and pay cuts.

The cost of NOT upgrading their technology is being passed on to the taxpayer whether they do or don't upgrade because there is NO cost to them for polluting. This taxpayer cost exists today whether they do nothing at all and it will continue to increase into the future with higher medical and clean-up costs.

You and I will pay for this indirectly through rate and tax increases now and directly through our own health deterioration in the future.

I guess that's what I don't understand about GOP patriotism. You're willing to sacrifice your own life and liberty so a corporation can enjoy its profits.

Why can't we have a bailout for these energy companies and energy power plants that are vital for the national security of the United States. We're complaining about having no money but we'll easily hand money over to people that were robbing everyday citizens behind their back. Instead of donating to international charities why don't they put money into our country to improve the infrastructure. Energy efficiency, new jobs, and less pollution of our land we depend on for water, food and building materials is a better alternative to closing and killing jobs.

Every time we try to get our air cleaned up and the future of our planet strengthened, the republicans and some blue dog dems play the "job killing" card. Every kind of regulation is supposedly a "job killer." For the most part, this just isn't true. And if further regulations are going to cause the coal companies to have to pay any more money, then they probably could afford it without cutting jobs. They can just cut back on CEO pay and the president/VP pay in order to save the jobs of their employees. Oil and coal are big businesses, and I don't buy it that regulations will make them have to let workers go or pass the cost on to the consumers. I mean if you really have to, go ahead and pass the cost down a little, but the rest of the cost you should just eat. Do it because it is the right thing to do for the health of our planet and the people on it.

China is the one polluting the air. Factories in the US are the cleanest in the world already, and many of them can't afford to spend like this. The US companies that do have the kind of money needed to put in new boilers and pay people to update their equipment have either already done it, or else they already moved their manufacturing sectors to China and India years ago.

All this will do is send more manufacturing to China, where air quality and water quality are basically so awful that it is a human rights crisis. The government there technically has some great regulations, but no one actually has to follow them.

Clean air regulations are not job killers, if they were we wouldn't have had the huge growth in the power industry over the past 30 years all while increasing regulations.

They are if the technology to meet the new standards simply does not exist, because they are impossibly high and/or violate the laws of physics. Here is an article about the new regulations that are affecting my husband's job, where they burn the bark from trees (trees that come from their tree farm) in order to produce the electricity needed to power the mill and make paper. The paper industry is one of the last manufacturing industries left in America. These new regulations is also one of the reasons the new boiler project is in limbo, and the contractors and construction workers who would have been hired to work on it were not. That is a jobs killer.

"The limits are impossible to meet, according to Cleaves. They would require installation of a non-existent "huber boiler” unit, he expained, with an emissions-reduction capacity "greater than what technology can possibly deliver in today's world."

"No such boiler can achieve all of the emissions standards that EPA is proposing in their rules," he said.

Even if the standards could be achieved, Cleaves said they would cost "billions of dollars" and would force many plants to close, putting the nation's effort to combat global warming in jeopardy."
