WASHINGTON — President Barack Obama's proposal to cut nearly in half a $5.1 billion home heating aid program for the poor has drawn howls from some of his staunchest allies – Northeastern Democrats.

The region is suffering through one of its harshest winters in years, and the lawmakers say the cuts could imperil more than 3 million families nationwide who need the money to stay warm. With no help from the White House, Northeast lawmakers expect an uphill fight as Congress takes a hard line on spending aimed at reducing the budget deficit.

Democrats from the Northeast are accustomed to having the program targeted for cuts, but the push usually comes from Sunbelt Republicans, not a Chicago Democrat.

On the flip side, Obama's tough line on heating aid helps strengthen his message that he's willing to cut spending to a key constituency.

Massachusetts Sen. John Kerry, one of the president's most loyal supporters, complained in a recent letter to Obama that his proposed cuts to the federal Low Income Home Energy Assistance Program could be devastating, especially to the poor and elderly with heating bills that can run into thousands of dollars.

"It's an understatement to say we have tough budget decisions to make, but there's a ton I'll cut before we slash home heating help in a brutal winter when heating oil costs are sky high," Kerry said Monday in a statement.

Democratic Sen. Kirsten Gillibrand of New York, where nearly 1.5 million households are expected to get aid this winter, was even more blunt.

"I don't think we should balance the budget on the backs of seniors who cannot afford the rising costs of heating their home," she said.

Rep. Edward Markey, D-Mass., a key Obama ally on environmental and energy issues, was similarly critical: "We should not be trying to balance the budget on the backs of our poorest families who are struggling to make ends meet."

Obama, at a news conference Tuesday, defended the heating aid cuts in his budget proposal for the fiscal year that begins Oct. 1 as painful but necessary to help reduce the budget deficit.

The government in fall 2008 nearly doubled fuel assistance, releasing $5.1 billion to states for the following winter.

Obama said that the big increase was due to a spike in energy prices and that since then energy costs have eased closer to what they were before the 2008 rise. Obama said that helped pave the way to scale back spending for the program to what it was before the 2008 boost.

"If it turns out that once again you see a huge energy spike, then we can revisit it," Obama said. "But let's not just assume because it's at a $5 billion level that each year we're going to sustain it at a $5 billion level regardless of what's happening on the energy front."

Northeast lawmakers said Obama's cuts ignore the slumping economy and the resulting increased demand for help from the poor.

Sen. Bernie Sanders, a liberal independent from Vermont, said residents there are especially feeling the energy pinch this winter, paying nearly $3.50 a gallon on average for heating oil, up more than 70 cents a gallon from last year.

It can easily cost upward of $2,600 to heat a home during a New England winter, said Mark Wolfe of the National Energy Assistance Directors' Association, the association of state officials who administer the program and who oppose Obama's proposed cuts.

About 64,000 Maine households this winter are expected to get heating aid that averages about $830 per home, state officials said. The average annual household income for those getting aid is $16,679, officials said.

An estimated half million New Jersey residents could lose heating aid under Obama's cuts, said Sen. Robert Menendez, D-N.J.

In Pennsylvania, about 627,000 households are expected to get aid this year.

Northeast lawmakers for years have sought increases for the federal energy assistance program.

The number of households needing help paying energy bills is expected to hit a record high this year for the third straight year, Wolfe's group has estimated.

The association said the number is expected to climb to 8.9 million households this winter, up from 5.5 million in 2008.

If President Obama succeeds in cutting heating aid back to 2008 levels then he should take the difference and weatherize the homes of the people affected.

New furnaces, new windows and doors, insulation, whatever it takes but the investment will certainly pay off down the road and stimulate the economy in the short term while providing a little political cover.

Oh yeah, the federal tax credits for energy star materials need to be renewed as well for the rest of us; I want some new windows, too.

We are well on our way to becoming a majority moocher society. That is a society where the majority of people rely in some form on the government to survive. On the other side remains the shrinking pool of producers who will continue to be looted in order to support the moochers and their addictive government habit.

Yea, Obama is becoming a real disappointment to those millions who voted for him. Now, he is viewed more closely with a jaundiced eye as his policies begin to drift more and more to the right. Surely, he must be thinking of 2012 and not the promises he made in 2009. Sad and disgusting.

Obama turns a cold shoulder to the citizens to whom he is responsible, and warms his hands at the hearth of Wall Street.

Community organizer, Constitutional scholar, and now President, how better to demonstrate callousness more associated with the nature of autocracy. Yet, we know that this is no autocracy, it is the sycophant beholden to benefactor and the resulting plutocracy which our politicians, in the majority, serve.

The problem is that President Obama is to the right of most Democrats.

He's a centrist that doesn't care about liberal causes. What he wants is progress and he is willing to compromise core liberal values in the process. This wouldn't be a bad thing except that the Senate Democrat leadership in the form of Harry Reid is basically incompetent.

Nancy Pelosi was able to marshal the Democrats in the House and we even saw Republicans jumping ships on issues like Health Care Reform. Harry Reid can't keep the Democrats in line, let alone pull Republicans in.

So, we've got a President that's ready to compromise and a Senate that's incapable of mounting any kind of resistance to a minority party. The result is an administration that generates budgets, laws, and programs that are unpopular with its own party.

Obama has to make heating aid cuts. How else would he be able to afford $ 120 billion a year to finance his nation-building in Afghanistan? How else would he be able to offset the $ 900 billion in tax cuts he approved for the super rich?

The pres doesn't mind cutting off the heat to babies, children and the elderly but he sure made sure that the billions of dollars to pay GE for an airplane engine that no one wants or needs was included in the Defense Dept spending. We need a leader. The "politician's" in charge of our country are so busy jockeying to win their re-elections that they do not have the courage, fortitude or integrity to make the tough decisions. The pres and dems should be charged with "dereliction of duty" for failure to come up with a 2011 budget. There's no excuse, they could have passed anything they wanted with a majority house and senate.

In other words--he's playing politics with people's heat during one of the most drastic winters in memory.

Time to cut the heat at the WH and see how Michelle and the girls like it. After all--the heat at the WH is also subsidized by the taxpayers.

That's strange. We live in Oregon, where we are experiencing a very mild winter. It never got to freezing in January yet our Electric bill last month was 350 dollars. It had never been above 250 in our worst winter.

Black History Month - I Hate it!!

Not really! After writing about progressive causes on this blog you would think that I would be recovered by now. Black history month carries mixed emotions for me. The news is a bit disengenous with it's portrayl of black folks on TV and other mass media.

I have had white co-workers exclaim, "you have a black president (Obama) you don't need to celebrate black history! I beg to differ! Until we gain economic parity with our
white counterparts, we need to recognize black history month.

I have republican friends who don't want to discuss the issue of celebrating black history. Everyone has an opinion about what and how we should celebrate black history. Both Obama and his republican colleagues should try and find middle ground on this sensitve topic.

I agree that we still need to recognize black history month, but I am tired of hearing about the middle ground because some things just aren't right (in the sense of right and wrong) and shouldn't be conceded no matter if Republicans threaten to hold their breath until they faint.

(I wouldn't mind that actually. A little peace and quiet for a little while.)

Maybe its because as we watch our country implode, Black History month just doesn't seem that important...Lady Gaga of course....but not Black History Month.

Speaking of such things...I just heard that the Hispanic population in the US now outnumbers African Americans so shouldn't we have Brown History Month now?
