WASHINGTON — Republicans won an early round Wednesday in their fight to shrink the government, pushing $4 billion in spending cuts through Congress in a bill that puts off the possibility of a government shutdown for two weeks.

Largely a spectator so far, President Barack Obama dispatched his vice president to initiate negotiations on a broader, longer-term spending bill and find "common ground" with GOP leaders determined to cut tens of billions of dollars more and undo much of his agenda.

He conceded in advance that any deal on a government budget covering the next seven months will feature cuts, not just the long-term freeze he proposed last month.

The Senate cleared the temporary spending measure by an overwhelming 91-9 vote after the House passed it with a large bipartisan vote Tuesday. Obama signed it Wednesday afternoon.

After initially being rejected last week by Senate Majority Leader Harry Reid, D-Nev., the two-week cuts written by House Republicans shot through the Senate with minimal opposition on the right and left.

The upcoming talks, to be led by Vice President Joe Biden, promise to be far more difficult. Those talks could begin as early as Thursday.

"This agreement should cut spending and reduce deficits without damaging economic growth or gutting investments in education, research and development that will create jobs and secure our future," Obama said. "It should be free of any party's social or political agenda, and it should be reached without delay."

Republicans who outmaneuvered Senate Democrats and the White House in orchestrating passage of the two-week measure called on Democrats to offer a longer-term solution of their own in response to a $1.2 trillion GOP spending measure that passed the House last month.

"It's hard to believe when we're spending $1.6 trillion more than we're taking in a single year, that it would take this long to cut a penny in spending, but it's progress nonetheless," said Senate GOP leader Mitch McConnell of Kentucky. "It's encouraging that the White House and congressional Democrats now agree that the status quo won't work, that the bills we pass must include spending reductions."

The insertion of Biden into the talks – he played a lead role in bipartisan efforts in December to extend Bush-era tax cuts and ratify a nuclear arms treaty with Russia – was seen as evidence that the White House wants to regain the initiative. White House chief of staff William Daley and budget director Jacob Lew, who will also participate, held an early evening meeting Wednesday in the Capitol with House Democratic leaders.

House Republicans last month muscled through a bill that could cut spending over the next seven months by more than $60 billion from last year's levels – and $100 billion from Obama's request. It would also block implementation of Obama's health care law and a host of environmental regulations. The White House has promised a veto and it could take weeks or months to negotiate a compromise funding measure that Obama would sign.

"The House position is perfectly clear. We cut $100 billion off the president's request for this fiscal year," said House Speaker John Boehner, R-Ohio. "We have no clue where our colleagues on the Senate side are."

The earlier House measure blended dramatic cuts from almost every domestic agency. It also would block taxpayer money from going to public broadcasting and Planned Parenthood family planning efforts. Money for food inspection, college aid, grants to local schools and police and fire departments, clean water projects, job training and housing subsidies would be reduced.

"The level of cuts some of my House colleagues propose would cut the federal government's nose off to spite its face," said Sen. Mark Udall, D-Colo.

Federal Reserve Chairman Ben Bernanke weighed in Wednesday, telling a committee the House GOP's spending cuts plan would reduce economic growth by as much as two-tenths of a percentage point and hurt job growth.

"That would translate into a couple hundred thousand jobs," Bernanke said. "It is not trivial."

The $4 billion in immediate savings produced Wednesday comes from some of the easiest spending cuts Congress can make. It hits accounts that Obama has proposed eliminating and reaps some of the savings brought about by Republicans' earlier moves to prohibit lawmakers from "earmarking" pet projects for their districts and states.

"While some have been patting themselves on the back for proposing $4 billion in so-called `cuts,' in reality this bill fully funds billions upon billions of dollars in wasteful, duplicative programs that should be eliminated, reduced or reformed," said freshman Sen. Mike Lee, R-Utah, who defeated a GOP incumbent last year with tea party backing.

At issue are the operating budgets of every federal agency, including the Pentagon, where Defense Secretary Robert Gates is increasingly anxious for a full-year funding bill with budget increases. The so-called discretionary spending represents about a third of the overall $3.8 trillion federal budget, and government agencies have been operating at last year's funding level for five months since the start of the budget year in October.

Gates pressed House lawmakers for a Pentagon spending bill, warning them that without a budget increase "there's no funds for the pay raise, for any increase in fuel prices, no money to pay for increases in health care costs. It has a severe impact." He said contracts could become more expensive and efforts to build Virginia-class attack submarines could be compromised.

Across Capitol Hill, the head of the Environmental Protection Agency warned a Senate panel of severe consequences if EPA enforcement efforts are slashed.

"If Congress ever gutted that funding, then EPA would be unable to implement or enforce the laws that protect Americans' health, livelihoods and pastimes," EPA administrator Lisa Jackson said. "Big polluters would flout legal restrictions on dumping contaminants into the air, into rivers and onto the ground."

Which means that in two weeks we have to do this stupid stuff all over again.

I actually blame the Democrats for this mess. Why didn't they pass a budget when they had the majority? Now, I'm blaming the Republicans for being so "financially responsible" they want the poor to shoulder the entire burden of the spending in D.C.

Yup, those social programs are ruining our country. NOT. Those in Washington are still for giving tax breaks to the rich, while the middle class cannot even negotiate a fair wage or conditions from the Republicans rich corporate owning friends. But the poor who have children cannot get reduced-price milk or healty food for their kids. But the rich are purchasing luxury items en masse again. The luxury items don't even come from America, they are made elsewhere. Politicians are lying through their teeth to a mass of people who need mental evaluations and actually gaining support from said crazies. Hate speech hasn't gone away or even underground, it is right out there in the open. But Repulicans want to defund a couple of the few places where you can learn the truth...and that will solve the deficit. What part of this makes sense to anyone?

I'm sitting down and reading reports to see what can actually be done away with or cut without hurting actual American citizens. I bet I finish before those wonderful elected representatives of the people.

cut all federal EMPs salary above 40k by 7-10% just for a start

stop the funding of the 420,000,000 of our tax dollars that goes to the Corporation for Public Broadcasting

stop the funding the NEA

cut off Saturday delivery for the postal service and save almost 1/6th of the cost and maybe make a profit

raise the social security age to 70

develop a fast track deportation system for all criminal illegals

make it legal for landlords to check the e-verify database for legal status of potential renters

then make it a crime to rent to illegals

repeal oh bama care

return the troops from all over the world except 3 or 4 strategic bases

let the rest of the world start defending themselves

cut all foreign aid

kill the amnesty bill

stop most entitlement programs

reverse the budget process with the spending is set to zero each year......then we look at the governmental intake and now each programs cost must be justified until the governmental intake is hit less 10%

if there are still more programs that are valuable then it is time to cut……

The republican majorities don't like to bring up the entitlements for Congress and Senators, their focus is how to take from the middle class, poor people and Social Security, which they have pilfered for years and Medicare too. Congress gets their full pay after serving one term and healthcare for life. GW Bush Sr. and the rest of the ex-presidents and their staff get full benefits. Congress got a raise this year, while social security recipients have had none for two years.
Next election we have to put liberal democrats in the majority, the real majority.

WASHINGTON — The Republican-controlled House opened the envelope of postal finances on Wednesday and what it pulled out wasn't pretty.

Unless things change, the post office will run out of money by the end of the fiscal year in October, Postmaster General Patrick R. Donahoe told the House Oversight subcommittee on the postal service.

Donahoe said that as of Sept. 30 his agency will owe the federal government a payment of $5.5 billion to fund medical costs, in advance, for future retirees, and in November it will need to make a $1.3 billion payment for worker's compensation.

"The Postal Service will not have the cash available to make both of these payments. We need legislation this year to address that fact," he said.

well, though this will be rehashed again in two weeks, I'm glad.
Now we have to make sure that every, and I mean "every" bagger, repub and indie, knows exactly what the repubs cut.
I feel bad for those who have to suffer but we really need to make sure they know who is causing their pain.

The other day a vote was held in the house to save 3 Billion dollars a year by ending the tax subsidies to oil and gas companies, EVERY Pub in the House voted against it.

I thought the GOP was about fiscal conservatism?

Besides listening to the GOP lately they been spewing that the USA is broke but I guess not broke enough to still give away 3 Billion a year to the oil and gas companies.

Pro-austerity propaganda has won the day with the American public.

A new Rasmussen poll funds that 58 percent of likely voters would approve of a shutdown until Democrats and Republicans can agree on what spending to cut.

The budget “crisis” is a phony construction, the result of right-wing “starve the beast” ideology. There is plenty of money out there—but the pols don’t want it.

There is no need to lay off a single teacher, close a single library for an extra hour, or raise a single fee by one red cent.

Every government can not only balance its budget, but wind up with a surplus.

The solution is simple: tax the rich.

You are correct.  The "drown government" ideology has been pushed by Grover Norquist who was Director of Policy during the Bush administration, but it started under Reagan.
 
They gave enormous tax cuts to the wealthy in order to defund the government and run up record deficits.  Then they blame the deficits on Democrats and seek the political capital to destroy the federal government.
 
A study of Norquist is very revealing.

Of the $800 Billion stimulus about $160 Billion went to tax cuts for the lower 95% of wage earners and nearly $300 Billion hasn't been spent due to Rebulican Obstruction.

The 300 billion has already been added to the debt and is being held up because the Republicans won't allow it to be dispersed.
They are keeping the funds already allocated from being released into the economy.

My idea for SS reform. Employees can opt out of paying into SS with the knowledge that they will not receive it when they would "qualify." Basically, we give people the opportunity to save money on their own OR continue to let the government be their nanny.

All the baby-boomers are now entering retirement, and when they were the original SS financiers, everything was ok. Now that they are pulling money out and far less people are paying in, the funds will dry out like a pond in a desert.
Now, I don't hate old and/or disabled workers. I just don't like the government trying to control how I save for retirement.

I hate the "more perfect union," which is acting more and more like a nanny. I understand people don't like personal responsibility, but the government should encourage its citizens to accept their responsibility, not provide avenues to avoid it.
