Norway Rejects Offshore Oil Drilling Over Spill Concerns

Arctic Drilling

By BJOERN H. AMLAND   03/11/11 10:08 AM ET   AP

OSLO, Norway -- Norway on Friday rejected oil drilling in ecologically sensitive waters just above the Arctic circle, partly because of worries over a disaster like the Gulf of Mexico oil spill.

Environmentalists and local fishermen oppose such activities around the Lofoten and Vesteraalen islands off northern Norway, an important spawning ground for cod.

The center-left government decided not to allow an environmental impact assessment in the area, which would have been the first step in preparing for exploration.

Environment minister Erik Solheim said an analysis of the Deepwater Horizon blowout in the Gulf of Mexico last year influenced the decision.

"The chances for such an accident are small, but the consequences would be enormous," he said. In addition to the fishing resources he was concerned about the large seabird population in Lofoten.

The decision was criticized by the oil industry, which is pushing for new areas to explore as production drops from Norway's North Sea oil fields. Experts say the area around Lofoten could contain as much as 3.4 billion barrels of oil.

"We are very dissatisfied," said Gro Braekken, managing director of the Norwegian Oil Industry Association. She said Lofoten is "the most interesting area and where production can be started at the fastest pace."

Prime Minister Jens Stoltenberg said the government will open for oil activities in waters further north, in the southern part of the Barents Sea close to the Russian border. Norway and Russia agreed a year ago on a joint border in the long-disputed area. Stoltenberg said an environmental impact assessment could be made in the area once Russian lawmaker ratify the agreement.

Braekken welcomed the decision regarding the Barents Sea but said it will take much longer to start production in that remote Arctic area, than around Lofoten, which is closer to existing infrastructure.

What's that you say? Norway is a debt free country?? You'd think the baggers would love it, right?......But won't!! Not with universal health care, and so many social safety nets to help the poor and seniors. Too much education is another "problem" in Norway, as that would totally undermine the oil dependent right wing agenda......I'm expecting Beck or Limbaugh to jump on this "outrage" immediately.......

Of course you neglect to include that Norway's population is about 5 mil, the same as D/FW. Oil and gas is 45% of total exports and 20% of GDP.

What must it be like to live in a country of educated, aware people, whose politicians apparently do at least a decent, competent job?

Norwegians are obviously smarter than many Alaskans. They have also been using their oil resources to pave the way to real energy independence as well as improving the well being of their citizens without giving excessive breaks to unaccountable corporate profiteers..

Not that I don't love their social policies.. but it seems they have no problem doing environmental damage as long as it's not in their back yard.

They use a lot of small scale hydro in Norway.  Washington State, could produce all lot of our own energy because we too are full of streams and rivers.

Lutefisk -- Just say no!

They are currently building a system of wind farms up and down the coast, with the intent of selling the electricity to mainland Europe. They already sell their excess hydroelectric power to other countries.

It isn't just Norway. All the Scandinavian countries are social democracies.

The Norwegian government is not against off-shore drilling of oil per se, but they are against allowing drilling near the Lofoten Islands, one of the most productive and important fisheries in the world.

On the subject of Norwegian oil production, most of the profits go to the state, which in the case of Norway (unlike countries like the USA), means the profits go for the benefit of the people. Norway has absolutely zero federal debt, and has a huge rainy-day fund for future problems.

As for Norway's system of socialised medicine, it is not and never has been dependent on oil profits. The socialised medical system in that country was established many decades before oil was ever discovered in the North Sea.

An interesting aside; when oil was first being developed in the North Sea, in Norwegian territorial waters, large American oil companies were invited in to lead the exploitation of the resource. It did not take long for the Norskies to kick the American oil companies out of a managerial role in the oil business, as they cited the Americans' inability to treat workers responsibly. There is a long history of workers and management cooperating in Norwegian businesses. Workers are treated extremely well, and the workers know that the companies which they work for have to be profitable in order to keep employing them. It is a tradition that works well for them. The American business model is the butt of jokes over there.

Thank you for the background on Norway and its wise move to control the production of oil. So many countries are so sensible, utilizing their own resources for the good of the country.

I forgot to mention the socialized higher education system. That also, from long before oil was discovered, was free to academically qualified students.

Geothermal.  All any energy system does is boil water....even nuclear.  Just a little way under the ground and we have enough energy until the planet goes cold.

"Just a little way under the ground." ???

Earth's crust is 20 miles thick. That's too far to drill.

But if the geothermal source is natural, like Iceland or New Zealand, fine. It's the perfect answer.

Hi Marlyn.  There are many places on the earth where the magma is very near the surface.  I am also a big fan of nuclear power..... the sun!  The sun is a huge nuclear reaction and is a safe distance.

All we need any energy source to do is boil water.  Putting nuclear reactors on this planet is a crazy Rube Goldberg machine.  Way too complicated for the simple thing we need it to do.  BTW... did you see scientists at Stanford this last week announced a new way to boast solar panels by at least three times.

The main difference between European countries and the US is that their population is far more educated and understands basic math so they are amenable to arguments saying that drilling or not doesn't make a difference to the economy.
The same applies to the US.
Total US reserves: ~21 billion barrels.
US consumption: ~22 million barrels/day.

Nothing like being dependent on the Middle east and Russia instead. The Ruskies will just drill next to where the norwegians won't. FAIL
