ALGIERS/TUNIS (Reuters) - Libyan leader Muammar Gaddafi's forces used tanks and artillery on Wednesday to try to retake the city of Misrata, the last big rebel stronghold in western Libya, residents said.

But rebel fighters in Misrata, on the Mediterranean coast about 200 km (130 miles) east of the Libyan capital Tripoli, said they had stalled a ground attack on the city and seized some tanks from pro-Gaddafi units.

"The fighters have defeated Gaddafi's forces from the southern and western side (of the city)," a resident, who gave his name only as Mohammed, told Reuters by telephone.

"The shelling on the city stopped and the rebels have captured some tanks. The battle is continuing on the eastern side, but it is not a heavy one."

Earlier, residents and rebel fighters who spoke to Reuters said Gaddafi loyalists had begun to bombard the city at 7:00 a.m (1 a.m. EST) with tanks, artillery and rockets, in what appeared to be preparation for an assault.

But they said that ground forces had yet to enter Misrata and were still in the outskirts.

Accounts of fighting in Misrata could not be verified because Libyan authorities have barred reporters from the city. Libyan officials had no immediate comment on reports of an attack.

A doctor at Misrata hospital said 11 people had been killed and 20 wounded in the fighting. He said the wounded were being brought to hospital in private cars because ambulance drivers were afraid of being hit by shells.

"We have enough medicine but we are short on staff," said the doctor, who gave his name as Muftah.

A rebel fighter in Misrata, who did not give his name, said the city would make a stand.

"They are trying to enter the city. I do not think they will be able to do it, at least not today," he said.

The assault on Misrata, Libya's third-biggest city with a population of about 300,000, coincides with a rapid advance by Gaddafi's forces on rebel strongholds in eastern Libya.

Gaddafi, in power since a military coup in 1969, lost control of large swathes of Libya in a revolt last month, but since then his security forces have fought back.

State television made an appeal to the people of Misrata to support the security forces and turn their back on the rebels.

"The armed forces are from you and for you," the appeal said. "Avoid strife ... This is a call for stability and security for everybody. Do not listen to provocation and avoid discord."

My objection to this whole fiasco is that President Obama didn't state,-- loud and clear -- from day 1 -- that any intervention by the US was "off the table" and that this was in the hands of Arab league and the EU.

And, that the US would offer humanitarian aid to refugees and non-Libyans citizens who chose to leave the country.

It's obvious that the governments in Tunesia, Egypt and other Muslim states don't give a d@#&
about the fate of their fellow "freedom fighters". For years these people have yipped and yapped about the "West's" interference. This was their chance to make a difference!

Well. Perhaps we can make difference. Notice how no one talks about the Bosnian intervention,

Why mention something that worked? Why compare that to now? What a waste of time!

Time....curious thing.

What if this "time" we make a positive difference? Or do we just continue to arouse, solidify and entertain our cynicism forever?

What could possibly go wrong with that?

The Balkans...Bosnia and Herzegovina as well as in Kosovo....

The EU/US did intervene. The results have been mixed. Declaring Kosovo an independent state was a breach of International law. (Now the remaining Serbs in Kosovo are the victims of the Muslims.).

Libya is a sad situation; it's unfortunate that Gaddafi was not able to look ahead and see that his policies would eventually lead to anger by the populace. But; that's human nature to not be able to see the future.

That said; would Russia intervene on Gaddafi's behalf; if he was being beaten? It's been rumored that KSA has sent arms to the rebels. But it might be too little too late at this point.

At this point in time; the US citizens would be rioting in the streets if one of our presidents started to openly unilaterally intervene. Just about everyone but the Neo-Cons has had enough of "foreign adventures"

Many Americans are asking "What happened to the 'peace dividend' that we were promised all through the Cold War" They are also seeing the wisdom of the Founder's regarding warnings of "foreign entanglements" as well as president Eisenhower's warning about the MIC.

It is unfortunate that President Obama didn't state that Libya was the responsibilty of the EU and the Arab league. It's obvious that American intervention is not what the majority of the citizens of this country want to purse.

And just what would you suggest the U.S. do? Where are the other Arabic nations? There are hundreds of fighter jets and pilots in the ME region. Any number of nations could have planes over Libya within 15 minutes. Where is the Arab League in all of this? They don't need to rely on U.N resolutions that would likely be vetoed by China and Russia anyway?

I personally applaud the International Community for showing due restraint in the decision to get in the middle of yet another countries internal strife. This is a fight started by the Libyan people against the current government and it is not ours nor anyone else place to interfere. But then again I don't like the other countries sticking their noses into our business either.

We have been sticking our nose into everyone's business for a very long time. We are the biggest arms dealer in the world. We have kept more corrupt dictators in power then any other government if it has suited our needs. Saudi Arabia is a horrible dictatorship but it suits our needs to keep them in power. We do not have clean knives, they have blood on them, really.

I agree with you on all points, but I think other countries do indeed need to stick their noses into "our business".

The international community's intervention could start with IMPOSING STRICT REGULATION of the nuclear power industry.

That way, the two brave engineers at GE who resigned in protest because their legitimate worries about the safety problem of the Japanese nuclear plant 30 years ago would have been HEARD!

Let's say the UN oversaw US government regulations. They could IMPOSE stricter regulations of FINANCIAL MARKETS too.

That way, both the nuclear and financial fall-out would not infect the entire planet!

But above all, if we had UN control over US foreign policy, we might have avoided our lopsidedly pro-Israel stance these many years, which has led America to propping up the worst Arab dictatorships for the sole reason that the favor "peace" or a state of nonbelligerency with Israel -->> all of which led us into the two Iraq wars.

No, I think there is something to be said for international interference in "our business".

Here in Brazil the news stated that Gaddafi's son has recently called Sarkozy (who have recognize the "rebels" as the true leaders of Lybia) "a clown" and said he should give Lybia back the Lybian money used to finance his campaign and get him elected, he said everything is detailed and he can reveal it. Gaddafi himself said he was a good friend of Sarkozy, but nowdays "he has gone mad".

This is good stuff regarding the double standard among European conservatives. HF is missing out.

I understand your concern about spelling, but it is hard to correct one's spelling errors in the tiny frame provided by HP to write these texts (I see a maximum of four lines as I type). It is true that we could everything on a Word doc and then run a spell check, but most of us are shooting these things off at work and don't have the time.

This really makes our Harvard educated president look like a undecided little boy sticking his finger in the wind to see which way it is blowing. It is a time for a leader, and we now know that Obama just does not measure up when going gets tough. Not helping people fighting for freedom is totally inexcusable when a tyrant, that allowed his agents to down an airplane full of people, is allowed to slaughter his own people. What have we become in this country, to have elected leaders like Little Boy Obama.

It will backfire if we get involved in any way shape or form.

Do you remember Iraq? Kosovo? Bosnia? Egypt? Jordan? Algeria? Kuwait? Pakistan? Afghanistan? Indonesia? KSA? Lebanon? Dozens and dozens of other times the US has intervened to aid Muslims, and it has been vilified and blamed for it, for decades after. or any good the US did was quickly forgotten in a wave of chants of "Death to America".

So...at a certain point, you leave them to their own resources.
