U.S. Mulls Libya Air Strikes Ahead Of Battle For Benghazi

TRIPOLI (Reuters) - Libyan government soldiers battled rebels on the road to the insurgent stronghold of Benghazi on Thursday as the United States raised the possibility of air strikes to stop Muammar Gaddafi's forces.

But the international debate on what action to take may have dragged on too long to help the anti-Gaddafi uprising, now struggling to hold its ground one month after it started.

Clashes around Ajdabiyah, a strategic town on the coastal highway, hampered the government advance on Benghazi but the army warned citizens it had the city in its sights and people should leave rebel-held locations.

On the approaches to Ajdabiyah, burned out cars could be seen by the roadside while Libyan government forces displayed artillery, tanks and mobile rocket launchers, much heavier weapons than those used by the rebels.

The United States, previously cool on the idea of a foreign military intervention, said the U.N. Security Council should consider tougher action than a no-fly zone over Libya.

"We are discussing very seriously and leading efforts in the Council around a range of actions that we believe could be effective in protecting civilians," U.S. Ambassador to the United Nations Susan Rice said in New York.

"The U.S. view is that we need to be prepared to contemplate steps that include but perhaps go beyond a no-fly zone."

Washington had initially reacted cautiously to Arab League and European calls for a no-fly zone over Libya, with some officials concerned it could be militarily ineffective or politically damaging.

Diplomats at the United Nations told Reuters that the United States, Britain and France now supported the idea of the council authorizing military action such as airstrikes to protect civilian areas.

U.S. Secretary of State Hillary Clinton said she hoped the security council would vote "no later than Thursday."

Saying Gaddafi seemed determined to kill as many as Libyans as possible, she said "many different actions" were being considered.

Russia, China, Germany, India and other council members are either undecided or have voiced doubts about the proposal for a no-fly zone. Italy, a potential base for military action, ruled out military intervention in the oil-exporting country.

A U.S. official said he could not confirm any discussion of a plan to attack Libyan forces. In theory, he said, military action could be directed not only at Gaddafi's air force, but at artillery and communications systems too.

The U.S. change appeared to driven by the worsening plight of the rebels, who are fighting to end 41 years of rule by Gaddafi and have set up a provisional national council in Benghazi.

Their ill-equipped forces have been routed by troops backed by tanks, artillery and war planes from towns they had seized in the early days of the uprising.

ARMY ADVANCES

Gaddafi, in an interview with French daily Le Figaro, said his troops' aim was to liberate the people from "the armed gangs" that occupy Benghazi.

"If we used force, it would take just a day. But our aim is to progressively dismantle the armed groups, through various means, such as encircling cities or sending negotiators."

But asked if dialogue with the rebels was possible, he repeated his assertion that they were linked to the al Qaeda Islamic militant organization.

"These are not people with whom we aim to talk to as al-Qaeda does not talk with anybody."

On the fate of the rebel leadership, he said: "It is quite possible they will flee. Anyway, it's not really a structure. It has no value."

A statement on Al-Libya state television told people in Benghazi that the army was on its way.
"It urges you to keep out by midnight of areas where the armed men and weapon storage areas are located," it said.

Benghazi residents poured scorn on the announcement and said the city was quiet.

One civilian reached by phone from Tobruk, Hisham Mohammed, said: "People are okay here. There is a bit of tension, a little fear of air strikes but most people are fine."

Three warplanes flew over Benghazi airport on Wednesday, witnesses said. An airport employee named Abdallah said one dropped a bomb that left a crater near the airport but did no other damage.

Aid agencies the International Committee of the Red Cross and Medecins Sans Frontieres have withdrawn their workers from Benghazi due to safety concerns.

CLASHES ON BENGHAZI, TOBRUK ROADS

The exact state of affairs in Abdabiyah, 150 km (90 miles) south of Benghazi on the Gulf of Sirte, was unclear on Thursday morning. Parts of it appeared to have changed hands several times in the past 48 hours, a recurring feature of the war over the towns strung along the North African coast.

Osama Jazwi, a Benghazi doctor, said that when he left Ajdabiyah late on Wednesday, rebels controlled the city and fighting was still going on.

At one point, Gaddafi's forces had cut the road from Adjabiyah to Tobruk but then rebels cleared them from it.

But another civilian in Benghazi, who asked not to be named, said Ajdabiyah has fallen.

"I know people there. There are many people leaving Ajdabiyah, coming through Benghazi and heading for the border."

Bernard-Henri Levy, a French intellectual who returned from a mission to liaise with the rebel leadership, said it was already too late for a no-fly zone.

"We should have done that eight days ago...Today we have to block the assault marching toward Benghazi which will launch a bloodbath. There are 1 million people who believed the Western promises who said Gaddafi is no longer legitimate," he said.

Gaddafi will take a vicious revenge on the Libyan people who "made him look like a clown," he said in France.

It's hard to believe we'd be stupid enough to get involved in this mess, this tribal war. It's just as hard to believe that Gates, Clinton, and Obama have collectively taken leave of their senses (or given in to pressure) to put us out in front here. What's our point? What's our reason?

I don't credit any excuses based on "humanitarian" concern, because (a) it's not our fault or our problem when people we don't know, or care about, who are not like us and who live far away, decide to change things where they live by killing each other; and (b) the Arabs can damn right well handle this thing *if* they want to.

I'd like to know, who are these mobs of people who're being called "freedom fighters", "rebels", etc. lately? Aside from the Libyan Islamic Fighting Group, of course, and others who'd maybe like to re-establish the Caliphate and beat al-Qaeda to the bragging rights.

Civilians being killed? In Africa? Really? That's tough, but Africa's been recycling humans via wars and killing for hundreds and hundreds of years. If we stick our nose in and this rebel group takes power and begins slaughteri ­ng those left on the other side - which they will do - what're we gonna do then, hmm?

And when the refugee boats start bringing wretched castoffs to Europe (and from there, to our towns in America), what then?

Uh-uh. Let's be smart, sit back, and stay the hell out of it.

The UN Security Council passed a resolution on establishing a no-fly zone in Libya and announced an immediate cessation of violence, with our stalwart allies the Russians and Chinese abstaining (as usual). The Arab League is more than well equipped to deal with the logistics: Saudi Arabia, Qatar and Jordan should LEAD with the air power, pilots and other necessary hardware FOLLOWED by other nations ASKED to provide help such as the UK and the United States. Too often in the past we have LEAD the good fight against tyrants and dictators in what we perceive to be a humanitarian effort and have sacrificed many of our brave men and women in uniform costing an exorbitant amount of money. IN RETURN, these same people burn our flag, announce "Death to Satan", issue fatwahs stating that it is the moral imperative of every Muslim to kill any American man woman or child they encounter and are often branded by our own naive population as war mongers and committing atrocities. The US should NOT lead the way, but rather bring up the rear and let the other countries settle their disputes. Our cost would be offset by Middle East oil or gold . As far as the UN goes? Give them their walking papers and let them relocate in France, Belgium or Tibet - they are an ineffective sock puppet of an organization that provide lip service and little else, to the world.

Since WHEN has the US been interested in protecting civilians? If an authoritarian regime is friendly to the US and our nation's wealthy find it PROFITABLE to deal with that regime, we couldn't care less about the citizenry of that country. Near slave labor the world over is the status quo and WILL be as long as American corporate bottom lines benefit from it.

Russia had a long legacy of being on the right side of history for taking the correct and moral high ground on issues like Apartheid in South Africa-- in opposition to the US government’s position. However, after witnessing Russia cave to Israel and US demands in Libya, it is clear that the influence of US officials,’ back room deals and bags of US taxpayers’ monies, to bribe Russia and China are paying dividends.

Russia is the only nation, nuclear strong enough, to cause pause to America’s relentless aggression. And since the US government cannot beat Russia or China, US politicians will bankrupt this nation trying to buy them and their UN vote.

AliberalKid - if you are so enthralled with Russia, book a flight on Aeroflot and MOVE THERE. If the climate is too harsh you can always check out Venezuela. Years ago, and I'm not too sure about now, an editorial of your kind against the government (which by the way, you are free to do in the oppressive United States) would win you a midnight visit by the KGB and a ten year vacation in the Gulag. All the Western puppets are, or are soon to be, under siege . Qaddafi is simply media convenient. No one believes that Americans desire to appear human extends very far beyond $5/gallon or the slightest threat to the reserve currency. Back to the mall please-consuming is your only value.

The typical American retort: you did it in the past so don't say anything about the present. I was not alive during the colonial sins of the UK. I am no more responsible for those crimes than I am for the heroism of my forebears in defeating the Nazis.

We are here. We are now. The USA does not do Britain's bidding; it does as it wishes. So, what are you going to do about it? I am not an American, you are. Instead of excusing your future conduct by drawing parallels with past evil, you should be barking at your leaders.

Whatever you say to me, however many points you think you score, at the end of the day Libyan parents will be digging graves for their slaughtered kids, children snuffed out by American bombs. You se it coming as do I. Surely you cannot tolerate that? Surely you will be moved to act?

I can't believe what I am reading here - and especially in the comments. It is like the people of America are as resistant to learing as a tree to a gentle massage.

Guys, the reason Gaddafi is winning is OUR WEAPONS WE SOLD HIM! When America attacks him it will be OUR OWN WEAPONS WE ARE FIGHTING!

But of course the american macho bully will of course attack and kill without stopping to think even for a second. Every single time we armed insurgents in blew up in our face. Of course we tend to forget that. It is "inconvenient" to remember. For example that the so called Taliban were armed, funded, trained, and made into terrorists BY US. WE took 100.000 religious fanatics from Saudi Arabia, trained them to be terrorists, and told them to attack the russian forces.

But of course attacking Afghanistan was right - even though Bin Laden had nothing to do with 9/11.

Attacking Libya is more dangerous than just supporting the right side because America NEVER EVER stops there. Obama better think this one through very thoroughly before we have another army of madmen we created close to nuclear weapons like in Pakistan.

And You guys screaming for yet another attack that will blow up in our face better get rid of your testosterion some way.

"Bin Laden had nothing to do with 9/11"? There is a video of him watching it commenting about what was scheduled to happen next. He planned it. Not to mention the fact that Quaddafi bought weapons on the international market from every nation on earth. Yes bad and it is a complex question of whether we should become involved and arm another Taliban. No Osama claimed he had nothing to do with 9/11 he didn't claim responsibility and its not listed as one of his crimes according to the FBI because they didn't have any evidence to link him to 9/11. You can check the top ten most wanted list. Please show me that video.
