Colorado Budget Outlook Not As Bad As Initially Thought

DENVER -- Turns out Colorado isn't as broke as it thought.

For the long-term, the state is still pretty broke. But an unexpected spike in tax revenues, on top of previous cuts, has left the state with a budget surplus -- you read that right -- for the current fiscal year.
