TEL AVIV (Reuters) - Former President Moshe Katsav was sentenced on Tuesday to seven years in jail for rape, a case that brought shame to Israel's highest office and sent a firm message to a transfixed public that no one was above the law.

Katsav had denied charges he twice raped an aide when he was a cabinet minister in the late 1990s, and molested or sexually harassed two other women who worked for him during his 2000-2007 term as president.

But a three-judge panel said on convicting him in December -- on what Prime Minister Benjamin Netanyahu described as "a sad day for Israel and its residents" -- that his testimony had been "riddled with lies."

"When a woman says no, she means no," the panel said in its ruling.

Katsav, 65, was also convicted of obstructing justice, for trying to confer with one complainant about her testimony to police. Netanyahu said at the time the verdict showed that "all are equal before the law."

Rape carries a minimum prison term of four years and a maximum of 16 years in Israel.

DISGRACE

Though the scandal had forced Katsav's early retirement in disgrace, it had little impact on Israeli government functions, as the presidency is largely ceremonial.

But the allegations against the Iranian-born Katsav, whose rise from the slums once served as a shining example for disadvantaged Jewish immigrants from the Middle East and North Africa, stirred deep emotions in Israel, where the elite has traditionally been of European descent.

The verdict was dubbed an "earthquake" by one Israeli newspaper and welcomed by women's groups that have long complained of lax attitudes to sexual harassment in workplaces.

Katsav, who is religiously observant, had cast himself as the victim of extortion and an ethnically-motivated "witch hunt."

Katsav immigrated with his family to Israel in 1951. At the age of 24 he became the country's youngest mayor and went on to hold a number of Likud cabinet posts.

Parliament elected him president in 2000 in a surprise victory over Shimon Peres, Israel's Nobel Peace Prize-winning elder statesman. Peres succeeded Katsav as president, an appointment observers say has restored dignity to the post.

The eruption of the Katsav affair had amplified corruption scandals that brought down Israel's then premier, Ehud Olmert.

Let's give credit where credit is due: Israel at least served justice to its former president. In many other Western countries, the man would have walked free and the woman would have been shunned!

Well done, I suppose, but the interesting thing is the tacit admission that the anti-Israeli commentators on these fora need to be reminded by one of their own to "give credit where credit is due," since that is clearly the exception to the otherwise very strict rule.

Hey, they have plenty of Europeans of Jewi sh decent who could qualify for war crimes, financial corruptions, land grabs, sexual harassment, discrimination, and the list goes on.

Power corrupts most of us and this transcends race.

Look at French leaders involved all shorts of scandal and Italy's leader, another rapist pedophile. Look at American leaders sexual abuse of young staffers/pages boy & girl a like, not to mention the out right theft taking place.

We really can't toss stones when our own back yard is filled with trash. In Fact we might be worst this time around. At least Israel found the courage to indite, convict and sentence the guy. We can't even get investigations started on the board members of our criminal bank/investment firms.

The same for the Oil disaster that killed 21 people, a half crack pot attempt to get the owner of those mines in West VA has been pushed to the back seat, and these mercenaries we hire are above all law.

Is rael has a ton of human rights problems Arabs and discrimination against non European Je ws is up front but hey everyone once in a while they do out shine us. This is one of those times.

It is great to see that in Israel says that no-one is above the law. I wish we had that. Dick Cheney would be in prison for life due to having commited treason in the outing of a CIA operative (Valerie Plame).
Obviously we have a two tiered justice system, but a girl can dream, can't she?

No one is better at the "honey trap" set up than the Israelis. Don't you just love it when they nail one of their own? Still, it's a shame that he was followed by Livni and then Netanyahu. Israel seems to have entered the neoconservative vortex spiraling into the abyss all the while taking us down with them. One might even see this woman as a metaphor for America.

How is it possible for a woman to be 'raped' twice, months apart. If someone rapes you, you never want to be near that person except in court. In the instant case, she waited 1 1/2 years to report it. The second alleged rape occurred when she agreed to meet him alone in a Jerusalem hotel. What woman in their right mind would meet someone that had allegedly raped her earlier?

This was not a jury trial. One Israeli Arab justice and two feminists. The prosecutors thought that the case was so weak that they offered him no jail time in exchange for a plea deal to a lesser charge. He rejected that and wanted to clear his name. Unlucky for him that he got this panel.

Don't get me wrong, the guy was slimy, like Clinton, Edwards, Sanford and so many other politicians, but 'rape' under these circumstances, no. He is the only one that got raped.

Rape is a very difficult thing to report. Why she'd allow it twice is beyond me, but why she'd agree to meet alone in a hotel a second time seems a bit odd. However the tendency to blame the victim is why a lot of victims don't report it even when it's obviously a crime. (I was raped and left for dead at age 22 and even though the police were there when I woke up in the ER, because I couldn't remember, I didn't see the need to file a report).

The most prestigious country and the best friendly country in the world was disgrace by an incestuous impotent President of the country has been convicted by the court of Israel and was jailed for 7 years.

A gentleman asked isn't rape included in incest. His friend replied all are sins but Incest has wider application of sex with blood relations permitted in Jewish religion that is why when you want to punish you say rape.

Remember, the idea of "rape" is not just about sex, but is more about "power" and "control".
And of course it is about America's relationships to other countires, and each country's influence in the American spectrum of importance.

Maybe that's why we here in the US have not heard as much about this president as was heard about Berlusconi. His antics brought snickers, mainly because ( I believe) Americans in general, don't feel Italy is a major force in the scheme of things, so whatever their Pres. might do is not really important. It can be in the news, and...so what?
