Immigration Advocates Push Obama To Make Good On Campaign Promises

WASHINGTON -- Rep. Luis Gutierrez (D-Ill.), chairman of the Congressional Hispanic Caucus' immigration task force, announced on Thursday a national campaign to hold President Obama accountable for promises he made on the campaign trail to reform the country's broken immigration system.

Featuring the stories of families devastated by deportations, "Change Takes Courage" will hold events across at least 20 states, Gutierrez announced at a press conference on Capitol Hill. The campaign will include meetings and press events with local leaders and immigration advocates designed to put pressure on the administration. The first will be held on Saturday afternoon at the Instituto Biblico de Rhode Island in Providence; another will take place in Honolulu, Hawaii, the president's birthplace, in May.

Spearheaded by the Fair Immigration Reform Movement, a coalition of more than 200 immigration advocacy groups, the campaign will contrast clips of the promises Obama made on the campaign trail with two years of Congressional inaction, and spotlight the flesh-and-blood experiences of families torn apart by deportation.

"We are gathered here today ... to acknowledge that change takes courage, and to respectfully tell President Obama that now is the time for him to find it," said Eva Millona, a member of FIRM’s executive council and executive director of Massachusetts Immigrant and Refugee Advocacy Coalition.

Among the changes the campaign is asking for: granting parole to students eligible for the DREAM Act, parents of citizen children, and immigrants with deep roots in the community; and greater protections for all workers, including a moratorium on audits and ensuring the right to organize.

Maria Bolanos, a 29-year-old undocumented immigrant from El Salvador, appeared at Thursday's event with her two-year-old daughter to explain how in December of 2009, after calling the Prince George's County police for help with an abusive husband, she was detained by immigration authorities. The campaign will rely on stories such as Bolanos' to illustrate the shortcomings of programs like Secure Communities, which has been a mainstay of the Obama administration's immigration enforcement efforts and has helped generate a record number of deportations.

Obama promised during his campaign to push for immigration reform, and reiterated in his State of the Union last year that he would advocate laws to allow some undocumented immigrants to gain legal status. But facing criticism from the right, he has stepped up immigration enforcement, deporting record numbers of undocumented immigrants and sending more troops to the border than ever before.

Despite increased enforcement, Congress did not budge on its opposition to immigration reform. In December, the last remaining hope for immigration reform died when the Senate voted down the DREAM Act, a bill that would allow some undocumented young people to gain legal status if they went to college or joined the military.

With a Republican-controlled House that includes immigration hawks such as Reps. Lamar Smith (R-Texas) and Steve King (R-Iowa), even advocates acknowledge no immigration reform is likely to come out of Congress in the next two years. But they argue Obama should do more to prevent deportation of families and young people who would be DREAM Act-eligible.

On Monday, Obama dismissed the idea of using his executive powers to halt some deportations, telling students at Bell Multicultural High School in Washington, one of whom was holding an order of deportation, that his powers would not allow him to stop deportations by executive order or assign Temporary Protected Status.

"With respect to the notion that I can just suspend deportations through executive order, that's just not the case," he said.

According to the campaign, though, there are a number of legal options for Obama to avoid deporting students or parents and spouses of American citizens. For starters, advocates say he should make sure his programs do what he has said they aim to do: deport “the worst of the worst,” undocumented immigrants who have committed dangerous crimes or are deemed a threat to safety in the United States.

Programs such as Secure Communities, which puts the fingerprints taken by local police through DHS databases to net undocumented immigrants, are designed to put criminals in deportation proceedings, immigration officials say. But they also net a number of innocent people, such as Bolanos, because police fingerprint people who may never be charged with a crime or convicted. About 25 percent of immigrants who are detained under the program have not been convicted with a crime, according to data released by ICE and analyzed last week by a coalition of critics of the program.

In Prince George’s County, Md., where Bolanos lives, the percentage of non-criminal immigrants detained under Secure Communities data is even higher, according to a report from the National Day Laborer Organizing Network, Center for Constitutional Rights and Benjamin Cardozo School of Law’s Immigration Justice Clinic. About 65 percent of the immigrants detained through the program are never convicted of a crime. The only county with a higher rate is Jefferson Parish, La., where 72 percent of immigrants caught up in the program are not convicted.

“Secure Communities in Prince George’s County is nothing short of a crisis,” Gustavo Andrade, a community organizer with Latino advocacy group Casa de Maryland, told The Huffington Post. "We should be using our resources to be making our communities safer, not to be hunting people down and separating families.”

The program has expanded rapidly under the Obama administration, even against the will of local law enforcements and city officials. Despite initially calling Secure Communities a voluntary, “opt-in” program, Homeland Security Officials announced in October that communities could not exempt themselves from the program. More than 1,100 communities are already part of the program, and DHS plans to expand Secure Communities nationwide by 2013.

“The ultimate responsibility still lies with the president who has chosen to make SCOMM his signature enforcement program,” Andrade said.

Gutierrez said he hopes the Change Takes Courage campaign will convince Obama to make changes to Secure Communities that keep non-criminals from deportation, particularly in cases of students or family members of U.S. citizens. The campaign does not advocate the president issuing an executive order or issuing Temporary Protected Status, but asks him to use discretion based on an internal ICE memo leaked last summer.

“We understand he has the responsibility and obligation to enforce the law, but we’re asking him to use the discretion that he has,” Gutierrez said.

The document, a memo from U.S. Citizenship and Immigration Services Director Alejandro Mayorkas, offered seven “relief options” to avoid deportation for certain individuals. Immigration officials quickly distanced themselves from the memo after it was criticized as “backdoor amnesty” for undocumented immigrants.

“This is not amnesty,” Rep. Mike Honda (D-Calif.) said on Thursday. “It is simply the right thing to do, and we must do it now.”

Gutierrez said the campaign would also remind Obama that his 2008 victory was in part thanks to the immigrant population. But he stopped short of saying Obama would lose support from immigrants in 2012.

“I’m here because I want him reelected, because I want him to achieve a second term as president,” he said. “I’m here to say, 'Mr. President, join this community in showing balance so that I and others can go out there and make sure you have a resounding victory.'”

no matter how much Luis Gutierrez pushes... this isn't going to happen until the borders are secure and we start actually enforcing the laws... the first thing we need to do after the border is secure is going after the employers.. if employers stop hiring illegal aliens than they will have no other reason to remain or enter the country illegally. Hopeful at the point people will start respecting our laws and start going through the process and waiting their turn.

"Obama said he told the senators and the advocacy groups that "my commitment to comprehensive immigration reform is unwavering, and that I will continue to be their partner in this important effort."

Reform could be anything. I think too many Mexicans are naturalized every year. The government could keep the numbers or increased them but i think the quotas should be more evenly spread among the countries. Why are Mexico numbers twice as large as any other country?

We should do what Canada did when Hong Kong reverted to China: Allow in wealthy entrepreneurs in to the country. If we do that along with abolishing the income tax on individuals and corportations, and no payroll tax we will unleash an economic boom. These taxes along with 15000 pages of tax codes would go away. Replace those taxes with a VAT and allow the poor to recoup the regressive tax with credits when they, and only they, file a tax return. Deficits gone and massive job growth. Try it, cause what we have now is a broken system.

The way I see it is that if any state passes the Dream Act or Dream lite then they better not charge out of state tuition to any citizen or LEGAL immigrant.

Our immigration system is not working. This is not a question of will to "just enforce our laws"; the system itself is overwhelmed and ill-prepared to adapt to the present reality. In this regard, it is much like our drug laws. It is not that our drug laws are not being enforced, it is that they are too often just not adapted to today's reality.

what reality is that..? that too many people push to turn their backs on the laws? What is the point of having laws if we refuse to enforce them because too many people are here illegally. The way I see it is look at what happened in AZ when they had their law signed. Even though it has been held up in courts..plenty of illegal immigrants left the state for more friendly sanctuary states like CA. bad news for CA is that they end up spending 600+ mill to support illegal aliens each year.

Amnesty was tried and failed... secure the border and go after businesses that are escalating the problem. If employers fear the risks of losing their license than they won't hire

Who benefits the most by Mexican illegal aliens coming to America? Primarily, it is the cartel run Mexican government and elite. Why? They don't have to deal with the poverty, joblessness, lack of clean water, sewage systems, housing, and a safe living environment for their own citizens.

And what does the Mexico get in return? Billions in remittances sent back home so that the same filthy government does not have to deal with the poor left behind.

Who benefits the most from the billions of dollars made from US illegal drug sales? Who benefits the most from US foreign aid and the billions given to fight the war on drugs?

Greed is the tie that binds the elite on both sides of the border.
The real culpert here is not illegal immigration, but greed and the brainwashing of American voters. And the average American taxpayer foots the bill for this mess and loses their jobs.

Juan Pablo Garcia, 30, and Jorge Armando Garcia, 31, were found guilty by a jury of first-degree murder and street terrorism, plus sentencing enhancements for criminal street gang activity and murder committed for a criminal street gang purpose.

It looks like pro-migrant folks are doing some amazing organizing down in Georgia.

The local NBC affiliate, 11 Alive, says upwards of 3,000 people attended a rally in opposition to a nativist legislative clone of Arizona's Senate Bill 1070.

My favorite part of the speech is the following:

We all live in the same house. If any one of us is illegal, then we all are illegal. There is no illegal human being. Say it over and over again.

Like many others posting on this board, I was BORN here -- descended from 4 Great Grandparents who came to America and who passed through Ellis Island LEGALLY and according to all existing immigration laws of the time. In turn, they...like me...worked hard to buy our houses.

OUR houses were not built on ILLEGAL actions.

No matter how you try to spin things, we are all NOT "illegal housemates" in any way...shape...or form. Sorry, but no one is buying what you're selling!

Illegal European invaders made themselves legal by signing a piece of paper saying it was so.

Illegal Europeans built the foundation of this country on illegal immigration, illegal genocide and illegal murder of American Indians, illegal land theft, illegally breaking treaties, etc etc.

In fact, the group most vocal about enforcing our immigration laws, the so-called Tea Partiers got its name from an event that defied an unjust legal law.

In 1773, a group of colonists in Boston boarded three English merchant ships and dumped the tea they carried into the harbor, the so-called "Boston Tea Party."

This was certainly an illegal act. However, the protest was about opposing a series of laws that the colonists felt were unjust. Furthermore, the colonists had no legal pathway to challenge the laws, as they were denied representation in the English government.

It’s a dirty little secret but the first illegal aliens in Texas came from Tennessee. Stephen Austin, the father of Anglo Texas, received permission in 1823 to bring “300 families” into the Tejas province after years of wrangling with the Mexican government. By that time, tens of thousands more Anglo squatters had moved into the region. These illegal immigrants, mostly from Tennessee, thumbed their noses at the Mexican government when asked to leave – or at least pay their taxes. So let’s not get too high on our horses about “illegal immigrants.” We’ve been there and done that.

More law breaking which we revere today was perpetrated by British citizens who openly disobeyed the laws of Parliament and king, refused to pay taxes, and formed an insurgent army in 1776. Ironically, today’s self-styled patriots who have taken it upon themselves to protect our borders from the illegal hordes call themselves The Minutemen.

Illegal immigration supporters are getting desperate now that they realize that Obama will not grant them the amnesty they wanted. ICE deportations are up this year, nearly all states have put half-decent checks preventing illegals from getting identification, and companies are getting nervous about committing felonies in order to hire illegals.

Now if California would just start to get with the program even more illegals would voluntarily leave the USA.

None of the Southern states will oppose immigrants, they've had to learn the hard way. Arizona backed down after losing hundreds of millions of dollars recently, and I can tell you right now that they won't do the same mistakes they've done this past year. California is a Pro-Democratic state. Because of the high population in Latinos, people's rights are always being tried to be protected. Latinos are naturally pro-democratic because of the injustice that has been done to them and their families in the past, starting with violation of their rights as workers and up to today, racial profiling, corrupted cops beating up innocent latinos (in some cases killing them) and some random crazy people killing legal and illegal immigrants for no obvious reason.

An immigrant reform will pass like it or not. Otherwise, better get used to legal and illegal immigrants for the rest of your life.

For those of you trying to argue in favor of amnesty using economic data, you are wasting your time.

The growing anti-immigration voices in this country have, for the most part, nothing to do with economic reason or protection of our borders. It is simply white America's fear of what they perceive as the "latinization" of their country.
But the "latinization" of this country is an irreversible process. That train left the station a long time ago. To try to stop it is to live in the past, in the "glorious" days of America when white men had all the power.
Get used to it. The country is getting more and more brown, and there is nothing that can be done that will stop that "anti-bleachening".

This article is a perfect example of Progressive spin, once again the ILLEGAL IMMIGRATION issue is just wadded up into immigration. The pro illegal groups try to not differentiate between LEGAL IMMIGRATION and ILLEGAL ALIENS. This nothing short of disingenuous distortion of the truth, but that has been the agenda of the pro illegal groups and the Progressives.
