WASHINGTON -- President Barack Obama is no longer the outsider candidate who fueled his bid for the White House in 2008 with a flood of small donations from new and young voters inspired by his message of hope and change.

As a sitting president he has far greater authority and media access and his 2012 re-election campaign is expected to raise $1 billion, which is unprecedented in U.S. politics.

"In 2008, he was very much an insurgent candidate, somebody from out of nowhere with a wholly different story. And the Obama campaign was as much a crusade as it was a traditional campaign for president," said Christopher Arterton, a professor of political management at George Washington University who has also been a Democratic consultant.

With early polls showing Obama leading potential Republican rivals, he announced his re-election campaign on Monday with e-mails and text messages to supporters and a video on the website www.barackobama.com. He is expected to file campaign papers with the Federal Election Commission as early as Monday.

That would allow him to start campaign fund-raising and much of his war chest is expected to come from the kind of big-money donations he has criticized in the past.

This time, the former Illinois senator is no longer the fresh political face seeking to become the first black U.S. president. His 2012 campaign will be a bigger, slicker machine likely to dwarf that of his eventual Republican opponent.

Aides note the huge number of individual donors who gave to Obama's campaign -- a record 4 million. But only 25 percent of the money came from small donors who gave $200 or less, according to the non-partisan Campaign Finance Institute in Washington.

Obama will inevitably lose many of the individual donors who backed him four years ago, said Anthony Corrado, a professor of government at Colby College and expert on campaign fundraising.

"That's something that we're not going to see this time around, that level of excitement about the Obama candidacy that we saw last time, from people who are not traditional donors or traditional Democratic primary voters," he said.

Could raise $1 billion

Obama amassed a record $750 million as he surged to victory in 2008. His 2012 campaign total is expected to hit $1 billion or more, even without a major Democratic primary opponent or the emergence of a strong Republican contender.

"It's definitely within reach, as he raised three quarters of a billion last time. As the incumbent president it's quite plausible to imagine him raising $1 billion," said CFI Executive Director Michael Malbin.

Jim Messina, a former White House deputy chief of staff who will run Obama's, has been telling big supporters they will need to collect $350,000 each. His campaign headquarters will be in Chicago will be staffed with White House veterans.

Obama made his message clear on Tuesday at a $30,800-plate fund-raiser at a popular New York restaurant.

"I could not do what I do ... if I didn't know that I had a lot of people out there rooting for me and a lot of friends supporting me," Obama told donors at the dinner, which raised $1.5 million for the Democratic National Committee.

The Libya, deficit effect

Although he has received boost from the recovering economy, Obama's approval ratings could easily fall if the Libya war drags on and gas prices stay high, or if voters blame him for the huge U.S. budget deficit.

"The reality of governing means that he cannot now be all things to all people. He has a record," said Meredith McGehee of the Campaign Legal Center, a Washington non-profit group focused on campaign finance and ethics issues.

Obama has railed against a Supreme Court decision last year that removed restrictions on corporate and union campaign spending and Democrats say the decision opened the floodgates for special interest money in politics.

While experts expect the ruling to benefit Republicans more than Democrats, given corporate displeasure with Obama's laws to overhaul the U.S. healthcare industry and put tighter regulations on big banks, Democrats will also cash in.

"It's unrealistic to ask candidates to forego this money, when by definition, if you do what you think should be done, you are going to lose," McGehee said.

An effective Obama fund-raising effort could help the Democratic Party, which lost control of the House of Representatives to Republicans and has a smaller majority in the Senate after last November's congressional elections.

Obama gave millions from his campaign war chest to Congressional candidates in 2008.
Every seat in the House will be up for grabs again in 2012, as well as one-third of the seats in the Senate, and many experts say the battle for Congress -- particularly for the Senate -- could be the real fight.

Republican donors will be even more focused on Congress if their party cannot find a presidential candidate with a real chance of defeating Obama and some have admitted it will be difficult to deny Obama a second term.

Karl Rove, a strategist whose Crossroad GPS plans to help raise $120 million for Republican candidates, was quoted as saying Obama should be considered the favorite.

More recently, a Republican operative reflected on his party's lack of any strong White House contender, and quipped: "Obama could win if he raises only $1."

Most likely scenario: We will have a Republican President after 2012. Obama just will NOT bring out the crowds he did in the last election, from ANY demographic group (with perhaps the exception of ultra-loyalist Party Hat Dems). Which is why his campaign is going for the money not the grassroots, not the people-power that helped get him into office last time.

You want a Dem in the White House? Better have a primary and choose someone honest who won't sell his (or her) liberal-progressive ideals to the highest bidder, the American people to Wall Street and the MICC.

I don't believe Obama will win another election. Even the crooked "Acorn" group can't save him this time. I am not sure but I believe the funding for Acorn was stopped. I am almost sure those people should be prosecuted and jailed. They are pathetic.
Obama shouldn't let his pride and ego make him think he is guaranteed to win. He still is going to have to work very hard for the votes. He is going to really have to make people understand why they should give him another chance.

Wade Rathke, founder of ACORN, left the organization, but from arm's length, he is still involved and the name ACORN has only changed to some other entity. Same organization, different on outside, same on inside.

In some ways, you're correct. But you have to ask yourself if that's what is needed to solve some serious serious problems in America or if it's only about re-election. I'd rather see an open and honest debate between Obama and Paul Ryan on budgets, our changing demographics, CBO projections to 2037 and places of agreement on ending corporate subsidies...that in itself would dminish lobbying, the massive power in DC.

We need less power-grabbing in DC and more solution-driven ideas. If Ross Perot (who never really presented solutions, but many backbreaking financial realities in 1992) observed the way Obama is spending money today, would you not agree he would throw his hands in the air asking Obama when he's going to stop spending money?

The Independents went with Obama in '08 by a wide margin. they are not going to do that in '12. they see his record, they are afraid of his spending, of a weaker America. One Katrina or major event in the Middle East in the next year and our dollar is going to collapse. I would not root for bad things to happen, but I am frightened by where we are going.

70% of Americans say we're on the wrong track. That includes LOTS of Independents. It is Obama that must change that and he has 18 months to make it happen.

There are a lot of things I hold Obama accountable for that his fans don't like. but raising money is a reality and our nation is worth the investment no matter which political perspective one takes. $1 billion is only about $3 per citizen and $9 per voter. If you want less money in politics, you have to remove the power and money out of Washington and return it to the states and the individual.

Well, you're mostly right. Dallas, TX (9th largest city in the US) has a republican mayor. Offsetting this is that Houston, TX (4th largest city) has a openly gay democratic mayor.

I've no doubt he's done his share of back-room deals. Up there, if you engage in what the federal government calls 'illegal activity,' but what he calls 'just a man tryin' to take care of himself, it behooves oneself to keep his wits. Long story short, if you hear promises too good to be true... they ain't.

All true. But where the heck are the slobbering media? Their job is not to report how Obama glides down Air Force One without touching the railing, how he smiles and electrifies the crowd. Their job is to report on how his words, commitments and policies impact Americans. They show not a pebble of skepticism toward him. He speaks from the teleprompter and we're all supposed to be happy with happy juice. If he predicts the stimulus will keep unemployment BELOW 8% and it doesn't, so what! That's when you hold the media accountable for FAILURE to do their job.

Contrary to the input of trolls here. Obama still has typically 80% approval among democrats. And he typically polls 10-20 points better than congressional leaders and 2012 contenders.

Most respected and admired in the world since JFK.
Best speech giver since Reagan.
Most progressive legislation passed since LBJ.
Best First Family since JFK. (and better family values than most)
Hardest working since Clinton.
Most intelligent since Carter.

I guarantee you Reagan had far more respect from Thatcher, Gorbachev and Ghadaffi than Obama ever would. World leaders KNEW Reagan said what he meant. Ask the Iranian hostage takers!! The hostages were released on Jan 20, 1981...not by accident. Anything with Carter in it is laughable...you don't want to go there. BHO's vacations and golf games are second to none. his days start around 9AM and his jump shot is more often than we can imagine. Reagan brought wisdom to the White House. His 1961 audiotape warning America of Socialized medicine would make your eyes bleed if you googled and listened to it. Reagan knows that freedom is not passed on in our bloodstream; "it must be protected and defended. Or one day, we'll spend our sunset years telling our grandkids what it was once like to live in America when men were free."

Reagan's funeral procession and the thousands of Americans who attended speak for itself.

Reagan sold missiles to Iran to get the hosages released. That's called giving in to terrorists. He used the profits to fund illegal wars in central america (Iran-contra scandal).
Reagan left Lebanon after terrorists bombed the marine barracks. That's called running away from terrorists. Reagan sold WMDs to saddam in Iraq and remained quiet when saddam used them against his own people. That's called aiding and abetting an evil dictator.

Reagan was a charming individual, but his foreign policy gets no respect from many rational observers because of the above reasons.

It takes a lot of nerve to mention a democrat's meager vacation time, when the previous occupant of the white house spent 1/3 of his time clearing brush at the ranch.

President Obama has an unfair advantage now. He has already practiced these same campaign promises..

Close Guantanamo, expand child care credit, create foreclosure prevention fund, end income tax for low income seniors, Bring soldiers back from Iraq, increase capital gains taxes, repeal bush tax cuts...

Yeah, BHO can run against Bush all over again. the really cool part is the press will report on it as though he "needs four more years to accomplish these 'very difficult' problems." Only BHO has the magical genious of a Community Organizer to "change" America....to what it is changed into is not a matter of concern. Just trust him. The National Republican Senatorial Committee's parody of Obama's 2012 campaign, released Friday, now has 665,000 views on YouTube.

Obama's real launch video, released yesterday: Just 168,000.

YouTube's metrics tend to lag a bit, but the numbers suggest that -- energy-wise -- we're in 2010, not 2008.

Hmmm. Makes you wonder which candidate is really bought and paid for.

Personally, I think the whole 2012 election will come down to the GOP VICE PRESIDENTIAL nomination. If it's Rubio, Cain, or Nicky Haley, watch out.

Rubio is a good vp choice...FL, Hispanic, he's got momentum and a thin record seems to be acceptable to voters if he handles questions well. Another FL longshot would be Colonel Allen West as he is about Obama's age....with serious military experience. He is the anti-Obama in terms of race and tough as nails, but surely a long-shot.

Since Obama announced his candidacy for 2012, I've undergone a makeover in the Pres's eyes. I'm no longer that harpy, carpy BAD liberal who keeps asking Obama to deliver on his old campaign promises and have become that GOOD liberal who (hopefully) opens her wallet and believes all the new promises! LOL!
