White House Launches Campaign To Help Schools Prevent Sexual Harassment

DURHAM, N.H. -- A nation that prides itself on fighting the abuse of power has an obligation to prevent sexual violence in schools and on college campuses, Vice President Joe Biden said Monday as he kicked off a nationwide awareness campaign on schools' responsibilities and victims' rights.

Biden and Education Secretary Arne Duncan spoke at the University of New Hampshire on Monday to announce the initiative. Colleges and public and private K-12 schools will receive letters outlining their duties under Title IX, the federal civil rights law banning sexual discrimination, harassment and violence.

"Students across the country deserve the safest possible environment in which to learn," Biden said in a statement released before the announcement. "That's why we're taking new steps to help our nation's schools, universities and colleges end the cycle of sexual violence on campus."

The regulations are not new, but the effort to promote them is. Officials say schools need comprehensive guidelines for filing complaints, helping victims, disciplining perpetrators and monitoring campus climates in the wake of an attack.

UNH was chosen for the announcement because of its highly regarded violence prevention efforts. But Duncan described other colleges where victims are ostracized, not allowed to call witnesses during disciplinary proceedings and are prevented from speaking out.

"Every school would like to believe it is immune from sexual violence but the facts suggest otherwise," Duncan said in previously released comments.

Nearly 20 percent of college women will be victims of attempted or actual sexual assault, as will about 6 percent of undergraduate men, according to data provided by the Education Department.

Younger students are vulnerable, too. The department's Office of Civil Rights received 35 complaints last year alleging sexual violence, about two dozen of them at the K-12 level.

There have been 17 complaints filed in just the first quarter of this year – a 183 percent increase – and about 10 were at the K-12 level. The agency began using sexual violence as a complaint category at the start of the Obama administration.

Lisa Maatz, director of public policy and government relations for the American Association of University Women, said the awareness campaign could be very valuable for school administrators.

"There's a lot of schools out there that are very well meaning and want to do the right thing, but these situations are so complex that having more concrete guidelines ... will be incredibly useful," Maatz said.

The University of New Hampshire has made efforts to educate, prevent and respond to sexual assaults, including 24-hour victim assistance. It also started a program – now used at other universities – called Bringing in the Bystander, which teaches passers-by to intervene safely and effectively to stop a sexual assault.

"UNH has long been regarded as a leader in addressing violence against women on campus," spokeswoman Erika Mantz said, noting the school began funding one of the country's first on-campus crisis centers for rape and sexual harassment in 1988.

Last fall, three UNH faculty members briefed the White House on their research on violence against women, and then attended a celebration with Biden of the 16th anniversary of the federal Violence Against Women Act. Biden wrote the legislation as a senator in 1994.

Monday's announcement in Durham comes on the heels of allegations of a sexually hostile environment at Yale University, but officials say the timing is coincidental.

The Office of Civil Rights announced Friday that would investigate the Ivy League school after receiving a 26-page complaint from students accusing the university of failing to adequately respond to sexual harassment concerns.

Instead of just creating punishments, we need to start at the root of where the bullying and sexual harassment is coming from. These young people are not in touch with their own anger, resentment, loss of control feeling, abandonment, etc. We need to get to the core of the issue or it will just continue to happen. The article says:

Really 35 complaints in a country with 100 million children? Is that an epidemic? We would be better off trying to find out why the suicide rate for young men is 6 TIMES higher than it is for young women, but being sympathetic towards male issues isn't trendy right now.

I seriously doubt the 20 percent of females on campus with attempted or actual sexual assault. The exactly what portion of that is attempted and then what portion of that was simply a guy trying harder one last time before he gives up. For all the lectures on sexual violence and demonization of men, guys actually know what really goes on in the bedroom and it doesn't necessarily play out like a rape awareness commercial.

Men are by far the greatest victims of violence in America but men receive little sympathy and little political attention for this issue. Young men are the most vulnerable when it comes to violence compared to any demographic. Just because sex isn't involved doesn't mean it should be ignored.

Besides last thing our young men need is to walk around in perpetual fear of a sexual assault charge due to awareness turning into paranoia, they have it hard enough.

And men, like women, are most likely to be killed or assaulted by ... MEN. Men are more likely to commit all crimes except prostitution and they are far far far more likely to commit violent crimes.

It's nice of you to excuse poor misunderstood young men, but the reality of life for women is that they face a threat of sexual assault throughout their lives - always and exclusively at the hands of men. Clearly you have no understanding of the limitations and intimidation this places on a woman's life. And no compassion either.

The overwhelming majority of assaults go unreported. Policies on campuses dimiss women who try to file complaints. College police blame victims when they go seeking help. There are entire pr0n sites devoted to men taking advantage of drunk girls on campuses. The s3xual culture on campuses, and in our country, needs to be addresses.

Those 35 complaints are women who didn't back down, didn't let themselves be blamed, and were willing to be harassed and shunned by their peers and school administrators in order to find justice for themselves.

Also, a guy "trying harder one last time" is not attempted assault but s3xual harassment. The statistical classification is different and it's counted differently.

Heaven help your girlfriend, wife, or daughter.

And we have people here who are going on about how this is more bureaucracy and more expense--really? How is informing colleges of their *currently existing* obligations equivalent to more bureaucracy? And do you really begrudge the minimal expense of a press conference and a mailing to help prevent sexual harassment?

The world burns and we spent 8 times more than the federal government took in this month.  Sexual harassment is against the law and there are plenty of ways to take care of complaints.  We are so self-absorbed that our priorities as a nation are totally out of whack.

If schools of a particular pedigree need out VP to come hold their 'hand', then our VP is pandering to jod knows what. Fix your own sex problems, schools. If you can't, then you're not in the education business. We need VP to deal with the 50-million Americans now barely able to get food on the table.

Joe Biden has championed women's rights and fought violence against women throughout his career. He was responsible for the Violence Against Women Act, and this is an issue close to his heart.

Also, under Title IX, this is a legal issue for the Department of Education.

I'm proud my Vice President has been a champion for women's rights, especially in the face of people like you who don't care.

Vice President Biden in a major leader on this issue. As chair of the Senate Judiciary committee, he got major anti harassment federal legislation, The Violence Against Women Act. He had to bring it up repeatedly to get it passed. He considers this Act and his work for Bosnian peace his major achievements as senator.
