WASHINGTON — Prodded by an insistent President Barack Obama, Congress' top two lawmakers sought to reinvigorate compromise talks Tuesday aimed at cutting tens of billions in federal spending and averting a partial government shutdown Friday at midnight.

There was at least a hint of flexibility, accompanied by sharply partisan attacks and an outburst of shutdown brinksmanship.

According to Democrats, House Speaker John Boehner, R-Ohio, suggested at a White House meeting that fellow Republicans might be able to accept a deal with $40 billion in cuts. That's more than negotiators had been eyeing but less than the House seeks.

The speaker's office declined comment, and Boehner issued a statement saying, "We can still avoid a shutdown, but Democrats are going to need to get serious about cutting spending - and soon."

For his part, Senate Majority leader Harry Reid sounded an accusatory note. "I hope the Republicans do what the country needs, not what they believe the tea party wants," he said at the Capitol

"I mean, it seems that every step we take, it's something just to poke us in the eye," he said.

Boehner and Reid met privately later in the day. While there was no indication of substantive progress, there was a marked change in tone afterwards.

Spokesmen for the two issued identical statements, shorn of partisan bickering, saying the two leaders "had a productive discussion. They agreed to continue working on a budget solution."

Obama stepped forcefully into the dispute, at times sounding like an exasperated parent.

He convened a meeting at the White House with the chief congressional antagonists, rejected a Republican proposal for an interim bill with sharp cuts and then announced Boehner and Reid would meet later in the day.

If they can't sort out their differences, he said, "I want them back here tomorrow."

And if that doesn't work, he added, "we'll invite them again the day after that. And I will have my entire team available to work through the details of getting a deal done."

Obama, eager to regain the confidence of independent voters as he seeks a new term, said the American public expects that its leaders "act like grown-ups, and when we are in negotiations like this, that everybody gives a little bit, compromises a little bit in order to do the people's business."

At issue is legislation needed to keep the government running through the Sept. 30 end of the budget year, and a desire by all sides to avoid being blamed politically if there is a shutdown.

Twin closures in the mid-1990s boomeranged on Republicans when Newt Gingrich was speaker, helping Bill Clinton win re-election in 1996.

This year, both the White House and lawmakers have used the threat of a shutdown to seek leverage in the talks.

Republicans issued a 13-page pamphlet during the day providing guidance to congressional offices on operations during a shutdown. Boehner's office said Monday night the document had been prepared "in the event Senate Democrats shut down the government."

Reid's spokesman, Jon Summers, likened the maneuver to a "dress rehearsal for a shutdown that the tea party so desires."

But one Republican official said it was a response to a memo on Monday distributed by Jeffrey Zients, deputy director of Obama's Office of Management and Budget.

Zients wrote that all parties wish to avoid a shutdown but, "given the realities of the calendar, good management requires that we continue contingency planning for an orderly shutdown should the negotiations not be completed by ... this coming Friday."

New to power, House Republicans grabbed onto the need for a spending bill last January as a way to force spending cuts on reluctant Democrats and the president. An initial House-passed measure, which included $61 billion in cuts and dozens of unrelated provisions, drew a veto threat from Obama and fell short of the 60 votes needed for passage in the Senate.

At the same time, several Senate Democrats joined with Republicans to reject an alternative measure to continue spending at current levels – a post-election signal that they, too, wanted to see cuts take effect.

In the weeks since, Congress has approved two stopgap bills, containing a total of $10 billion in cuts at Republican insistence, and Obama has signed both into law.

In the interim, talks on the longer-term bill have grown increasingly acrimonious. Democrats said Boehner would eventually have to part company from tea party-backed lawmakers who propelled Republicans to power, and they accused him of reneging on an agreement to cut $33 billion.

In return, Republicans accused Democrats of resorting to budget gimmicks to make it look like they favored deep cuts, when in fact they sought higher spending.

On Monday, Boehner informed rank-and-file Republicans he would seek passage of a new stopgap bill, a week-long measure that includes $12 billion in cuts and funds the Defense Department through the end of the year.

Obama rejected it. He said he would sign an interim bill only if one were needed to get the paperwork together on a broader agreement and pass it through both houses.

"What we're not going to do is to once again put off something that should have gotten done several months ago," he said. Obama didn't say so, but that was an implied jab at Democrats, who had control of both houses of Congress last year and were unable to pass a budget or any of the 12 annual spending bills.

Either Way Democrats win as you put it : does not mean the republican­s will shoulder the blame but i believe Boehner is going to cave . Do you think Harry Reid will ?

Harry will cave up to $40 billion, but won't (because he can't) cave on all of what the GOP wants in the form of Religious Right issues. 

In the quest for critical mass, the Tea Party has had to accept a much larger agenda than the narrow, fiscal conservative, selectively libertarian agenda most of the original leadership core preferred. 

What is missing from the equation is how to deal with this, after the shutdown.  They will have the same issues and they will have the same wish that the other side caves.  The shutdown won't change the debate.  It would be facile to say whoever wins the PR war wins the political war.  That would normally be the case, but the GOP overreaches -- routinely.  The things is, they get away with it.  Voters didn't want Clinton impeached by a wide margin.   They did it in anyway, and went on to do well in the next elections.

What is really funny is that the teaparty was Written off as astroturf. And now every single piece of legislation Obama, Reid and Pelosi want is now held hostage due to their own inability to compromise.

And the fact that the GOP also has the ability to Obamacare if they so choose Maybe Harry Reid needs to stop holding the country hostage and decide to accept 100billion dollar spending cut as a fair and reasonable compromise on behalf of the GOP

What you're describing is the very best, super wet dream that a Trump supporter could have.  Trump, eh?  I guess you think Trump -- with his marital record and business failures -- will do well in Iowa (where the Fundamentalists bus their churchees into the polls), South Carolina, and the southern-dominated Super Tuesday states.  Normally, I would suggest that God might intervene on his behalf.  But Trump owns gambling casinos, where they have girly shows and lots of drinking, not to mention the oldest profession.   

When the blood is spotted in the water, we might want to have it tested for a DNA identification.  So, I don't know how Trump gets to the point where he earns the right to debate Obama.  But your perception of how Obama will do in such a debate just happens to coincide with the horse you're betting on.  

The Clintons?  Does Hillary want to be President?  Sure.  How does she do it in 2012? 

BTW, I never wrote off the Tea Party.  As soon as they got into the spotlight, I recognized the know-nothingness of a major portion of the electorate.  I'm so glad they decided to influence the GOP.  They have moved the Republicans so far to the right that the independents (who determine the results of most elections and who lean conservative) won't be able to tolerate the Grand Old Party.  De-fund healthcare?  Hey, if they got the votes...

Doesn't appear either party is truly interested in balancing the budget. They want a meeting to figure out how to divy up the spoils. Why don't they selectively shutdown the government. There is no real reason to close all the doors. If my household can't operate on our budget. Well there goes TWC or a trip to the beach. We don't cut off the power and water supply! Let them shut down parts ot the government we need to stay within our means.

Americans are fed up with Fed agenda. Want re/elected? Shape up or go back home. We are all voting soon, for backboned government officials who lead with God's help, not with ungodly ideas.
Get it right,now or experience defeat at the polls. Yes, this goes for both parties and the president, too.
Don't waste your money or ours. Tea party folks, conservatives, God fearing Americans and honest

Reducing federal spending is like taking the credit card from my wife. Our government (and my wife) have spent so wildly for the last several years they can't understand spending has got to be reduced. Republicans seem honestly concerned about fulfilling their campaign promises and Democrats are joining them in hopes of staving off voter rebellion next year. While the Republicans taking over congress has inspired some economic growth and a reduction of unemployed while oil prices and entitlements are tempering economy growth. Democratic refusal to reform entitlements and Republican refusal to accept DoD budget reductions have created the current standoff. The budget would be manageable right now should we end the war in Afghanistan, Iraq, and cut off our support of the Libya operation. The biggest problem that faces us are all the "chicken hawk" legislators (both parties) that perpetuate the waste on fruitless unwinnable wars for corrupt governments. Many voters are beginning to ask where is the President's leadership? Our society and government appears to be more divisive everyday!

let em shut er down...anyone with any sense, common or otherwise, knows that we cannot continue to spend money we do not have...I can't, you can't, but our out of control federal government can...It is way past time to stand up and tell the feds to live within their means. We do not have a revenue problem...we have a spending problem...time to put some of the malingerer's to work, and cut some of the funds to the agencies, and those with their perpetual hands out.

Only the House of Representatives has spending power - only that GOP controlled branch of government can shut the government down - where spending power is derived is in the Constitution. The Senate and Obama don't have the "purse strings" to shut the government down; only the GOP controlled House can do that, so if it happens, the blame rest squarely on the GOP reps in the House.

History repeats it self. The GOP and the Tea Party are obviously obstructing a compromise on the budget. Obama is playing his cards right, he agreed early to the cuts so the GOP base would push for more and make compromise impossible. The ball is entirely in the GOP's court for them to agree to the initial compromise or take the blame.

You are sadly mistaken, when your socialist party had full control they did not do their job and pass a budget back in October of last year which was their job they get paid the big bucks for. Now you take jabs at the other party for doing what your party did not want to do. And the final approval still comes from your party so if your party once again wants to kick the can down the road blame your own party. Get the facts straight!

    Politics is leadership.  A political group that organizes to stop revenue to run the nation from the few  that are making their fortunes on the backs of working Americans;  then stampedes the opposing political party to agree to cut the budget that support the services and chances of those same working Americans is practicing traditional leadership.  Traditional leadership repertoires undermine productivity and achievement and atrophy the membership and goals-values of the organization, including the competence, self-esteem and confidence of the traditional leaders.  Gradually, self-government disappears as leaders everywhere lose the capability of decision making (advising).  The whole organization is thrown into the hands of the  indispensible leader and wreck and ruin.   And forlorn writers try to explain to future generations what happened when opportunity became the previlege of an international  elite.

It makes the rich richer. Who by the way have no intention of creating jobs. They are driving the economy toward a cliff and no one is reaching for the breaks. If the Tea Party gets their way there will be no middle class. Ironic that a lot of the Tea Party members are the ones that will be hurt by it.

They don't think so. Te@partiers seem to believe they will win some mega lottery, which will make tax cuts for millionaires relevant to them (magical thinking). They don't want to believe they may ever be dependent on medicare or medicaid, or social security (magical math), and they believe that they can invest their own pension money in such a way as to ensure their retirement at the highest income levels ('I'm an excellent driver...excellent driver...").

If that's what comes of homeschooling, forget cuts to public education. It's budget priority 1.

Oil is up to $122.00 a barrel ,,,Governors in the midwest are causing people to protest the union busters,,,Libya is out of control,,,,Afghanistan is protesting and causing riots,,,From 2008 and 2009, . in 24 months, 2.4 million immigrants, legal and illegal, arrived, as U.S. citizens were losing 8.6 million jobs.

Why are we importing a million-plus workers a year when 17 million Americans can't find work? Whose country is this?

Why do we not declare a moratorium on all immigration, until our unemployment rate falls to 6 or 5 percent? Charity begins at home. Ought we not take care of our own jobless first before we invite in strangers to take their jobs

Social Security Is holding twice the debt that we owe China, What that means is the government has borrow twice the amount we owe China from Social Security, What that also means with the money that the government owe Social Security we could fund every program that they now endeavor to cut, and pay off the debt to China, That's how much your government owe the working people of this nation that they now are trying to throw under the bus.

Absolutely correct! It's wall street banks which holds a huge portion of the debt and reap billions in tax-free interest every year in addition to borrowing from the fed at the 0% discount rate. china is small potatoes and a gop diversion to whip up 'red fever'. F & F

If we cut government health care to members of congress we could contribute that to paying off the national debt. It wouldn't pay it off but it would make me feel better.

I posted on the shut down and got a lot of flak for what it. This is last years budget. The House keeps voting and sending the same bill that was defeated in the Senate back to the Senate. They do not want compromise, they want it all their way. They do not want to work with the President nor the Senate. They continue to go after every program the Dems want and none of their own. The Republicans want all the toys and if they cannot get them, they will not play. They are being run by a bunch of Libertarians (Tea Party) who want no taxes on the 20% who own 80% of the wealth, the Corporations and want the middle class to pay for everything including sending their ranks to fight in every war they can dream up. Then not fund the Veterans Administration. Look at McCain's record on funding the VA, you may be shocked how badly he treats them.
Republicans all for us and we are the rich, just don't tell the Evangelicals, White Militias or the people who hate immigrants, because we need them and use them every election. And do not tell them they vote against their best interests. Heh, heh, heh. Flool them once shame on them, fool them twice shame on them, fool them all the time, shame on them.
