Polls: Public Wants Compromise On Budget, Volatile On Blame

WASHINGTON -- A subtle difference in wording appears to explain drastic differences between two sets of polls that gauge whether the public would hold Republicans or Democrats responsible if the looming government shutdown does occur.

Two polls released this week by The Washington Post and the Pew Research Center (reported by HuffPost on Tuesday) show Americans essentially divided on who to blame should the federal government shut down over a budget impasse. But three surveys conducted in the last two months show Americans ready to hold Republicans responsible for an impending shutdown by double-digit margins.

The Pew Research and Washington Post polls ask Americans whom they think "would be more to blame" if the federal government shuts down as a result of a failure of the Republicans or the Obama administration to agree on a budget. They find roughly the same number ready to blame Obama or the Republicans on polls conducted this past week and in late February.

But, three different polls conducted over the same period by The Washington Post and ABC News, CNN/Opinion Research Corporation and Quinnipiac University ask a similar question with one key difference: The pools asks respondents whom they think would be "responsible" for a shutdown, rather than whom they would "blame."

The polls show more Americans are ready to hold Republicans "responsible" (between 45 and 47 percent) than are ready to assign them "blame" (between 36 and 39 percent).

What is likely happening is that some respondents may hear different meanings in the words responsible and blame. Some may view the rise of the new Republican majority in the House of Representatives as "responsible" for pushing deeper budget cuts and thus creating the ongoing budget stalemate but may be more reluctant to assess "blame" for any potential breakdown in negotiations.

The Post/ABC poll, which shows Americans holding Republicans responsible by the widest margin (45 to 31 percent), asks the question in a different verb tense, emphasizing the present impasse rather than a potential future shutdown. They ask who "is mainly responsible" for the current lack of a budget agreement rather than who "would be more responsible" if the federal government shuts down.

These are relatively subtle differences in question language, and the differences they produce appear to occur mostly among Democrats and independents. The gap in the percentage who hold Republicans "responsible" rather than to "blame" on Post/Pew and Post/ABC questions shows up mostly among Democrats and independents, as seen in the following chart (based on data shared by The Washington Post's Jon Cohen). Very few Republicans are ready to hold the Republican leadership accountable regardless of the question wording.

As a general rule, when small, subtle changes in wording produce strange or unexpected differences, the culprit is usually fleeting reactions that are not grounded in strongly held opinions -- what pollsters call "non-attitudes." In this case, the difference made by changing "responsible" to "blame" probably tells us that it is simply too soon to anticipate how Americans will react to a government shut down, should it occur.

What we can see more clearly, however, is that large majorities of Americans want President Obama and the Republicans to reach a compromise and avert a shutdown. Four different surveys released in the last two months shows majorities ranging from 55 to 81 percent expressing a preference for compromise rather than a hard line leading to a government shutdown.

The variation in the compromise vs. stick-to-principles questions likely results from the tendency of partisans (especially Republicans in the current environment) to be more eager for compromise by the other side than by leaders of their own party. That's why the Pew Research question, which asks everyone about what they want "lawmakers who share your views" to do, produces the smallest number favoring a budget compromise (55 percent compared to just 36 percent who want their side to "stand up for their principles").

As the Pew Research report points out, "Republicans are divided over whether to stand on principle [50 percent] or accept a budget they disagree with [43 percent].” Democrats, though, "are far more unified: 69% say lawmakers who share their views should be more willing to compromise, even if that means they pass a budget they disagree with."

That contrast helps explain why the Republican leadership appears to be taking a harder line in budget negotiations, a position that may ultimately alter judgements about who will be to blame if a government shut down occurs.

Here we are in Obama's third year in office and he still has Appointments in Limbo.
If Republicans are still holding up his Judge and US Attorney appointments, the public is nuts if they believe he can get ANYTHING done!

If they shut down the government I hope people will stand together and protest the rich not paying taxes and go after GE and the rest of the corporations that paid NOTHING,,,and the banksters get more than a slap on the hand for the damage they did and be prosecuted and sent to jail,,,,!!!!

We as Americans MUST stand together in order to get these politicians to do their jobs and quit playing games,,Large protests like that of Wisconsin scare the heebeejeebees out of these politicians,,,NUMBERS we must gather in numbers!!!

Let's see..
What party has been screaming every chance they get that the Govt is too big and must be stopped?
What party has been chanting "shut it down" and "dont comprimise", etc?
What party keeps moving the goal post everytime it looks like a comprimise could be reached?
What party has spent the last 2 plus years obstructing and gumming the wheels of Govt?
What party had a rally on the very steps of the Hill just recently egging it's supporters & claiming that they WILL shut the Govt down if their social agenda which has NOTHING to do with the budget at hand is met?

NOW that people are realizing who is at fault that we are where we are you have the cojones to want to use the troops to hide behind ... as if you cared...

Let us not forget that it was NOT YOUR party that has allocated more funds and done MORE for the health, finiances and families of our TROOPS than any one else in recent history.

Here is a dose of reality.... It is just as taboo to raise taxes (especially during a recession or recovery) as it is to cut spending (especially on the programs that the poorest need the most).  It seems the politicians are more worried about their re-elections than they are about solving the problem at hand. The fact is the price of oil has gone up and with it the price of everything from soup to nuts. Therefore the price of running the country has also gone up.  They can choose to fight like children or just agree that the budget could be balanced and the deficit chipped away at if they just raise taxes about the price of a Happy Meal on the wealthy for the time being and let the poor know they will have to share their nuggets and fries with their brother for a little while.  DONE! ! ! problem solved! Ps. tax the super rich for two or three happy meals.

Obama is going to win 2012
If the government shuts down it will improve his chances or even guarantee.

He knows that and Democrats knows that too.
GOP schmucks are falling into the trap.
Media is improving their ratings.

PART ONE:

No. The Ds do not want a shutdown. First Obama put out a budget that had a lot of cuts in it that Ds don't like at all (i.e. cuts to home heating aid - as a D, I can go along with this because the aid was raised when we had really high gas prices & it's going back down to where it was). The GOP said the cuts weren't enough & said they wanted 32 billion more. The Ds said "okay". Then the Rs reneged & said 32 billion wasn't - they wanted 62 billion. Economists say that those kinds of cuts right now would threaten the recovery - potentially throwing us into a double dip recession - and that they would mean losing about 800 thousand jobs.
So the Ds said they would go a billion more & the responsible members of the GOP (given that it was more than their number in the first place) were okay with that. In fact, that number seems to be pretty much agreed upon.

PART TWO:
The sticking point is that the TPGOP has attached riders to the bill. Things that push their social agenda. They are willing to shut down the government to prevent planned parenthood from being funded (which is a pittance). Now they claim that this is because planned parenthood performs abortions. In reality NONE of that money goes to abortions. That money goes to provide women with birth control (which REDUCES the number of abortions in this country), and mammograms and cervix cancer screenings. Secondly, they have a rider prohibiting the EPA from regulating greenhouse gasses. Now, you know the Ds aren't going to accept these things. First off, they have no place in a budget bill, second, there is no reason that the house should be able to unilaterally decide on them - especially given that even REPUBLICANS in the Senate are opposed to them.

You can't say that the GOP doesn't WANT a shutdown when Boehner went to his caucus and said, "It looks like we're headed for a shutdown" and they all cheered. You can't say that the GOP doesn't want a shut down when a majority of republicans in polls say that they would rather see a shutdown than to have the GOP compromise.

Given that the Tea Party openly campaigned on a platform of dismantling the federal government, there really shouldn't be any uncertainty about where the responsibility or blame lies for a shut down.

What is that definition of insanity? Doing the same incorrect thing over and and expecting different results? Or something like that.

Why would the Republicans continue down the same path with the same plans and expect to be loved for the resulting mess? Because they listen only to each other. They do not see logic or reason, and they sure don't listen to the public.

The Tea Partiers were insane to begin with, so we cannot blame them. They have a very narrow view of just about everything and do not have a basic understanding of what is expected of those in Congress. They live in some utopian fantasy land of the 1950's. However, they are screamers. They have yelled their way into Congress, scaring the beeejebus out of their own Republicans.

Polls have a way of being skewed, depending on who, what, when, where and how. Where the questions are being asked, how the questions are asked, and what questions are asked will get different numbers.....depends. How reliable can this be? Take the same questions to different areas of the country, letting all other criteria be the same....same number of liberals, same number of conservatives. The conservatives in Washington may be more moderate than conservatives in Mississippi.

We really need to look at the composition and demographics of these Polls.
