DADT Repeal To Be Implemented By Military Chiefs

WASHINGTON — Defense Secretary Robert Gates on Thursday reassured U.S. warfighters in Iraq that allowing gays to serve openly in the military will have little impact on the armed forces, an argument largely echoed by the top leaders of the Army, Air Force, Marines and Navy.

Visiting troops at Camp Liberty in Baghdad, Gates was asked when repeal of the 17-year-old policy commonly known as "don't ask, don't tell" would occur and what its effect would be.

"My guess is you won't see much change at all because the whole thrust of the training is you're supposed to go on treating everybody like you're supposed to be treating everybody now, with dignity, respect and discipline," Gates told the troops. "And the same kind of military discipline that applies to – and regulations that apply to heterosexual relationships – will apply in terms of homosexual relationships."

In Washington, leaders from the four services testified before the House Armed Services Committee on the implementation of the new policy. Several expressed reservations last December when a divided Congress voted to repeal the law and President Barack Obama signed the legislation.

The repeal did not occur immediately as training and certification by the department were required before the ban is lifted. Training for the service members began around March 1 and is slated to be finished by summer's end.

Gen. James Amos, commandant of the Marine Corps, had testified last year that permitting gays to serve openly could disrupt smaller combat units and distract leadership from preparing Marines for battle. On Thursday, Amos said during a recent trip to Afghanistan, he was specifically looking for problems that might arise.

"There hasn't been the recalcitrant push back, not been the anxiety of the forces in field," Amos told the committee. He said one commander told him troops are focused on the enemy.

Last year, Gen. Norton Schwartz, chief of staff of the Air Force, had recommended waiting until 2012 to implement the new policy.

"We're mitigating the risk the way we're approaching this," Schwartz said Thursday. He added he was more comfortable with the policy now than he was last December.

Adm. Gary Roughead, the chief of Naval Operations, said training was going well and the "type of questions reflect the professionalism and the maturity and the decency of our people."

Gen. Peter Chiarelli, vice chief of staff of the Army, said he met with commanders last Friday and "they indicated no issues so far."

Nevertheless, Republicans on the committee have been critical of the policy change, with Chairman Rep. Howard "Buck" McKeon of California calling it a "rush to judgment."

"The one outcome that must be avoided is any course of action that would put the combat readiness of our military forces at risk," McKeon said.

Rep. Adam Smith of Washington state, the top Democrat on the panel, countered that forcing service members out of the military based simply on sexual orientation is far more disruptive.

"Gays and lesbians are currently serving in our armed forces, and we have the strongest military in the world," Smith said. "Driving thousands of qualified individuals out of our armed forces under "don't ask, don't tell" undermines our military's effectiveness."

Pressed by Republicans on the implications of the change, senior military leaders insisted the services would be able to retain talented members and it could potentially increase the pool of recruits.

"We will see good people serving," Roughead said.

Amos said it would "increase peace of mind for gays and lesbians in the Marines."

Rep. Vicky Hartzler, R-Mo., pleaded with the military leaders: "You are the last force to stop this onerous policy."

In a statement, Servicemembers United, an organization of gay and lesbian troops, said the "issue has been settled, the Department of Defense has embraced this change and trying to re-open this debate is a waste of both taxpayer money and the valuable time of these senior defense leaders in the midst of multiple overseas conflicts."

In fact, the hearing was interrupted for more than an hour for votes in the House and the senior military leaders had to wait before resuming their testimony.

There you have it. My son is actually IN the military and has said there was no problem among the troops with goys fighting alongside them. It is the same religious zealots who do things like loudly picked service members funerals with signs like the vile ones we have seen because their own intolerance can't stand the presence of gays anywhere. Hurray for our military leaders stepping up and letting it be known that this is not a problem. Tea Partiers, keep your pitchforks and torches away from our military. And since I'm on the subject, keep your Planned Parenthood hatred away from our operating budget.

I wonder what happens if we refuse to be "trained." It is due my May 31. It will be fun to at least force someone to humiliate themselves and have have to order me to take the training class. Yes, I know that President has already ordered it, but that is pretty abstract. What a crock. I used to think my government hired me to close with and kill the enemy not be sensitive.

I'm not really sure the Department or at least the vast majority of the folks actually serving in uniform have "embraced" the repeal. Most of my friends just think it is just more PC garbage that will erode warfighting.

I said this before in response to another article on DADT but I'll say it again...

As a gay vet, I can tell you that most gays and lesbians in the military won't be jumping out of the closet once DADT is fully repealed. I imagine a lot of them will tell their closest friends and some will choose to remain in the closet. Each individual will decide what's best for them. But what none of them has to fear is being discharged based solely on their sexual orientation. That's what matters most.

I'm not a vet, but I suspect that you're correct. The fear mongers amongst us imagine that there will be hordes of gay men and women openly gay in the military, and that there are 10s of thousands just waiting to join up. It's absurd of course and no such thing will ever occur. It's just fear mongering and ignorance and prejudice. It seems like the U.S. is finally doing the right thing, after everything else has failed.

Rest assured that every misstep of the military, every setback or defeat in operations will now be blamed on allowing gay people to serve openly. That will go on for another twenty or thirty years.

I agree that gays won't be suddenly jumping out of the closet. But I would think the relief of not being found out or stuck in a witch hunt would make military life a lot less stressful. The military has enough stress without adding the possibility of being outed and hunted on top of it.

It's about time DADT was repealed.

Anyone that thinks their bedroom interests are set in stone by the age of 18 is fooling themselves. If your preferences can continue to evolve as you develop a more complete self image, how can anyone say definitively at 17 and 18 that they are, and always will be, strictly gay or straight?

Good on the joint chiefs for moving forward with this instead of clinging to conservative christian views.

Onion, pretty sure I've always been straight and I'm pretty sure that there are plenty of gays who have always known it too. I'm not sure all of us will "evolve."

POR, I suspect my last response to you got scrubbed. The Australian has it right. Most people, whether they self identify as gay, straight, or bi are in fact bi, and there's a lot of swing in that.

In my younger days I'm sure I would have self Identified as straight, now it's a bit more complicated of an answer, but you could sum it up as straightish or pretty straight. It's just how things work.

I feel sort of sorry for you if you really haven't "evolved" your preferences as life went on. Must get kind of... old hat. But, to each their own.

14th amendment
1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

Under the 14th amendment all citizens were declared to be identical under the law. The 1st amendment gives them the right to free expression, like being gay.

Between the 1st and the 14th amendment I present a constitutional case for why gays must be allowed in the military to avoid violating their civil rights, provided they can pass the physical and written, same as everyone else.

People should really be required to take classes in anti-terrorism, you have no idea. There's so many terror plots that have been thwarted because the U.S. military has caught them, in places in the Middle East before the plots have reached American soil. These soldiers have risked their lives so these people don't carry out their plots in the US and Canada for starters. If people knew how many plots have been prevented against America through the intervention of the US military in the Middle East it would open their eyes to why we are over there. Would you rather fight these terrorists on US soil? No, I didn't think so.

Well now isn't "serving" a bit of a misnomer? If I were young and wanted to serve my country the military "service" is the last place I would go. I would go into the diplomatic corps, the Peace Corps, medicine, or teaching. Young people go into the military for other reasons, such as the money, the skills training, lack of gainful employment, the urging of a judge as alternative for incarceration or probation on a looming conviction, or for action and adventure. Those would be among the reasons homosexuals enlist too, I would assume.

Only met one person who fit the description you laid out (alternativ­e for incarcerat­ion or probation on a looming conviction­ when I was in service).
He was a black man who kicked 2 Georgia State troopers’ asses who expressed their opinion on the virtue of his white wife. Judge gave him a choice.
He was a hell of a supervisor, and I learned a lot from him.

Honestly, how are you going to find anyone braver than someone who is gay in the military right now?

Gay people who love their country enough to step up and serve through the political storm and private ridicule that they have been subjected to over the years represent the exact type of character that I'm proud to see in my countrymen. They are why this country is great, because they will persevere past the absurdity of prejudice and irrational fear.

Funny, my circle of friends includes 1 gay sailor and 3 gay soldiers. Didn't seem to be a problem for any of the Army guys.

Guys, Look there are Gay police, Marines etc. Some of them get shot and SOMEONE treated their wounds that's how their still alive today. So far I have yet to hear of a story where some Marine treated someone's wounds and got AIDS. Let's stop with these stupid scenerios. I did 30 years in the Navy and that subject never came up. We waste so much time on the what if's?? i.e. what if this dude is looking at me in the shower on board ship?? So What!!! We used to rip open the shower curtains on each other and throw a bucket of cold water on each other for fun. Hey!!! There's not alot to entertain yourself with when your at sea so you make your own fun up!!! Let's not worry about these wild theories......you'll see five years from now people willo be saying What the heck was the big friggin deal about. The same as when blacks were intergrated and women came on board. Remember that......Oh! There'll be sex all over the ship and everyone will divorce their wives. Never happened some sex yes but we adjusted so let's not all go nuts over this. It will work itself out. You'll see!!!

The reason such myths get spread is because of people in the GOP who like to say that homosexuality is a choice. Next time one of those clowns throws that out someone needs to call them on it. For example, "Oh really Mr. Hatch, and you're saying that you yourself could chose to enter a fully functioning homosexual relationship if you wanted to?"

Next time someone says it's a choice, make them prove it! We could make it a national forum, a special Adults Only SNL!!!

He signed the repeal. The commanders have to enforce it with a list of directions because they dont know how to 'function' with gays in their midst...its true. haha!
