Eric Cantor: Debt Ceiling Vote Will Be 'Leverage Moment' For GOP Spending-Cut Demands

WASHINGTON -- House Republicans will demand major concessions before agreeing to raise the nation's debt ceiling, Majority Leader Eric Cantor (Va.) said on Sunday, setting the stage for another showdown over spending.

Cantor said on "Fox News Sunday" that the House GOP was emboldened by the funding deal announced on Friday, in which the Obama White House and Senate Democrats agreed to roughly $38 billion in spending cuts. Lengthy negotiations over that deal nearly left the federal government unfunded and forced to shut down, but the stakes may be even higher for the debt ceiling, which must be raised to prevent the United States from defaulting on its loans.

In exchange for raising the debt limit -- long a routine move allowing the Treasury Department to borrow more money -- House Republicans will demand further concessions to shrink the government, Cantor said.

"There comes at times leverage moments, a time when the president will capitulate to what the American people want right now," he said. "They don't want to raise taxes, they don't want borrowing to continue out of control."

The White House, meanwhile, its preparing its own long-term plan to reduce the deficit, which will be unveiled later this week, adviser David Plouffe said on "Fox News Sunday." President Barack Obama will address the matter in a speech on Wednesday, White House Communications Director Dan Pfeiffer announced on Twitter Sunday morning.

While the White House and House Republicans agree that the deficit should be reduced, their respective strategies vary widely. The House GOP plan, which was unveiled by Budget Committee Chairman Paul Ryan (R-Wis.) last week, would cut taxes and make major entitlement changes. Many of the cuts in the Ryan proposal would weigh most heavily on low-income Americans and senior citizens, including the replacement of Medicare with a voucher-like program forcing seniors to use government money to pay for private health insurance.

Obama did not address entitlements in his 2012 budget, which was unveiled earlier this year, but the president will request some changes to Medicare in the plan to be released this week, Plouffe said.

"My hope is it will be clear ... that we can achieve deficit reduction," Plouffe said. "We don't disagree that we can't continue on this fiscal path."

Plouffe urged Republicans not to hold up the debt ceiling vote, which Treasury Secretary Timothy Geithner has said must be passed before May 16. Obama himself voted against raising the debt limit when he was in the Senate -- a vote he now regrets, Plouffe said.

The White House is almost certain to face a similar battle over the debt ceiling as it did over government funding, however, as Republicans gear up to demand more cuts.

Plouffe said the negotiations over a spending deal, which was reached at the eleventh hour on Friday, showed that Obama will protect programs that are a priority, such as education and medical research. He denied that the deal showed the president, who has upped his rhetorical focus on deficit reduction in the wake of the compromise, was being pushed into cuts by Republicans.

"You can't look at any cuts as we're embracing the Republican orthodoxy," Plouffe said. "The president believes we need to reduce the deficit and cut spending, it's how you do it."

Cantor, however, said the White House and Senate Democrats "were dragged kicking and screaming to the table to cut spending."

The majority leader said that process may repeat itself in the coming debate over raising the debt ceiling, when Republicans plan to demand spending caps, entitlement reform or budget process reform in exchange for further federal borrowing.

"This spending deal that was cut this week was only the beginning," he said. "This was only the first bite of the apple. We've been saying that all along."

I'm sorry, but this man is seriously stupid. How long has he been a politician? How long has he been in Washington, D.C.? Does he actually know how much it will cost to NOT raise the debt ceiling? Does he have any idea what it would do to the U.S. economy to default on its obligations? To the rest of the world's economy?

I wish his Congressional district dems. would vote him out and on to "Dancing with the Stars". Senate GOP Tea Party talking about voting no and making the Dems. do the heavy lifting and be labled "as being for higher spending". McConnell sneaky mean and devilish!

So, included in the debt are amounts that the government has transferred to itself to hold in different accounts. 

Isn't that like calling your checking account balance a debt instead of an asset because it has the potential to pay a liability? 

How can the SS Trust Fund be broke if it's such a contributor to our debt?  Ditto for Medicare.

BTW, no other country includes their future liabilities as debt when they are actually holding those funds for future use. 

What a crocking bull story this is being played once again against the people who don't know any better.

Social Security and Medicare has always been in surplus from day one. That surplus has been borrowed by the general fund and went into the national debt. It is an I.O.U. owed to SS and the American public with interest. It has never added to the national debt. It is owed to the trust fund. THOU SHALT NOT STEAL even though you hate FDR, and non-millionaires. Social Security is NOT an entitlement or social program- it is Federal Insurance paid for with FICA contributions by employers and employees. Same goes for unemployment Insurance- it is a payroll tax- paid for. Taking away something paid for is stealing.

Not passing the debt ceiling is treason.First if the debt ceiling is not passed. The Government will collapse.Thre will be no services including social security so tea baggers you can kiss goodbye to your social security checks.It gets much worse. The dollar will coillapse. It will no longer be used for oil. The Fed by law will no longer be able to print more dollars .there will be a vast collapse of the buying power of the dollar. The dollar will be worth the paper its printed on this will lead to a massive hyper inflation. People will no longer ba able to afford food.There willbe mass rioting martial law and the death camps will come back.So the anchors at MSNBC should be fired for being idiots.

Stay the course democrats. Give the republicans nothing, they will not vote against raising the debt ceiling as doing so would destroy world financial markets as representative Boehner himself has said. By destroying the financial markets, the republicans would also destroy the corporate task masters who paid for their elections. Cutting spending does no good if you are going to increase spending by giving tax breaks to the rich. The much touted Ryan plan does NOT decrease the deficit. Sure it cuts programs such as medicare and medicaid which saves 4 billion dollars but it more in tax cuts to the rich. We need more revenue, let the bush tax cuts expire, stop giving subsidies to big oil. Who can more afford cuts, seniors and poor people or big oil who make record profits every year? This is a defining moment dems, the Republicans are gambling that you will cave, don't do it. Pass nothing but a clean bill.

Big oil would just turn around and pass on to the consumer any taxes it paid. They have to make sure their investors get a certain return on their investment. And as you know, the price of gas does not depend on supply and demand. It is set by greed.

All Obama and the Dems have to do is to push or the taxes to expire (again) for the top earners, take away the 40 Billion in subsidies from big oil and not do major cuts to Social Security or Medicare/Medicaid and their plan will be favored over Ryans.

Polls show that even the tea party voters don't want their Social Security and Medicare touched.

I really can't see how the GOP is going to spin this one.....unless they say god told them to keep giving to the top and take away from their supporters.

So, again Republican Tea Party, our country does not run by fiat, so you are free to "demand" (and whine and stomp and pout and call names, etc), but simply making a "demand" is not really governing is it? You do recall that the Constitution, in all of it holy sacredness, outlines a legislative process that requires approval by both houses (the one you control and the one you do not) and then an approval by the President - don't you? How's that whole "demand" thing working out so far?

Perhaps, somehow, the reality of $14 trillion dollar debt will be the 8,000 pound guerrilla in the room. I just thinkin that since the polls I've seen on NBC and on Fox which show 62% of Americans say "don't raise the debt ceiling" is evidence that Republicans have real power. Furthermore, 23 Senate Democrats are up for re-election in 2012. So unless 10 of them wish to retire early, they'll be inclined to vote with the Republicans. Remember, the Senate works in mysterious ways. This is one of those elements that the Senate majority loses site of when we observers look purely at the majority in the Senate.

At some point, people have to consider the consequences of shutting down the government, getting ride of Medicare, Medicaid and Health Care. the GOP never has an answer for the people who would be affected by their wreckless proposals. They think poor people will evaporate or live on the streets. They never think things through. It's obvious. they are not fit to lead this great nation. they are just to immersed in corruption.

Responsible cuts across the board should be what these politicians are seeking, not holding our economy hostage. By not increasing the debt ceiling, these Republicans will do more harm to the national and world economies by far than if they didn't cut a dime of the deficit.

And if you look at what the Repubicans want to cut, you can see the social agenda at work...planned parenthood, Medicare and Medicade, public schools, the environment. Where are the cuts to tax breaks for oil companies and companies like GE which pay NO taxes? Where are the cuts to subsidies to large corporations? Where are the cuts to foreign aid?

Who will be impacted the most by the cuts Repubilicans want? The poor and the middle class. And I would be willing to bet the majority of tea partiers are part of these groups. But because of the social agendas, they will vote against their own economic interests to push the social agenda. They are so against the federal government they are willing to kill our economy and damage the world economy buy not increasing the debt limit.

They have said again and again how they are against intellectualism...and now they are proving it.

The cuts to foreign aid occurred in part in this recent round of cuts. I would agree to other referenced cutting you suggest. But if we don't reform Medicaid and Medicare, we will, in 10 years, be paying a base income tax rate of something like 55-65% to pay our bills. We cannot sustain those programs w/o reform. Planned Parenthood supporters seem to argue that cuts would impact health services. I thought Obamacare covers health needs. But why should your neighbors pay for someone to get any services an 18-yr old might desire at PP? Neighbors can't keep paying for other people's mistakes and illnesses. Where does all this money come from? Education, health care, medicaid, school lunches, mental illness, prisons, highways, Dept of Energy, military, environmental agencies; we have to do a few things well instead of many things poorly. Let's defer some of this to the states and let them handle locally, closer to the recipients and the truly needy.

But neither side will agree on what to cut. That's why I recommend an across the board cut of an equal percentage from ALL programs...5%, 10%...whatever the amount deemed necessary...no exceptions.

And let's not forget corporate welfare. The oil companies have been and will continue to make record profits and still receive tax breaks and compensation from the government. The same with large farming conglomerates. Get rid of the politics and cut them all equally.

I don't think the White House will entertain any further cuts in exchange for a debt ceiling increase. The Republicans know they must raise the debt ceiling or else they will be responsible for an economic meltdown. So why deal?

The white house will deal so they don't get blamed on the economic collapse that will result from a default. It doesn't matter who's fault it really is; the republicans have propaganda machine that can put blame for anything at all, on anyone at all. Reality is a second place consideration when doing politics. Other reasons they will deal include the fact that conceding instead of fighting is the democrat's M.O., and Obama's even more.
The democrats need someone to take them to politics school and teach them the basics. With the political weapons the republicans just handed them, the dems ought to be able to make "republican" a dirty word for a generation, but they don't know what to do with it, so they won't.
