Extended Unemployment Benefits Expire In These States Next

Robin St. Louis of Charlotte, N.C. lost her job as a sales rep just before Christmas in 2009 and said she hasn't had much luck with her job search since then.

"Looking for a job, it seems your résumé goes into a black hole," St. Louis, 46, told HuffPost, describing the process of flinging one job application after another at unresponsive potential employers and staffing agencies.

St. Louis said her family is grateful for the $325 she's received every week in unemployment insurance since her layoff: "This money's sustaining us."

But now the sustenance has been cut off. The federal Extended Benefits program, which provides up to 20 weeks of benefits for long-term unemployed who burn through both state benefits and federal Emergency Unemployment Compensation, expired this month in North Carolina, Tennessee and Wisconsin.

The deadline for payouts passed on April 16. The North Carolina General Assembly approved a bill that would preserve the benefits, but Gov. Bev Perdue (D) vetoed it Saturday because Republicans paired the measure with deep budget cuts. St. Louis is one of 37,000 long-term unemployed North Carolinians who have been left hanging.

The next states where the program will expire are Alaska, Alabama and Kansas, according to Mike Evangelist of the National Employment Law Project. Analyzing state unemployment data released Tuesday by the U.S. Department of Labor, Evangelist predicts EB payments will stop in those states on May 14 unless local lawmakers take action. Payments will stop in June in Arizona, Pennsylvania, Washington, D.C. and New Jersey (though legislation to prevent the cutoff there is on the governor's desk).

The Employment Security Commission of North Carolina advises on its website that "due to the recent decline in the North Carolina Unemployment Rate, the state no longer meets the Federal and State requirements of the Extended Benefits Program."

The U.S. Labor Department announced Tuesday that North Carolina's unemployment rate has fallen to 9.7 percent from 11.3 percent this time last year, but even if it had not fallen at all, the EB program would still expire. That's because the unemployment rate in any given state must be at least 10 percent higher than it was during the previous two years for the state to remain eligible for EB. When Congress reauthorized federal jobless benefits in December, it included a provision allowing states to modify their EB "look back" laws to include the three previous years instead of two. In most states, the unemployment rate is still much higher than it was three years ago.

(The other requirement is an unemployment rate above 6.5 percent; in May the program will wind down in Virginia because the state's unemployment rate has fallen below that threshold.)

Unlike North Carolina, 18 states have taken Congress up on its offer, according to NELP. Some states have passed legislation that preserves EB eligibility while simultaneously making deep cuts to the state-funded benefits initially provided to the newly jobless.

Republican lawmakers in North Carolina have signaled they may try to override Gov. Perdue's veto.

Robin St. Louis said her husband is still working, and that even though they've withdrawn their 4-year-old from daycare to save money, the family has been getting by. She said her job search has seemed more hopeful in recent months, which is good since she received her final unemployment check on Monday.

"I can smile for this week," she said.

I am curious is to how so suddenly and why so many air traffic controllers are falling asleep. Leave it to the politicans and corporations to take away the work incentive.
Guess people just are not motiviated making minimum wage and maybe do not worrry about your safe flight.

I really should stay off of this particular article's forum. Between the bill collectors calling me incessantly and my husband's car getting taken by the bank, I've been feeling really low.

And you arrogant, uninformed repugnicants who say unemployed people are lazy and should just "get a job" have no idea what it's like to send your resume out day after day and get an interview only to have your hopes dashed by a reject letter or no communication at all.

I am frustrated with my job search:

1. Recruiters and employers not calling you back or replying to your job applications/emails, even if you are an exact or close match

2. Companies keep posting for the same exact job month after month, year after year. Either they can't keep anyone in that position (says a lot about the companies) or they are so picky they don't think anyone, including Jesus could do the job

3. Companies put a laundry list of job requirements and you must have everyone of them, something nobody in the universe has (except again, maybe Jesus, but he already has a job, as a carpenter) - it used to be companies would be flexible and allow you to train for any needed job requirements you didn't have, now they just want to take someone from a similar company and expect them to have every skill from that exact industry

4. Some companies make you fill out a 1 hour or longer job application process, when you could just extract that info from the resume automatically. And when they do extract, they often get the info wrong. It took me several hours to do one for AT&T, what a waste.

I know there is a lot more, but these are the ones that are really bothering me.

Oh wait, interview time:

You prepare for the interview, leave extra early, drive in long traffic, pay parking fees where applicable, expensive gas, cleaning the suit, sitting at the company waiting for a long time, filling out the application. All you ask in return is to be treated with respect and let us know after, say by email, how we did or what the timeframe is.

I had an interview the other day, where they kept me waiting for 30 minutes, rushed me through the interview, the main guy kept looking around, out the door, etc. I already knew the second I walked in, they either filled the position or the person had something about me he didn't like. The jerks didn't even respond afterwards.

I believe a company should pay your parking fee (e.g. if you park in their building) and should show you respect and appreciate our time is valuable, like we do with them.

It takes forever to get one application done, what with the basic stuff, and then tailoring your resume, and then perhaps a cover letter. Then many require those "personality inventories" so they can decide whether or not to bother with you.

It's terribly frustrating.

I pull my hair out on many of these online applications. I wouldn't mind so much if it were at the final stage of an interview and they showed interest, but just to get in the front door when they are looking at hundreds of others, what a waste. Isn't that why we created a resume and cover letter to begin with?

This is a sad but realistic part of a "DEPRESSION" not a recession ! Instead of paying the hundreds of thousands of dollars paid to TSA administrators which there are a large excess of ! We need to start a program like the WPA and re build our infrastructure using the long term unemployed, 2 years or more ! This is better than the waste that is going on presently with federal tax dollars, borrowed money for entitlement programs, the whole damn sickening situation that this President and many of the congress other than most elected this past N

What astonishes me is that prospective employers are shocked at the sheer NUMBERS of applications they are receiving for ONE job available. Obviously, they have swallowed the rhetoric that there are ONLY 5 people applying for every SINGLE job, and wonder why they have received 100+ applications for the ONE job they are advertising. What...do they think their one job at $8/hr for people who may have to travel an hour to get there, is so tantalizing that 100+ people would be vying for this job? No. It's because the public is so uninformed and uncaring that they don't WANT to see beyond their noses and see the desperation out there for people who just want to WORK!

I checked my careerbuilder stats, just careerbuilder mind you. I ran the statistics on just 4 jobs I applied to and the number of people applying for those jobs has been between 240 to over 900 for one of them. Now imagine how many other job boards people are applying to these jobs on and you can see how bad it really is.

So am I supposed to score #1, maybe, maybe not, but the next job I have to start all over again. The odds of winning the lottery are better.

Yes, I do agree. The cynical plan on both sides is to see just how far they can push the little guy till the streets break to riot. They will then toss over a bit more chump change as a 'compromise' to let We the People think we won something as the 1% gloat on their, again, fleecing the herd. You just don't understand! See, when you fall off the benefits, you fall off the stats, and VOILA! you are no longer unemployed! This looks good to everyone and is a shining beacon for our new recovery. Once the Eskimos push granny off on an iceflow, she is no longer counted as a useless old person and society can breathe a sigh of relief. Thanks to our Progressive Prez, the ex-99ers can give thanks that the unemployment figures are falling.

After so long out of work, it's time these people considered relocating. It doesn't matter WHAT your home equity is, how big a loss you'd take on this or that, it simply makes common sense. There are areas you might HATE with job opportunities, it's just a matter of what priority you give "employment".

There is some truth in what you say. Because at this point in my life, I've lost all faith in corporations. After working my ass off, doing the best I could do for them, they lay me off anyway to save a couple of bucks.

The stupid part of corporations is that they will hire people who at this point could give a &*^% about them and hand over the future of the company to those people. They don't get what a premium a loyal, dependable worker is...and how it gets much harder to find them when everyone in the community hates you.

Agreed! Pick up your children and move to a new community, new schools, away from any familiar neighbors or family members that can help a little now and then. Never mind that those neighborhoods also have no jobs or help available, just stay on the move!

Corporations are flush with cash. They discovered frightened people would work until they dropped. Productivity went up with less employees. There is no incentive for them to hire anyone--even if it means the more people who are working, the more goods and services can be purchased. Nope, profits are at historic highs so their position will not change.

Without a tiny safety net, many people could not afford to put gas in their car to stand in lines of hundreds of people all applying for minimum wage jobs. Been to Michigan folks? It's been 5 long years of virtually no job openings. And if you are over 40, yes 40, you are out the door as happened to a relative with an MBA and the best record in his company.

There is little comfort in a temporary check which covers only gas and groceries. Those few abusers do not constitute the majority of folks who could work rings around most of the loud mouth complainers. We used to take pride in the fact that as a nation we offered a hand up to those who fell on hard times. That was a long time ago.

Extended benefits are so important but I was surprised to learn that you receive extended benefits at a much reduced rate. Since you haven't been working, you have no income and when the extended rate is calculated, it can be as low as the minimum of $150 which although it's better than nothing, it certainly can't pay for much.

When the federal benefits were extended back in Dec. that did not automatically mean that states were going to go along with this irresponsible charade. Many now know this...and I was one of the ones that was saying this from the beginning. I'm not on any govt assistance and never have been, and even to me its starting to feel like an endless handout.

Well it would if you are not unemployed. But, if you are, then times are tough. People waiting in the wings to take any jobs they can. Employers hiring people who are already working to fill positions. The longer you are umemployed, and the older you are, the harder it is to find a job. Hope you never have to go through what some of these people have.

Do you have a solution for those who want to work but find there are still five times as many unemployed as there are available jobs?

In our country's history UI benefits were paid until the unemployment rate dropped below 7%

Arthur you know how much I appreciate you writing about 99ers...However, why is it when someone writes an article about the newly unemployed exhausting their benifits writers only get half the story. The fact that it doesnt matter how many weeks people received in UI once they have no more weeks available to them they are part of the 99er community. To state facts to those who made comments on this thread. The fact that there are millions of Americans who have gone with no income of UI benifits for over a year and still no job puts all your comments to shame....THESE are Americans whose jobs dont exist anymore. Its not a matter of skills that people are lacking its a matter of the jobs lacking for people with skills. Its a matter of America being outsoarced to benifit every other country and corporate congl. other than America. The concern for global economy has turned its ugly face on America and because of our fairness and generosity it has caused undue harm to middle class Americans. WAKE UP people insulting those who are out of work wont fix the problem and although it might you feel better for the moment it wont for long because your job will be effected next...Dont wait until that happens. Speak up now for the unemployed before your one of the forgotten Unemployed behind the insults you so choose to speak.

Total misconception of what's going on in America..if companies aren't creating positions, there just aren't positions...that means sales too. This employment problem is affecting every job out there...pay attention to what's going on around you.
