LOS ANGELES — President Barack Obama said Thursday that the Justice Department will try to "root out" cases of fraud or manipulation in oil markets, even as Attorney General Eric Holder suggested a variety of legal reasons may be behind gasoline's surge to $4 a gallon.

"We are going to make sure that no one is taking advantage of the American people for their own short-term gain," Obama said at a town-hall style meeting at a renewable energy plant in Reno, Nev.

The town hall was sandwiched in between Obama's four fundraising events in California on Thursday – one in San Francisco and three in Los Angeles. The president was holding six fundraisers over the course of his three-day West Coast trip, aimed at high-dollar donors and young people, both of whom will be integral to a campaign that could set fundraising records.

"This is going to just as hard, if not harder, than 2008," he said of his re-election bid during a small fundraiser at Sony Pictures Studios.

With the 2012 campaign in mind, the White House is anxious to show the public it's taking action to address rising gasoline prices. The national average price for a gallon of regular gasoline was $3.84 on Thursday, about 30 cents higher than a month ago and almost a dollar higher than a year ago.

Obama, decrying such levels as yet another hardship "at a time when things were already pretty tough," said Holder was forming the Financial Fraud Enforcement Working Group.

The task force will focus some of its investigation on "the role of traders and speculators" in the oil-price surge, Obama said, and will include several Cabinet department officials, federal regulators and the National Association of Attorneys General.

In Washington, Holder said he would press ahead with the investigation, even though he did not cite any current evidence of intentional manipulation of oil and gas prices or fraud.

"Based upon our work and research to date, it is evident that there are regional differences in gasoline prices, as well as differences in the statutory and other legal tools at the government's disposal," Holder said in a memo accompanying a statement announcing the task force. "It is also clear that there are lawful reasons for increases in gas prices, given supply and demand."

"Nonetheless, where consumers are harmed by unlawful conduct that has the effect of increasing gas prices, state and federal authorities will take swift action," Holder said.

He promised to "be vigilant in monitoring the oil and gas markets for any wrongdoing so that consumers can be confident they are not paying higher prices as a result of illegal activity."

There's not much Obama can do to affect the price of gasoline in short term, something he acknowledged in his remarks. Gas prices have risen steadily as a result of tensions in the Middle East and northern Africa and rising demand from China and other emerging economies.

Given that no evidence has yet surfaced of actual fraud or price manipulation in oil markets, Obama's remarks appeared, at least in part, as more of an attempt to assuage public anger over rising gas prices.

Other presidents have also launched similar inquiries at times of rising oil prices and widespread public suspicions of market manipulation by the oil industry or by speculators.

In an Associated Press-Gfk poll last month, 51 percent of adults said they thought recent increases in gas prices were due to "oil companies that want to boost profits" rather than changes in the global oil market. Nine percent said higher prices stemmed from a combination of both, 37 percent from changes in the market.

Obama renewed his proposal to end roughly $4 billion annually in various government subsidies to oil and gas companies "at a time when they're making record profits and you're paying near record prices at the pump. It has to stop."

Asked by a member of the audience about prospects for advancements in clean energy, Obama predicted that, with time, prices of now-expensive devices such as electric cars would come down.

"Having a flat-screen TV used to be a big deal," Obama said. But he said now such TVs are commonplace because prices have dropped so much.

While acknowledging he doesn't spend much time these days behind the wheel, Obama said, "I've been in one of these Chevy Volts. This is a nice car. It drives well."

He said when such vehicles become more affordable, "those of you out there driving that 8-mile-a-gallon SUV" should consider a purchase. Otherwise, by buying gasoline that likely came from imported oil, Americans "are putting money in the pockets of people who do not like us at all," he said.

Before the Reno event Thursday, Obama told supporters in San Francisco that he was pressing ahead with his agenda in a difficult political environment and that "change turned out to be a lot tougher than expected."

Obama addressed about 200 people who paid up to $35,800 apiece for the fundraiser at San Francisco's St. Regis Hotel, the first of four for the day.

Obama was interrupted by a small group among the paying guests who protested the detention of Bradley Manning, an Army private accused of leaking secret documents to the WikiLeaks website.

"We paid our dues, where's our change?" the protesters sang to the president.

"We'll vote for you in 2012, yes that's true. Look at the Republicans – what else can we do?"

Obama paused while security removed some of the protesters, then joked, "That's a nice song. You guys have much better voices than I do."

Manning, suspected of illegally passing U.S. government secrets to the WikiLeaks while serving as an Army intelligence analyst in Iraq, was transferred this week to an Army prison in Kansas from the Marine brig in Quantico, Va., where he has spent the last nine months.

I am very frustrated as well. I am frustrated that our kids are still dying in Iraq war #1, our kids are still dying in Afghanistan war #2. I am frustrated that we are now killing people with drones in Libya war #3. The headline today is USA drone kills 26 in Pakistan. Frustrated that they keep bailing out banks as Americans suffer. We give up our kids for wars for oil. We give blood and lose our house. We give blood and CEO's get million dollar raises. We give blood and lose our jobs. We give blood and nothing changes. We give blood and all we get are empty and broken promises. I am done hoping.

Lower gas prices will not win my vote. Routing out the rampant fraud in the mortgage and banking industries, particularly by national banks, will. No more bailouts, no more bogus loan modification programs. This is not the time for campaign promises. This is the time for action.

I just received another message from OriginOil which is pioneering getting fuel from algae. I'd suggest people long on to OriginOil to find out where the real action needs to be.
I applaud Obama for trying to get at some of the reasons for oil hikes. Bear in mind that the Republicans are blocking every move to regulate oil company speculators, because they get pay offs from oil companies.
Rather than attacking Obama, progressives need to attack the Tea Party and the GOP. They also need to mobilize support for a progressive Congress as well as re-electing Obama. That's were the drive should be.

I hope the President was saving up his campaign promises to be acted upon the last two years of this term. If he doesn't act a whole bunch of disappointed voters won't vote this next election. Holy crap, the baggers might get The Donald into office.

In 2008 when oil peaked at $147 a barrel gas peaked at $4.12 using that ratio, Oil is at $111 barrel gas should be around $3.11 a gal. But instead it's $3.99 here in Indy. Something's out of wack, it's been like this all through the rise in oil prices, the price of gas has been consistently 25 to 30% higher as it relates to oil than it was during the previous runup. Also a study of the previous runup showed that 81% of the price increase was due to speculation not related to supply and demand. When a commodity is this critical to an economy we must put some breaks on speculation either by requiring much higher up front capital or requiring they take delivery on the commodity. These futures prior to the CFMA of 99 were used principally by airlines and farmers to stabilize their fuel costs now its like casino betting parlor.

As soon as the oil companies begin shifting hundreds of thousands in contributions to his campaign he will fabricate a reason(s) to back track. I hate to say it but the constant chatter by the Tbaggers that he is not qualified to be President is more than likely correct.

No, I don't think Obama understands Americans' frustration - any more than George Herbert Walker Bush did. The things Bush senior really cared about - his longstanding relationship with the Saudi royal family and the Carlyle Group and his off-the-books intelligence network, etc. - had to remain hidden. He pretended to care about the failing economy and broken health care system. However these weren't real issues to him, so there was no genuine passion - and this supposedly cost him the 1992 election.

We know even less about Obama's past than Bush senior''s, especially with Obama signing of Executive Order 13489 (the day after he took office), effectively sealing his pre-presidential past. I suggest you actually google Executive Order 13489 and read what it is actually about. There was NOTHING done that sealed his alleged "past records". This order deals with records that were sealed by previous Presidents and also any records that become part of President Obama's term/terms in office. It has absolutely NOTHING to do with a birth certificate, college records, etc.

When you build a significantly better product than what is currently out in the market, demand for that product will eventually bring the price down. The Chevy Volt is not a better product and there is little to no demand for them in the U.S. Obama doesn't want $4 gas, he wants $8 gas because he thinks that will force consumers to buy his little de@th trap.

Oh for the love of god, the world petroleum market is not hinging on the Volt's success. There are many other products coming to market very soon. Anyone in a major metro area driving an SUV more than a few miles a day is not only a huge part of the problem, but insane to be addicted to so much oil and foolish to spend so much money on gas. What a total waste. If every American drove a smaller, high-efficiency vehicle, prices would drop. We could have done that decades ago.

Not to burst your bubble, but you had better get used to high gas prices. People simply can't go on using it at ridiculous rates in SUVs and vans with one person (with a "Support The Troops" sign, no less!) and not deplete this limited resource.

There has to be a combination of much, much smaller vehicles, public transportation and alternative fuels to even be able to retain mobility for the next few decades.

Once the dollar is devalued on the world market and Brazil, China, Russia, India, and a couple more come to an agreement on what is traded or becomes a world currency, we are screwed, blued, and tattoed. The dollar will essentially be worth toilet paper as the reichmark was pre-WWII. That is when gas prices will go up so exponentially the problems of unemployment will go up higher than they are now and we (U.S.) will go the way of Argentina ......UNLESS both parties get their heads out of their rear ends and face the expenditures that are bankrupting all of us.

Oil companies have enough oil to refine as much gasoline as we need. They make a lot more profit by making less and selling at a higher price. That plus price speculation is why the price is high. It's a win win win for the rich with the third win being that insted of blaming the real culprits the sheep will blame Obama and be more likely to vote for the GOilP

Do your realize that the average profit on investment by the oil companies is about 7% or so - far less than most of the other corporations in the world. Do you know WHY the profits are record breaking for the last few years??? Demand DEMAND Demand. Growing economies in Brazil, China, India, etc. are increasing their demands for global oil - our recovery here will not come to fruition without oil at a reasonable and balanced price. We pay far less than most other countries. WHY? Because the world's global currency is the dollar for now. Woe be it unto us when the dollar is devalued when others will no longer buy our bonds, etc. to finance our debts of profligate spending. When the jig is up, we will regret it, but it will be too late.

You are incorrect. They are selling MORE oil at a higher price at a low margin profit.

Also, we have far fewer refineries now than we did 40 years ago and our demand is very high. These are the facts. There are many to blame - but government doesn't have the knowledge, the know-how, nor the men/women with the experience to get oil out of the ground nor a solution when there is a catastrophe in the oil fields. The recent blowout of BP is proof of this. BP / others had solution 3 months sooner to cap but Chu and feds said no....delayed.....more oil spilled. Enough!!
