JERUSALEM — Israeli leaders on Thursday rejected the Palestinian unity deal between rivals Hamas and Fatah, saying it could destroy prospects for peace and ruling out negotiations with any Palestinian government that includes the Islamic militant group.

Prime Minister Benjamin Netanyahu convened his security Cabinet to discuss the deal, as Israeli President Shimon Peres called the Palestinian agreement a "grave mistake."

The comments came a day after Hamas and Fatah reached an initial unity deal in Cairo to end a four-year-old dispute that has left the Palestinians with rival governments: a Fatah-dominated administration in the West Bank and the Hamas regime that controls the Gaza Strip. The Palestinians claim both territories for a future independent state.

While the Palestinian announcement did not address many key issues, the Egyptian-brokered deal revived hopes of ending bitter infighting that weakened the Palestinians politically and killed dozens in violent clashes and crackdowns.

The Palestinian plan calls for formation of a joint caretaker government to prepare the way for elections next year. The Palestinians say the move is a step toward independence. With a breakdown in peace talks with Israel, the Palestinians have been campaigning to get the United Nations to recognize Palestinian statehood in September, with or without a peace deal.

By including Hamas – which Israel, the U.S. and European Union consider a terror organization – the Palestinians have essentially ruled out peace negotiations with Israel and have put hundreds of millions of dollars in U.S. and European aid money in jeopardy.

In the West Bank, President Mahmoud Abbas of Fatah, a proponent of peace with Israel, stressed he would retain overall control over foreign policy. He said he remains ready to talk peace with Netanyahu if Israel halts its settlement construction on occupied lands.

Seeking to blunt international criticism, he said the caretaker government would not include Hamas activists.

"The people will be independents, technocrats, not affiliated with any factions," Abbas said at a meeting with a group of dovish Israeli businessmen and retired security chiefs.

Abbas said it was "too early to tell" whether his prime minister, Salam Fayyad, would stay in office. Fayyad, a U.S.-educated economist, is well regarded in the West and has been the major reason the international community now sends nearly $1 billion a year in aid to the Palestinians. Losing Fayyad could endanger that money.

Israel is adamant that it will not engage Hamas, which has sent dozens of suicide bombers and thousands of rockets into the Jewish state and is committed to Israel's destruction.

"We would like to see the Palestinian people unite, but for the sake of peace," said Peres, a Nobel peace laureate. "The world cannot support the establishment of a state that part of its regime is a terror organization."

Foreign Minister Avigdor Lieberman warned that the Palestinian agreement opens the door to Hamas gaining a foothold in the Fatah-controlled West Bank.

"The significance of the agreement is that terrorists will take hold of the West Bank. Hundreds of terrorists will flood the West Bank and therefore we need to prepare for a different situation," he told the Army Radio station.

Israel's opposition leader, Tzipi Livni, also expressed grave concerns about the Palestinians. She urged the international community to put heavy pressure on the Palestinians to ensure the new government renounces violence and recognizes Israel's right to exist.

"If you want to get legitimacy, please give an answer to these requirements as a government," Livni told a gathering of foreign journalists.

Hamas' refusal to endorse these international conditions led to the collapse of a previous unity government and led the way for Hamas' takeover of Gaza in 2007.

The U.S. has already said the new Palestinian government must accept the international demands, and France followed suit on Thursday. "We are ready to work with a unity government that would engage in favor of non-violence and a peace agreement," said Foreign Ministry spokesman Bernard Valero.

The U.N.'s Mideast envoy, Robert Serry, and European Union foreign policy chief Catherine Ashton greeted the unity deal with caution, stressing the need to promote peace. "We will study the detail of this agreement and discuss with colleagues in the EU and in the region," Ashton said.

Saeb Erekat, the chief Palestinian negotiator, said Palestinian unity would promote peace. "Those who want peace and want democracy must support Palestinian reconciliation," he said.

Rivalries between the two Palestinian factions began in 2006 after Hamas won parliamentary elections in Gaza and the West Bank. A short-lived unity government collapsed into civil war the following year, and Hamas seized power in Gaza.

The Palestinian factions are set to meet next week in Egypt and the official signing ceremony will take place before May 10, said Azzam al-Ahmad, head of the Fatah delegation.

Israel has held peace talks with the Fatah-led government. But those negotiations have been frozen since September, with Abbas refusing to negotiate while Israel expands settlements in the West Bank.

Fatah spokesman Husam Zomlot said Abbas is embarking on a new strategy. "But of course he is not waging a war against either Israel or the West," he added.

Hamas officials insisted they would not recognize Israel.

Again, the bottom line here is that if Palestinians pursue unilateral action, they can expect Israel to take unilateral action as well, possibly proclaiming an independent Palestinian state of their own definition, possibly consisting of Oslo Area A and Area B, with Israel annexing Oslo Area C. It's clearly in the best interests of all involved for the Palestinians to head back to the bargaining table.

Israel has been taking unilateral action since 1948. Do you think that the occupation and the settlements are a conasequence of bilateral agreements?

They've truied that and it failed. The only reason Israel wants to "negotiate" is because they can maintain the facade to the world that they are interested in arriving at an equitable solution, but as the Palestine Papers revealed, negotiations are nothign but an avenue for Israel to stonewall and buy time while they steal land.

Israel have forced the Palestinia­ns to pursue this option.

Good, so "Israel" didn't reject new "Palestinian" government with "Hamas", because none of these things are people but are collectives of people with differing actions and views. The good bit is the first paragraph which is what 'really happened': "Israeli leaders on Thursday rejected the Palestinian unity deal between rivals Hamas and Fatah"...it avoids the dangerous generalizations of anthropomorphizing nations or groups of people :3

The Palestinians are pursuing an extreme and ill advised course of action. If they take the extreme step of proclaiming an "independent" Palestinian state, they can expect Israel to reassert civil and security control of Areas A and B. This is such a dead end.

As always, it is the ordinary people, the civilians with mothers, fathers, daughters and sons, who get caught up in the wants of the policy-makers, who get grouped along with those who make the decisions into "The Israelis" or "The Palestinians". It must be terrifying for those who want to maintain control of the status quo to see all this massive freedom/unrest going on in the countries around them. I feel sorry for them, for what they must/feel they must do.

What's extreme about declaring independence? Didn't the Americans do it? In fact the Israelis unilaterally seized lots of territory that wasn't given to them in 1948 and declared that part of Israel.

The Israeli regime has never wanted real peace, only the enablement of its expansionary policies.
The peace deal with Egypt was entered into not out from a motive of goodwill or peaceful intent but because the Israelis observed that the Egyptian armed forces fought suprisingly well and that it was only intervention from the US that saved Israel from being defeated in 1973.
The regime has never shown that it has any sense of noblesse oblige or indeed, that it is capable of acting in a civilized manner towards those it perceives to be its adversaries or even its friends.
Two examples: the USS Liberty and the Mavi Marmara. These acts of state sponsored murder provoked two entirely different reactions: silence and coverup from a corrupt and blackmailed sitting POTUS, and international outrage and condemnation from a previous ally, the Turkish government. But both events prove that Israel has a sense of hubris and entitlement grossly disproportianate to its actual stature in the community of nations, as is evinced by its flat out refusal to acknowledge a de facto unity achieved among the Palestinians. The regime is painting itself into a corner and the entire world- outside, of course, the US MSM- infotainment bubble, knows that the status quo is unacceptable, and will change. Neither demographics, diplomacy, world opinion or international law are on the Israeli side

The video is shocking, but not surprising. Unfortunately, I don't think it would make a difference if Bibi said this in English in public to a joint session of the US Congress.
For the most part, our American politicians (with a few notable exceptions) are such craven and morally corrupt cowards and shills that they would probably vote Bibi the first US Congressional Medal of Peace if he spoke those words to them.
The American people lost their Congress long ago; it has become the plaything of AIPAC and Wall St.

I just don't think this is all that hard to solve anymore, the way it's all connected...with $$. If we took care of the crooked practices happening in Wall St. and with our Banks, rounded up a few of the financial terrorists that are manipulating World Markets..this problem here would be settled with Peace in no time...I don't know how it could be any more succinct. You could almost fit it on a bumper sticker.

Just like Israel does what it wants for their own interests, the Palestinians deserve to have that right too. If Israel thinks for one moment the Palestinians must do what Israel wants, or what is the best for Israel, then they are sadly mistaken. The rest of the world also rejects Israel sense of entitlement and blatant arrogance, and wants to do what is best for the Palestinian people. It is time the international community stopped pandering to Israel's sense of insecurity, brought on by how Israel has behaved. It is predictable Israel will try to sabotage this move to recognize Palestine as a state, and usually Israel's style will be aggression, threats, and ugliness. Perhaps this time the world is prepared, because the world has seen through Israel's lies and propaganda.

This is all just a stunt. The Palestinian Authority has no economy. It depends on transfers from Israel and the generosity of international donors. Politically, it exists on a banana peel. The Palestinian Authority is an entity that was created by the Oslo Accords, not through the efforts of the Palestinian people. Palestinians did relatively well during the 1990s under the first Netanyahu government, when they had better relations with Israel. The Palestinians' only hope for the future lies at the negotiating table with Israel. And that's what the UN should tell them.

This is a very foolish idea that obviously hasn't been thought through. If Palestinians take the unilateral action of declaring a state, then Israel will take the unilateral action of reasserting civil and security control of Areas A and B. There is nothing for anybody to gain through attempts at unilateral action.

The only reson why Israel is rejecting this action because it is not on Israeli terms. Israel learned much from the British colonial experts of divide and rule. Israel keeps on showing it doesnt want 'peace' but all of Gaza and the West Bank to be under Israeli rule. It's all about land.

Just as Israel denies the right of a sovereign Palestinian state for the Palestinian people. Israel has done this since its inception in 1948.

You should read Likud's Charter [http://www.knesset.gov.il/elections/knesset15/elikud_m.htm], stating they will never, ever make peace with or recognize an independent Palestinian state.

* The US-Israel alliance demands that Hamas renounce violence, but Israel most definitely should be allowed to indulge in routine violence.
* The US-Israel alliance demands that Hamas recognises Israel, but the suggestion that Israel should recognise Palestine is just silly.

Let's see. IDF fired a shell at a house in Central Gaza yesterday after dark. Four wounded including a woman and two youngsters. Another case of Israel retaliating before an event? Are we expected to take no notice of this daily ritual? Israel would go ballistic (metaphorically and literally) and wax hysterical if the situation were reversed. What provoked this random, but typical, attack. The threat of peace and a Palestinian state looming?

Israel will continue to offer only what they are sure will be rejected. Israel has no interest in what happens to the Palestinians as long as it is not in their country. One day the borders will close and all arabs failing to take a loyalty oath and remain under suspicion will be deported.
Israel’s self avowed proclamation in 1947 is for a single Jewish Homeland.
