KABUL, April 30 (Reuters) - The Taliban declared the start of a spring offensive on Saturday, warning they planned to target foreign troops in Afghanistan as well as Afghan security forces and government officials in a wave of attacks across the country.

In a statement, the hardline Islamists warned Afghan civilians to stay away from public gatherings, military bases and convoys, as well as Afghan government centres, as these would be the focus of attacks.

The Taliban statement comes a day after senior military officials and Western diplomats warned they expected a surge in militant attacks over the next week.

"Operations will focus on attacks against military centres, places of gatherings, airbases, ammunition and logistical military convoys of the foreign invaders in all parts of the country," the Taliban said in the statement.

Senior military officials said on Friday recent intelligence reporting indicated that the attacks planned by the Taliban, supported by the al Qaeda-linked Haqqani network and other insurgents, would include suicide bombings.

Two senior coalition commanders said they anticipated the campaign of increased violence would last about a week.

Washington and commanders of the NATO-led International Security Assistance Force (ISAF) have trumpeted successes against a growing insurgency since 30,000 extra U.S. troops were sent to Afghanistan last year.

The Taliban statement said the targets of an operation it called "Badar" would be foreign forces, high-ranking officials of President Hamid Karzai's government, members of the cabinet and lawmakers, as well as the heads of foreign and local companies working for the NATO-led coalition.

"All Afghan people should bear in mind to keep away from gatherings, convoys and centres of the enemy so that they will not become harmed during attacks of Mujahideen against the enemy," the Taliban said.

Senior commanders have long anticipated a spike in violence with the arrival of the spring and summer "fighting season", although the usual winter lull was not seen as U.S-led forces pressed their attack against insurgents, particularly in the Taliban's southern heartland.

Violence across Afghanistan hit record levels in 2010, with civilian and military casualties the worst since U.S-backed Afghan forces toppled the Taliban government in late 2001.

The Pentagon said in a biannual report on Friday that an overall increase in violence was due in part to increased targeting of safe insurgent safe havens and unseasonably mild winter weather. (Reporting by Rob Taylor and Jonathon Burch; Editing by Andrew Marshall)

What if there were an offensive, and no NATO troops showed up to play?

Meh. This is more about wanting more hyped media coverage than announcing any real strategic shift. If you live in huts and caves in the Hindu Kush, slightly more seasonable weather isn't a gamechanger. Hopefully we've from learned from the Tet Offensive that elevated media coverage doesn't reflect the tactical reality on the ground.

They don't have to win. They just have to make it expensive. A gallon of gas can cost as much as $800.

I seriously question the veracity and timing of this announcement. How do I know this is not more CIA subterfuge to continue our involvement in Afghanistan?

God! I am just so sick and tired of hearing and seeing this BS in the middle east for as far back as I can remember these people have been lobbing bombs at each other but I do believe that there will be peace in the middle east some day, of course though, the whole region will be a peaceful radioactive crater

Before the Soviets invaded, Afghanistan was known as the Eden of the Middle East. They did not choose to become a plaything of foreigners, whether Soviet, Saudi, Pakistani, or American.

I agree and also take Beirut was known as the Paris of the Middle East, I really would've loved to visit the Middle East, for there's so much history there and it sickens me to see these places being destroyed, places like Baghdad a very old city with a lot of history, myths and legends.
I would like to see peace there but as you noted the region becoming a "plaything" for foreigners is not helping anyone, it's hard for me to not become cynical about the whole thing, I'm very cynical about our so called "leaders" that I really don't believe are acting on this world's interests. sigh!

My son is scheduled to return home from Afghanistan in this month. I admit, all I really care about is that he makes it home.

A good friend's son is due to come home next month, and then retire. He has had multiple depolyments over there, including to Dubya's-folly in Iraq, and we all wish him well.

Let the dogs of war off their leash and let them end this thing, or just bring them home. So many lives, so many dollars, and what do we have to show for it?

There will be no victories, victory parades from all the US and Islamic wars it has engaged in. The dominant and master and servant relationships is coming to an end in practically all Muslim lands. The cover has been removed from the faces of the Muslimeen from Morocco to Pakistan.

Afghanistan is not going to be conquered, turned back and Islam failed as the NATO regime calls for. All these Muslim lands will survive and ruthless, despotic leaders who are mere puppets of the west replaced.

The Mujahideen in both Pakistan and Afghanistan will kill many NATO soldiers and the US will suffer greatly. I believe that the US and the EU are under a wrath for all of its killings, meddling and subjugating in Muslim lands.

One has to be realistic and understand that there will be no victory in Afghanistan for the Americans and NATO, even if they will there for 100 years. For there are too many fires starting in other Muslim lands and these fires are burning hotter.

The NATO troops will manage to decimate the innocent Muslims but the Mujahideen will not be defeated as predicted over 1400 years ago when the prophet sws told of this and the jihad coming from this region that would not be stopped and it would carry over to other Muslim lands.

We are seeing this now take place and as in Afghanistan there will be no victories for the Americans and NATO.

To quote Miss Rand, usefully for once, we should check our premises. We have no evidence that the military-industrial complex wishes to end ANY of its extremely lucrative wars at ANY TIME. On the contrary, as we see in Libya, we only have evidence that the MIC wishes to launch MORE permanent wars on any available pretext.

No one ever claimed (except in a fit of propagandist zeal) that this will be easy.
And the struggle for Afghanistan was made worse by the Iraqi invasion and Bush/Cheney disastrous policies in Afpak.
HOWEVER, surrendering Afghanistan to Taliban is not an option.
Not for the West, and certainly not for rational Afghans themselves.
Isolationists need to review the reasons isolationist movement has became morally and politically bankrupt since 1941.

As usual we will have to wait a few days for HP to publish anything about the 11 of our troops who have died in Iraq in April - of course, since the majority of the deaths were "noncombat related", it seems to be no big deal. Why not? "Noncombat"? Believe it or not, there is still a war going on in Iraq, just as in Afghanistan and these troops are just as dead as those killed in actions.

And now our government is waiting to hear if the Iraqi government wants us to remain or leave! I thought our own government made decisions affecting our troops and their deployment.
