HARTFORD, Conn. -- Two years into a fight to stay in the U.S., Mexican college student Mariano Cardoso learned of a victory last week – not from immigration authorities, but from a U.S. senator who had taken up his cause.

On a call to his cell phone, Sen. Richard Blumenthal delivered the news: Homeland Security officials had suspended Cardoso's deportation, allowing him to graduate next month and work in the United States.

"He told me we had a lot to celebrate, but I told him I had to go to class," Cardoso said. "I didn't know what he was talking about."

It was a culmination of the Democratic senator's deep personal involvement in the case. Advocates say the supporting role he played, along with that of Connecticut's Democratic governor, proved critical to winning a reprieve, but also highlights a fractured immigration policy in which decisions can turn on the influence of one's supporters.

The Obama administration is facing growing pressure from Democrats and Latino groups to protect illegal immigrants like Cardoso, 23, a community college student who has lived in the United States since his family took him here as a toddler. Legislation known as the Dream Act would give them a path to legal status as long as they enrolled in college or joined the military, but it has failed several times in Congress, most recently in December. The government does grant exemptions, but advocates say they are handed out erratically.

For Cardoso, the high-level connections resulted from a deliberate public relations strategy.

He had been targeted for deportation since August 2008, when immigration agents discovered his status after intervening in a gathering in his uncle's backyard. With his legal options dwindling, he reached out in February to a student immigrant organization, United We Dream, which coached him on seeking and handling publicity. The first step was a student-organized demonstration at Trinity College, though he said he was reluctant at first.

"I was afraid that agents were going to come out and take me again," Cardoso said.

A petition circulated on his behalf. Reporters began telling his story. Then he met in person with Blumenthal, who reached out to Immigration and Customs Enforcement. Two weeks ago, Gov. Dannel P. Malloy asked the agency to let Cardoso stay and contribute to the only country he's ever known.

By all accounts, it was the politicians' involvement that made the difference.

"Fortunately you have an engaged member of Congress who was willing to stand up in this case, but what about others who don't have the same kind of access?" said Wendy Sefsaf, communications director for the nonprofit American Immigration Council in Washington. "That person is incredibly vulnerable."

In response to questions about apparent inconsistencies, an ICE spokesman said the agency has wide discretion and cases are handled on their merits.

"ICE takes extraordinary steps to ensure that humanitarian concerns and individual circumstances are given top priority among those who come before us as part of the administrative process," Chuck Jackson, a Boston-based spokesman, said in a statement.

Homeland Security officials have said their priority is to deport alien criminals, not college students. But critics say the government needs to do more to make sure that is reflected in its enforcement.

In an April 13 letter to President Barack Obama, 22 mostly Democratic senators asked him to suspend deportations for students who might have been eligible for legal status under the Dream Act – young people brought to the United States as children, who in many cases consider themselves American, speak English and have no ties to or family living in their native countries. If such blanket protection is not possible, the senators suggested streamlining the process for students to seek authorization to stay individually.

Blumenthal's office said it has not heard of a response to the letter. The White House did not respond to requests for comment.

Gaby Pacheco, the United We Dream coordinator who coached Cardoso, said her organization also has been lobbying the administration for changes that she says will be critical to Obama's support among Hispanic voters.

"We've gotten to the point that giving a speech or calling for reform is not enough. He is going to have to deliver in order to satisfy the community," said Pacheco, whose group is working with about 17 other students like Cardoso who are facing deportation.

The opposition has come from Republicans and groups such as Americans for Legal Immigration, whose president, William Gheen, said Cardoso should not be taking a college seat that could be going to a student whose family did not break immigration laws.

While several other students in Cardoso's situation have gone public with their stories in hopes of staying, immigration law expert Michael A. Olivas said they could be jeopardizing parents or other relatives who are here illegally. In most cases, he said, their best strategy is to try to stay off the radar of immigration authorities and wait for a change in policy.

"If you have to a go to the press or you have to a get a member of Congress to save one of these kids ... then it's just very inefficient and dangerous and frankly undermining because if just gives more fuel to the nativists," said Olivas, a professor at the University of Houston Law Center.

Cardoso, of New Britain, Conn., said he is concerned for his father, who has helped pay his tuition with landscaping jobs. His younger brother and sister have citizenship because they were born in the United States.

He is due to graduate next month from Capital Community College in Hartford with a liberal arts degree, and he has begun exploring other degree programs since winning the yearlong, renewable stay from the government.

He initially thought he would become a civil engineer or a math teacher. In light of his successful campaign to stay, however, he has begun considering a career in communications.

Watched a documentary the other night showed a guy who had been a gang member and deported numerous times bringing his girlfriend here and their journey from El Salvador here. And even though he had been arrested before the POV was of how hard it was for him and his travel mates to get here, not how hard it is to keep people who have committed other crimes from coming back.

Let's see how does this argument work, parents should not have to leave their children behind if they get caught, and their kids should be entitled to stay and attend college because they are citizens. Where is the down side of illegal immigration? Because advocates of illegal immigration don't think one should be caught, detained, or returned. Their kids should be educated without correct paperwork, but Americans (blacks particularly) in many states can't vote without ID. They hide in the shadows, yet are openly interviewed on television and march for their rights at will. If I was easily led or fooled I would be completely confused by it all. But I understand that this has been a 30+ year pogrom intended to make a Hispanic minority (this is an ethnic minority and the only one counted individually) and largely counted with the majority. Hispanics have moved into traditionally Black neighborhoods and as we have recently seen used terror, violence, and murder to move native Blacks from our neighborhoods. Oh this has been seen before in our history, it is exactly how the Irish and other Southern Europeans assimilated into the majority culture. Once they openly showed disdain for native blacks they were in like flint. It is how many of the Black Tea Party candidates have assimilated into that bastion of White Pride as well. People know what works in America because history repeats itself. I'll get plenty of people who will call me names on this one but I doubt seriously that any will refute the facts. Read about the history of unions and how it was Europeans who kept native blacks from the rank and file. This is part and parcel of how whites have and will maintain numerical/political power. Have you ever seen one of these stories where the student is a black illegal immigrant? Get back to me when you do.

I would like to congratulate Mr. Cardoso on succeeding in his fight for the right to the American Dream. While we bemoan the difficulties of our daily lives here in America, millions of people all around the world wish they could "suffer" as we do. The small percentage of the immigrants whom I have met following their coming here work hard and show unconventional levels of respect to their professors and peers; in general becoming foundations of their respective communities.

I am glad to see that our system isn't so impersonal as to adhere to outdated legal models where a person's life is concerned. The cold bureaucratic approach would have suggested that Mr. Cardoso and all those in his predicament be returned to their "countries of origin"; a mockery of the American way, considering the young man has no cultural ties to the country from which his parents brought him. I don't particularly care as to what rabid right-wingers have to say about this situation. This decision is a victory for the human right to life, liberty, education, and happiness.

Now if Messers Malloy and Blumenthal were willing to sit down and withhold the cuts slated to the Connecticut Community College budgets; we would really be making some headway in ensuring the promise of opportunity to the current generation.

I am a left winger who thinks that just because you have a pulse, does NOT mean that you have a right to immigrate to the USA. I see that Klean has a different view. It is also absurd to group illegals into the immigrants group since they chose to spit on our laws and simply TAKE what does not rightfully belong to them. The right to live and work in the US. I am all in favor of LEGAL immigrants since my neighbor in McAllen, Tx was a legal Mexican immigrant and he hated the illegals since they drove down his wages among other things.

The DREAM Act was simply a mass amnesty for yoiung illegals. If they could pass for being under 35 years old, they got a free pass since the act had NO requirement for checking the claims at the initial registration. Then they got it for TEN years too. This was also a great way to encourage criminals to get rid of their past. All they had to do was cross the border, claim they had been here since they were 14, state that they would join the military or get a TWO year degree in ten years. If they used the Matricula as ID, they could get a new name, and get rid of any criminal history since Mexico does not check the velidity of their IDs. It is also a shame that people who would contribute to US are held hostage to this.

I think you are confusing two separate legal problems and administrative approaches from two different states. Never mind the fact I rest assured that there is an entire host of civil rights' groups which are promoting her fair and just treatment.

Being for leniency for one isn't mutually exclusive with being for leniency for the other after all.

There is a difference between leniency and amnesty. He will not be punished both she and her children are being punished. This story doesn't tell us if his parents are here illegally and what is their status, which probably means they have been granted an amnesty as well.

I'm all for the Dream Act. My only problem is that they should charge individuals like the man in the article 100,000 dollars to become a US citizen. This would help out the US pay off its massive debt and help those illegal aliens to become legalized citizens.

But don't you think that at $100,000, most alien wouldn't be able to afford it? Only those with money will be able to pay that cost. I wouldn't be surprise if drugs dealers also pay for their citizenship. I think it should be based on what individual can contribute to the country and not not having to live off the country welfare system.

Blumenthal should be sanctioned and brought up on ethics charges immediately, if not charged criminally as well. Cardoso should be deported and any government official who aids or contributes to criminal behavior should be expelled from Congress.

This federal law and this senator is in blatant violation of this federal law, go to the site and book mark it. He should now be impeached. and sanction out of the Senate.

If someone was brought here when he/she was 3, and then did not enroll in college or go to the military, would you then deport him/her?

How long do they have to stay in college to qualify? If they drop out do you then deport them? What if they don't choose a major which is likely to lead to gainful employment? What if they break the law while in college?

Are there still more openings in the military for men than for women? If so, then the Dream Act has a built in discrimination against females.

If our representative's had ANY sense they'd do a little research. Mark J. Penn's book MICROTRENDS published in 2007 is REALLY, REALLY terrifying. Read page xiv of the introduction, pages 140, 170, 202, and 217. Whether or not Mr. Penn intended it or not, his facts back up the prediction of a Soviet KGB researcher that says the USA will not be around much longer.

I welcome this young man into a country that my family has been part of since 1620 when they came here without documentation.  I would much prefer you and others as fellow citizens than the so called legals such as Birther Orly Taitz and I am sure he will do much more for our nation than many others born here.

He doesn't hate the US. If he is a citizen, then he is entitled to be here so it is not your place to tell him to go to Mexico. The young man who is here illegally may not have had anything to do with being brought here, but he is an adult now and can address the situation. Let him go home and return under a student Visa to complete his education and then return again to Mexico.

It is illegal to fire a person who misses work for National Guard duty.

In any case, there are plenty of opportunities for people with math and science degrees, particularly with military experience.

Deport him and his family. Thats the only way to learn there are consequences when our laws are broken. He can blame his family for his situation.
