WikiLeaks Cables: Pakistan's National Defense University Rife With Anti-Americanism

SLAMABAD (Reuters) - Officers received training biased against the United States at a prestigious Pakistan army institution, according to Wikileaks, underscoring concern that anti-Americanism in the country's powerful military is growing amid strains with Washington.

A U.S. diplomatic cable said the former U.S. ambassador to Pakistan, Anne Patterson, found officers at the National Defense University (NDU) were "naive and biased" against the United States, a key ally which gives Pakistan billions of dollars of aid to help fight Islamist militants.

Fears the military could be harboring militant sympathizers have grown since U.S. forces found and killed Osama bin Laden this month in a Pakistani garrison town, where the al Qaeda leader had probably lived for several years.

Pakistan's military also controls the country's nuclear arms, and a series of attacks against military installations has heightened fears about the safety of those weapons.

"The elite of this crop of colonels and brigadiers are receiving biased NDU training with no chance to hear alternative views of the U.S.," the Wikileaks cable, which was published in the Dawn newspaper, quoted Patterson as saying.

"Given the bias of the instructors, we also believe it would be beneficial to initiate an exchange program for instructors."

Some of the officers believed the CIA was in charge of the U.S. media, the report said.

Anti-Americanism runs high among many of Pakistan's mainly Muslim people but it has deepened after bin Laden's killing in a secret U.S. raid which many Pakistanis see as breach of sovereignty.

Patterson said the United States must target a "lost generation" of military officers who missed training programs in the United States after Washington imposed sanctions against Pakistan in the 1990s for its nuclear program.

The cables also documented the account of a U.S. army officer, Colonel Michael Schleicher, who attended a course at NDU and corroborated the views expressed by Patterson.

"The senior level instructors had misperception about U.S. policies and culture and infused the lectures with these suspicions, while the students share these misconceptions with their superiors despite having children who attended universities in the U.S. or London," the cables quoted Schleicher as saying.

Hamayoun Khan, a teacher at NDU, however denied that anti-Americanism was being taught at the university.

"I haven't seen bias which she has mentioned here," he said.

Dawn said dozens of cables from U.S. embassies around the world also showed that the United States continued to intensely monitor Pakistan's nuclear and missiles programs.

In 2008, the U.S. deputy chief of mission at the U.S. embassy in Ankara, Nancy McEldowney, detailed her discussions with Turkish authorities about the U.S. desire to see action taken against suspicious shipments to Pakistan.

U.S. officials, according to the cable, "urged the GOT (government of Turkey) to contact the governments of Japan and Panama to request the shipment be diverted to another port and returned."

Pakistan's nuclear program came under increasing international scrutiny after the 2004 confessions of Abdul Qadeer Khan, the father of Pakistan's atom bomb, about his involvement in sales of nuclear secrets to Iran, Iraq and North Korea.

The government pardoned Khan but put him under house arrest. A court in 2009 ordered his release.

A militant raid on a navy base in the southern city of Karachi this week has raised fresh anxiety about the ability of Pakistani security forces to protect installations and the country's nuclear arsenal.

A Taliban spokesman said militants had "so far" no plans to seize Pakistan's nuclear weapons.

"We will protect these weapons from dangers from foreigners," Ehsanullah Ehsan, a spokesman for the Pakistani Taliban told Reuters by telephone from an undisclosed location.

Many Pakistanis believe the United States and India would like to confiscate their nuclear weapons.

Most of the comments are sensible and on the mark. How many americans are aware that china has the largest commercial mining lease in afghanistan for a copper mine- with a 3 billion dollars investment. There are 1000"s of chinese worker at the mine, but who is protecting them from talebani attacks. The nato forces, the american forces. This is a really an inter-dependent world. The Americans need the pakistans, need the chinese, and vice-versa, and indians , russians, iranians etc have all to cooperate to make this heady stew mix work well. Best is to take all the news we receive with a pinch of salt. Because there is a spin on all the stories. We do not know which secret service agency is with or against whom. All these create conspiracy theories. And we the public are none the wiser.

It sure looks that way at times, doesn't it? Who says these people are uninformed? They even know and understand the way our media is bamboozling our citizens.

It probably concurs with the anti-Islamic sentiment that is rife in the US army.

US violates Pakistan's sovereignty, attacks Pakistan's areas with drones and kills innocent children and women too and expects that they don't get upset. That's stupid. The hatred sentiment will definitely grow if US keeps doing this.

The US violates Pakistani sovereignty ?? What about the Taliban, the Lashkar-e-Taiba, the Pakistani Taliban, the Haqqani network, the numerous terrorist groups in Waziristan that quite recently took over Swat valley? Why no Pakistani rhetoric about how these groups are "violating Pakistani sovereignty" ??
Apparently, Pakistan is all too concerned about American killing Terrorists than allowing terrorists to roam free plotting mass murder and killing thousands across the world. And Pakistan has the audacity to hanker on about how America violates "its sovereignty" ?

Harboring terrorists, giving aid and sanctuary to terrorist organizations that kill Americans is tantamount to an act of WAR against the United States! The Taliban tried the same trick with Bin Laden and paid with rivers of blood. Pakistan should be grateful that America is willing to overlook Pakistan's excuses about its unwillingness to clamp down on terrorists operating both within its borders and within its own government agencies than complaining about US pursuing terrorists who have killed thousands of Pakistanis as well in recent years.

Such shameless apologists and mendacious propaganda against the US is not helping Pakistan's case in the slightest. Contrition, awareness and humility would server you far better than such arrogantly naive vitriol.

pakistan routed out the taliban in swat

they have eliminated more al qaeda than usa

Pakistan has killed more terrorists than US has. And if terrorists violate Pakistan's sovereignty and so does US, then what's the difference between the two. There is no difference. US has been killing innocents for a long time. Nuked Japan's cities. Killed in Iraq, in Afghanistan and in Pakistan too. You should have the courage to accept the truth.

"Pakistan harbours the worlds most notorious who cause carnage in the free world and u expect us to sit and watch whilst the go around the terror business with impunity ?? " Who brought them here? It was US who raised and funded these terrorists against Russia and now they came to Pakistan, because Pakistan went ahead to support US. Pakistan is going through all this coz of US.

"and for your information Pakistan has no kind of sovereignty in the first place....Just a begging bowl" We expect these sorts of stupid statements from dumb Americans. We already know, you don;t care about other countries sovereignty.

We got Bin Laden, we have an "out" where we can just get out and save face. Our troops are needed on our borders, especially our southern border. As for the one billion plus we send them annually, I'd say they are awful children and have not earned their allowance. We have better things to do with our money here.
05:52 PM on 05/26/2011
They've even invited China to build a naval base there! And yet the US sends them BILLIONS every year! Why exactly?
06:08 PM on 05/26/2011
Years ago they were really helping us locate and capture or kill many militants, they helped with intelligence also. Then we started violating their national soveriegnty on the ground and with bombs without their permission so they stopped helping us. I really cant blame them. We destroyed the positive relationship not them. Once again our government thinks it can do whatever it pleases in someone elses country with no negative consequences. They pretended to still be helping us so they can keep getting our money while starting a relationship with China. The joke is on us. Knowing our ridiculous government they will still keep handing out the money.

It is like why contracts in Afghanistan are let to American companies. What you are ignoring is that China buys up your debt to the tune of billions a year with you owing them almost a trillion dollars now. So, it is not really your money, it is Chinese money you are sending them.

To say they are paranoid is an under statement of vast proportions. The military runs the Country and ISI runs the military, what do you expect an open discussion on any topic, not going to happen. They play their little games with us and India, but sooner than later the fun will end and thousands may be injured by thei arrogance and stupidity.

last week china made a statement that usa has to respect pakistan sovereignty
at the same time china has its army on the border with pakistan
china will be taking over gwada port from the singaporeans. the usa had put pressure on pakistan not to give the port to the chinese to run although they built it. the contract with singapore finishes shortly and china will well and truly be back in pakistan
i read one report that the chinese army were in pakistan held kashmir.
the "fun" as you call it could start soon but the thousands injured may not just be pakistanis

They have anti-American "sentiment". I have anti-terrorism "anger". I do not worry about the nuclear cache of the nation of Pakistan. Intelligence agencies in India, and our CIA will take out each one of those warheads the micro-second we become concerned of the threat. Most of these Pakistanis live in near poverty, the same way they did 500 years ago. Problems are solved by cutting off limbs with curved swords and their religous laws set women back into the dark ages. Honestly, they dont like Americans, I don't care. I will be happy to see the next drone strike that takes out some bad guy and the next. Is it fair? no. We aren't equal. We have rights they don't. We do not have state run TV or a military controlled govt. THEY ARENT OUR FRIENDS really, only official "ALLIES." We commited to hunt down and kill or capture terrorists anywhere, I dont know why Pakistan thinks they are so special. Seal Team 6 has been to probably every continent but Antarctica, but they just happened to smoke The World's Worst Bad Guy in their military academy's backyard. Its embarrassing, so blame us, after saying they thought it was great. Americans dont realize that these people don't think like we do, they have never had the freedom to be allowed to. Their opinions come from fables, the "great Satan" is the enemy of the moment. EXCUSE ME IF I DON'T RUN STRAIGHT TO MY BOMB SHELTER.

the distance between lahore and delhi is just 2 hours drive
if india or the usa thinks to take out pakistan's nukes then there will be massive nuclear fall out over india as well.
don't know where you live but i can pretty much guarantee that any indians as well as pakistanis living in usa will be upset that their family and relatives could get radiation sickness.
the standoff between pakistan and india over nukes is the same as ussr and usa's stand off.
and while we are at it what are your special "freedoms" that you think other people don't have?

no the money was so the usa could use pakistan airspace and roads to supply food, water, troops, munitions and gas to afghanistan
stop thinking of it as aid. it is a toll
if you continue to think of it as aid then pakistan is aiding usa in its war in afghanistan so quid pro quo

No, Pakistan ought to be helping get rid of the terrorists that plague its own country as well as Americans and Afghans. That is what any decent and civilized nation on this planet would do, instead we are arguing about "toll" ?

Policing your own nation so that your cesspool doesn't remain a biohazard for the rest of the world isn't "aiding", it is civic duty towards the rest of humanity that Pakistan ought to be doing anyway!
Nos, since Pakistan is incapable or unwilling to do the needful America is doing it FOR THEM. Thus it is America which is really "aiding" Pakistan and it is Pakistan that should be grateful.

Saudia Arabia has poured billions of dollars into madras schools making of the Talibans, boys only learning Koran and nothing else and nothing but propaganda against USA, the county is nothing but uneducated tribal people who are taught to hate us and then given guns.
I have lived in the Middle East for 10 years and when I came back to USA I worked in an office owned by a Pakistani, all the clients that came into that office were either taxi cab drivers or very well educated workers and ALL WERE ANTI-AMERICAN even living here in USA making a good salary and no one giving them any kind of discrimination what so ever, they are a race that we can not deal with, the main thing is to disarm their nuclear plant and leave that country,

they created the Taliban, they take our money they hate us
02:03 PM on 05/26/2011
well they aren't fans of the US? Guess what not too many people in the US are fans of them either, they hide Osama for years, lie that they are clueless as to his location and cash our aid checks and we should care what they think? They want to live in poverty then that is fine by me but if you hide someone that has killed thousands of americans and think we aren't going to do anything about it well you are sadly mistaken.

How many Americans know that the majority of Pakistani are Muslims?
How many Americans know that the travel lobby has succeeded in aranging Pakistani visas?
How many Americans know that we have thousands of Pakistanis in our midst!
How many Americans know that Pakistan is a nuclear nation?
How many Americans know that we sold them the know how and materials for atom bombs?

people in western socities can usually distinguish between real life and religion, in ways that permit most of us to understand and accept divergence. sadly muslim nations have religion intertwined in their lives in ways which mystify the western mind. sadly they're aren't moving toward our position--we're moving toward theirs. the christian right is becoming as intolerant as the muslims. pakistinis just can't grasp a pluralistic, secular society...it's anathema to them. don't expect them to behave like democrats and republicans--it's way to complicated for that.
they don't like us--we can give them all the aid we can afford and they still won't like us. get over it, if they do what we need them to do--who really cares?

having lived in pakistan i can tell you that there are various degrees of religious belief of the moslems that i met.
much like the christians in usa. some are hypocrits
some go to mosque because that is what people do and meet up with their friends
some truely believe
some are fanatics
some don't know any better
i never felt that religion was really creating a life path for people.
